Job Description

PeopleTec is currently seeking a Senior Financial Analyst to support our Huntsville, AL location.

Candidate will develop, gather and organize space and missile defense program related information; will analyze and format information developed and used to track and evaluate technology programs.  This position requires an analyst with the necessary skills to support and assist in the financial management activities to include the following.  Using the General Fund Enterprise Business System (GFEBS) and other financial databases such as the Knowledge Management Support Tools (KMST) for preparation and review of financial reports along with tracking and analysis of financial execution/obligations.  Participate in program reviews such as the HQDA, Assistant Secretary of the Army (Acquisition, Logistics and Technology) (ASA[ALT]) - Deputy Assistant Secretary for Research and Technology (ODASA[R&T]) Mid-Year Review submission.  Provide analyses and budget plans to the Program Manager including monthly program reports, taskers, and information such as- quarterly spend plans, quarterly disbursement plans, fiscal year budget allocations, GFEBS status of funds (SOFs) spreadsheets, labor reporting, government purchase card transaction reports, monthly submissions to the Planning, Budget, Execution Committee (PBEC), monthly execution submission to ASA(ALT) on science and technology (S&T) funding, input to the Program Objective Memorandum (POM) submission, input to the annual Science and Technology Objective (STO) submission.  Provide assistance in coordinating and developing unfunded requirement (UFR) information papers, and monitor and track travel funding by utilizing the Defense Travel System (DTS) reporting tool for transactions and balances.  Manage, monitor, and analyze manpower by submitting Manual Time Tracking Spreadsheets (MTTs), submitting KB15N variance spreadsheets, and by managing data collected from GFEBS and the Defense Civilian Pay System (DCPS) in a tracking spreadsheet.  Preparing financial execution/obligation documents in GFEBS for approval according to approved processes to include- Outbound Military Interdepartmental Purchase Requests (MIPR) PRs, Standard Procurement System (SPS) PRs (which interface directly with the contracting application Procurement Desktop-Defense (PD2) utilized by the Army Contracting Command (ACC)), Access Online (AXOL) 2 way single PRs (which interface directly with the Access Online US Bank system in support of the Government Purchase Card program), Direct Charge transactions (which are utilized when both the requesting and performing agencies are Army Commands using GFEBS), and Technical directions/other relevant acceptance memorandums.  Developing, coordinating, and staffing agreements such as Support Agreements (DD 1144), Memoranda of Understanding (MOU), and Memoranda of Agreement (MOA) needed in the funds/resource receipt and execution processes.


Required Skills:

  • Minimum 16+ years of direct related experience with DoD financial and budget
  • Experience in GFEBS and other financial databases such as the KMST for preparation and review of financial reports along with tracking and analysis of financial execution/obligations
  • Ability to work in a fast-paced environment
  • Ability to work in a team environment
  • Must be a dependable self-starter and have good communication (both written and oral) and interpersonal skills
  • Candidate must be proficient in Microsoft Office Outlook, Word, PowerPoint, and Excel
  • Must be a U.S. Citizen
  • A U.S. Secret clearance is required to perform this work.  Candidates are required to have a minimum of a Secret clearance upon hire, and the ability to maintain this clearance level during their employment. 


Educational Requirements:

Completed Bachelor's Degree in a related field is required.


Desired Skills:

Experience in DoD program/project management, contracts, purchasing, resource management (finance/budget/accounting) desired.
