Position Overview
The Executive Director is the Association’s executive staff administrator and management agent who leads the staff, in coordination with the KNEA President, to ensure the implementation of the full scope of policies, procedures, and programs approved and adopted by the KNEA Board of Directors. In collaboration with the President and Officers, the Executive Director develops and manages an Operational Plan and an annual Operational Budget and is accountable to the Board for the long-term financial and fiscal health and sustainability of the Association.
Candidates should possess high emotional intelligence, excellent judgment, and creativity, with a proven record of strategic leadership, which includes formulating objectives and priorities and implementing the long-term interests of KNEA.
DUTIES AND RESPONSIBILITIES
Institutional Leadership - lead with vision, adaptability, creativity, and integrity to execute the policies of the KNEA Board of Directors.
Corporate Management - advise and facilitate the development of the KNEA Operational Plan, Operational Budget, administer and monitor the budget, ensure the fiscal health of the Association, oversee compliance with legal and regulatory requirements, evaluate and manage risk, and ensure the proper management of all property owned and leased by the Association as KNEA pursues its mission and vision.
Public Education Advocacy – champion public education in Kansas, including building collaborative relationships between KNEA and external stakeholders to shape the highest professional standards for education policy.
Organizing – foster an organizing culture that grows the Association while advancing the interests of Kansas’s students and educators.
Staff Relations – as executive of staff, provide leadership for staff commitment to the Association’s mission, vision, and strategic plan; ensure compliance with KNEA’s policies; prioritize and assign staff resources to programs and projects as necessary; coordinate, direct, and evaluate the work of KNEA’s employees while fostering a collegial relationship; build effective relationships with management and the staff unions; and successfully support management and staff to ensure the highest quality work on behalf of KNEA’s members.

Job Purpose

Additional Comments Regarding Position

Master’s degree from a CEPH accredited school of Public Health and coursework completion in biostatistics, epidemiology, research methodology, behavioral science, environmental science, and health education and promotion.
A minimum of two years’ experience in the practice of epidemiology in a public health setting conducting epidemiologic investigations and/or research.
Knowledge of and demonstrated competence in data analysis software packets and data management tools (i.e. SAS, SPSS, etc) and writing clear and professional reports.
Knowledge of and experience with the principles of scientific inquiry and the statistical measures and study designs used in epidemiology.
Knowledge of:

What will you do?
As the clinical Laboratory Inspector, you will perform surveys and assist in the administration of the Clinical Laboratory Improvement Amendments (CLIA) program for the Laboratory Compliance (LC) section of the Oregon State Public Health Laboratory (OSPHL). You’ll work independently to assign and track all clinical laboratory inspections to assure they occur on schedule and to assure complaints against clinical, drug testing and health screening testing permit laboratories are investigated timely. You’ll perform inspections for clinical laboratory testing, non-medical substance of abuse testing and health screen permit testing. You will determine if deficiencies pose an immediate jeopardy to the public and take action that may include the laboratory to stop testing until compliance can be assured, determine if deficiencies will be cited at the standard level, condition level, or if the problems are immediate and serious and there is a potential for a negative patient outcome, and determine if the laboratories allegation of compliance or plan of correction is adequate to correct the cited deficiencies.
In this role, will also develop checklist or job aids to inspect nonroutine specialties such as cytogenetics, histocompatibility, nuclear medicine, electron microscopy, DNA and PCR or substance of abuse testing, to assure regulations are being met. You will determine if new testing methodologies developed by the laboratory, produces accurate results and that the test is developed on good scientific principles. You’ll develop and monitor the section quality assurance parameters required by the Center for Medicare and Medicaid Services (CMS) and stay proficient in Medicare/Medicaid laboratory billing requirements in order to consult with laboratories and DMAP to assure appropriate laboratory specialty certification. In addition, you will apply Federal regulations for clinical laboratory testing and enforce State statue and rules for substance of abuse and health screen testing services for 4000 laboratories, guide the Administrative Specialist 2 assigned to the section and help them answer technical questions addressed to the program, and speak at professional meetings to train and advise clinical laboratories on the changes or updates to the Federal and State regulations.

Corrections Deputies are required to become proficient in the use of side-arms, chemical agents and other riot control weapons, in addition to the use of emergency communication systems, the practical application of self-defense tactics and the unarmed physical control of inmates. Corrections Deputies must possess good judgment, act appropriately and responsibly, and have excellent verbal and written communication skills.
Once you have mastered the basic duties of a Corrections Deputy, there are many special assignments available throughout the agency, including assignments in Classification, Close Street Supervision, Court Services, Transport Unit, Work Crew, Intelligence and Life Safety. You may also choose to join a specialty team, such as the Crisis Negotiation Team, the Corrections Emergency Response Team (CERT), Honor Guard or the Corrections Critical Incident Response Team.
Duties expected of a Corrections Deputy:
Book, interview, classify and process inmates into jail; conduct searches of inmates; release from custody and return property.
Count, control and monitor inmate movement and activity in housing units, modules, cells and open dormitory settings; monitor suicidal inmates to determine if they require suicidal watch and provide counseling and coordination of medical services; conduct security and welfare checks and connect inmates with mental health services; search jail areas for contraband; secure and maintain evidence.
Escort inmates to areas and events within the institution, court appearances, personal interviews, medical care and other institutions; assemble and monitor inmates for transports to and from other counties, state facilities, extraditions and others; supervise and monitor meal times and recreational activities; supervise inmate work crews; prepare daily work release logs and investigate and report violations.
Control violent and/or mentally ill inmates; prepare daily count and inmate assignment sheets; document, record and write reports on inmate behavior and other applicable information.
Respond to backup calls for medical, inmate assaults and other emergency situations; testify in court related to crimes committed in custody.
Maintain security within the institution and oversee the health and safety of staff, inmates and the public; control access and maintain inventory of keys; operate control rooms and panels; monitor and access security doors, gates, cameras, alarms and video terminals; perform general facility maintenance.

Incentives for qualified lateral candidates: The intent of the lateral incentive program is to hire candidates who do not need to complete the Department of Public Safety Standards & Training ( DPSST) Basic Academy. Candidates either need to be certified in Oregon at time of hire, or must obtain certification through the DPSST Career Officer Development ( COD) program. Eligibility for the COD program cannot be determined until after hire. All lateral candidates must successfully complete a training program (FTEP) and a 12-month probationary period. Incentives will be paid out once certification status is finalized and as noted below.
The Sheriff may appoint lateral hires at a pay step commensurate to prior experience, up to Top Step 6. Pay is determined by agency size, specialized training, specialty assignments, supervisory experience and other job-related factors.
Lateral candidates do not have to attend the Basic Academy.
Lateral candidates are eligible for a $5,000 hiring bonus ($2,500 to be paid after passing FTEP, and remaining $2,500 to be paid upon successful completion of the COD and a 12-month probationary period).
At time of hire, forty (40) hours of sick leave and forty (40) hours of vacation will be added to the employee’s bank for usage.
Lateral hires holding Intermediate DPSST Certification will be eligible for incentive pay of an additional 5%, and lateral hires holding Advanced DPSST Certification will be eligible for incentive pay of an additional 10%.
Prior corrections experience will be considered as “County service” for the purpose of longevity pay. Longevity pay scale: 6-14 years = 2.5%, 15-19 years = 3.5%, 20+ years = 5%.
Up to 10 years of prior corrections experience will be considered as “continuous service” for the purpose of vacation accrual.
Relocation Reimbursement:
Candidates are eligible for moving expenses reimbursed up to $2,500 with submission of expense receipts.
Education Premium:
Candidates are eligible for an education premium of 1% for college coursework: 90 quarter hours or 60 semester hours.

To be successful in this role you will:

LCV is hiring a Chispa National Campaign Manager, a new position in the Chispa program, who will ensure that Chispa develops federal strategy centered on the needs of communities on the ground. We are looking for someone who can support the development of campaigns and who can support the implementation needed to win meaningful policy change. We are looking for someone who combines the curiosity and attention to detail of a researcher, is a strategic thinker who is constantly finding new opportunities and angles for communities to persuade policymakers, and believes in the power and necessity of everyday families to lead the movement for climate justice.
Responsibilities :
Work with national and state teams to support developing, writing, implementing, and evaluating federal strategy and campaign plans that connect to the local level and result in environmental policy victories grounded in racial justice and equity.
Collaborate with the Government Affairs team, digital team, and other departments to support, coordinate, and push federal advocacy efforts that reflect local/state campaigns and vice versa rooted in the voices of communities of color.
Oversee the execution of Chispa’s Clean Buses for Healthy Niños campaign, including supporting state-level work, overseeing federal strategy, ensuring cross-departmental collaboration to advance campaign goals, and tracking campaign progress to date.
Develop, maintain, and nurture strong and transformational relationships with partner organizations, coalitions, and other stakeholders to help advance shared goals around electric school buses and other issues as needed, including supporting the management of the Electric School Bus Coalition.
Seek out and identify issue-based opportunities and make recommendations on policy for Chispa engagement at the state and national levels.
Work closely with Chispa national and state teams to support developing issue-based campaign plans and implementation.

Chispa, a program of LCV, works to ensure that Latinx communities and leaders have a strong voice in the movement for climate justice and within the environmental movement. In the last two years, Chispa has grown to include grassroots organizing programs focused on Latinx communities in Colorado, Arizona, Nevada, Florida, Maryland, and soon Texas.
LCV is hiring a Chispa National Campaign Manager, a new position in the Chispa program, who will ensure that Chispa develops federal strategy centered on the needs of communities on the ground. We are looking for someone who can support the development of campaigns and who can support the implementation needed to win meaningful policy change. We are looking for someone who combines the curiosity and attention to detail of a researcher, is a strategic thinker who is constantly finding new opportunities and angles for communities to persuade policymakers, and believes in the power and necessity of everyday families to lead the movement for climate justice.
Responsibilities :
Work with national and state teams to support developing, writing, implementing, and evaluating federal strategy and campaign plans that connect to the local level and result in environmental policy victories grounded in racial justice and equity.
Collaborate with the Government Affairs team, digital team, and other departments to support, coordinate, and push federal advocacy efforts that reflect local/state campaigns and vice versa rooted in the voices of communities of color.
Oversee the execution of Chispa’s Clean Buses for Healthy Niños campaign, including supporting state-level work, overseeing federal strategy, ensuring cross-departmental collaboration to advance campaign goals, and tracking campaign progress to date.
Develop, maintain, and nurture strong and transformational relationships with partner organizations, coalitions, and other stakeholders to help advance shared goals around electric school buses and other issues as needed, including supporting the management of the Electric School Bus Coalition.
Seek out and identify issue-based opportunities and make recommendations on policy for Chispa engagement at the state and national levels.
Work closely with Chispa national and state teams to support developing issue-based campaign plans and implementation.
Work with Chispa Organizing Director to ensure that organizing is centered in campaign development. Collaborate on assessing and addressing campaign-specific training needs for Chispa staff and volunteers.
Ensure that the stories, voices, and vision of our grassroots base, particularly communities of color and young people, are central to each campaign’s theory of change, process, and outcomes and are seen as agents of change at the local and federal levels.

Qualifications :
Work Experience:
Required - Minimum of 3-5 years of experience in issue, labor, community organizing, and/or advocacy campaigns with communities of color, low-income families, and/or Latinx communities. Familiarity with digital and communications strategies and tactics and understanding how they amplify and strengthen community organizing and issue campaigns; Familiarity with community organizing.
Preferred - Research experience; familiarity with community organizing models; Familiarity with federal legislative processes and advocacy.
Skills:
Required - Excellent writing and verbal communication skills, including the ability to write and implement, monitor, and evaluate program and campaign plans. Ability to represent Chispa to a variety of audiences and through a variety of mediums. Fluency in Office Suite. Familiarity with project management. Experience and commitment to measuring and tracking progress and outcomes. Work well in a fast-paced environment and able to multitask without sacrificing the quality of work. Reliable, consistent, detail-oriented, and self-motivated.
Preferred - Bilingual (English-Spanish) written and verbal skills. Familiarity with the IRS rules regarding 501(c)(3), 501(c)(4), and PACs; understanding of environmental issues and their potential to engage Latinx communities and communities of color.
Cultural Competence: Demonstrated awareness of one’s own cultural identity, views about differences, and the ability to learn and build on varying cultural and community norms. A complex understanding of racial justice and the urgency of confronting institutional racism and inequity. Commitment to equity and inclusion as organizational practice and culture. Proven track record of successfully working across lines of race, immigration status, ethnicity, language, class, gender, and other identities and experiences.
Working Conditions: This job operates in a professional office environment, and routinely uses standard office equipment such as computers, phones, photocopiers, and audiovisual systems. This position is largely sedentary, often standing or sitting for prolonged periods. Ability to occasionally work evening and weekend hours as needed; ability and willingness to travel up to 30% of the time (currently paused due to COVID-19). The location of this position is flexible. Please note that all LCV staff are currently working remotely during the COVID-19 pandemic.
