Job Summary
The Department Information Systems Coordinator (DISC) provides technical assistance and support to the Sheriff’s Office, Jail Services, and other local law enforcement agencies in planning, developing, and operating a regional law enforcement information network. This position will work directly within Clark County Information Technology (IT) and collaborate with Clark County Sheriff’s Office (CCSO) management, with key responsibilities of overseeing database and application technologies used in reporting; optimizing systems for information analysis; and coordinating related enforcement activities among multiple agencies. These responsibilities necessitate both a thorough understanding of the department processes and workflow, and comprehensive knowledge of the capabilities of the available computer software and programs as well as various niche technology products specific to law enforcement. Duties typically include, but are not limited to: Assist in the installation, administration, and support of various CCSO, Jail Services, and vendor-based hardware and software systems/applications. • Participate in evaluating, recommending, and selecting application and/or hardware products needed to support the Sheriff’s Office or partner agencies. • Assist users on day-to-day computer related issues such as setting changes, printer issues, burn CDs/DVDs, file recovery, and general application use. • Provide initial or secondary troubleshooting on system/server failure and coordinate with County IT to determine the appropriate fixes. Assists in break fix where applicable or in County IT absence. • Assist in the development, maintenance, and troubleshooting of data transfer process between CCSO systems, County IT, and vendors. • Assist in the design and development of department level relational database (e.g. SQL database) and database objects to support in-house developed applications. (I.E. – Win-Pak) • Assist in coordinating database support functions for law enforcement systems including security administration, performance tuning, and data moves. • Perform system administration for reporting systems (e.g. SQL Reporting Service) including security administration, setup, bug fixes, and deployment. • Convert and migrate data from existing systems to new systems and provide on-going system maintenance for client. • Develop ad-hoc query, data extraction, and other reports to meet the department and external agencies objectives. (I.E. – SSRS reports) • Analyze data and create reports (I.E. – SSRS or other required formats for presentations) as needed for customers. • Monitor and track inventory of law enforcement hardware and software including laptops, projectors, etc. • Assist in the development of short-term and long-term strategic planning for the law enforcement IS support unit. • Research, suggest, design, validate, and deploy new law enforcement and mobile related technology. (I.E. – Apple iOS phones and iPads, Android phones, body cameras) • Assist in Bodycam support related to hardware and supporting applications. • Utilize MobileIron MDM solution to support the management of Apple iOS and Android phones. • Assist outside agencies on items and issues related to law enforcement records management systems. Qualifications
Education and Experience:
Education equivalent to an associate degree in computer science or closely related field (directly related work experience may substitute for the degree requirement) plus three to five years of responsible experience in supporting computer technology users and systems is required. The degree must have been conferred by an institution of higher education and have National Recognition of Accrediting Agencies by the U.S. Secretary of Education, and official transcripts will be required at the time of hire.

To establish criteria for measuring the effectiveness of statewide FFS contract administration, this position will help facilitate and gather data and analyzes collected to monitor and manage FFS program compliance. This work is done in collaboration with various entities and partners, including but not limited to behavioral, oral, and physical health providers, the Federal Centers for Medicare and Medicaid Services (CMS), the Oregon Legislature, the Health System Division, OHA’s Office of Actuarial and Fiscal Analysis, Budget Unit, Health Policy and Analytics, and the Public Health Division.

Minimum Qualifications
Any combination of experience and education equivalent to seven years of professional-level evaluative, analytical and planning work experience.
Example: A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.
Desired Attributes

POSITION SUMMARY:
Under the direction of the Clinic Director II/GCHC, the Call Center Manager is responsible for the daily operations of the call center and supervision of the call center agents. Their duties include hiring and training Call Center Specialists, establishing goals for call center staff to follow and resolving any customer issues or other call center problems that occur.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Hire, onboard, and train call center personnel.
Plan, organize, implement, and monitor call center operations, including but not limited to, the following areas:
Customer service
Appointment Scheduling
Communication with patients/clients, external agencies (e.g. MedPOINT, HCLA IPA, Regal IPA, etc.), and/or staff.
Coach call center staff through challenging customer service issues.
Manage staff by assigning and delegating tasks as needed.
Monitor, coach, and appropriately discipline under-performing staff
Oversee staffing including attendance, tardiness and time off requests and review accuracy and ensure that all direct reports are recording time worked accurately in the PayCom system.
Provide phone coverage due to staff shortages as a result of call outs, vacations, etc.
Analyze call center data and prepare reports for clinic/upper management.
Evaluate staff effectiveness and perform regular check-ins and performance evaluations with direct reports annually and on an as-needed basis.
Lead team meetings and give presentations to clinic management.

Experience in social work, child-welfare, communication, or organizational development and/or training and/or program development focused on social justice, diversity and inclusion, universal access and the ADA, dismantling institutional privilege, social determinants of health and equity.
Personal, professional, or other experience working directly with diverse populations, specifically racially, ethnically, culturally, linguistically, gender and ability diverse community members.
Personal, professional or other experience working with American Indian/ Native Alaskan communities.
Requested skills:
Knowledge of health services delivery systems, particularly the Oregon Health Plan/ Medicaid Administration in Oregon, government health benefit programs, Coordinated Care Organizations and community-based organizations in Oregon, and client rights related to those programs.
Strong verbally and written communication skills with the ability to persuade and communicate across a variety of forms and to diverse audiences.
Demonstrated ability to build and steward positive relationships with diverse community groups including communities of color, immigrant groups, the disability community, and other traditionally marginalized communities.
Excellent networking skills, ability to collaborate to find common ground, and establish and maintain broad contacts and trust throughout organizations.
Effective delivery of culturally responsive and inclusive services, including fostering ongoing personal cultural awareness and humility. Experience promoting a work environment with values of cultural humility.
Experience developing, implementing policies and programs that promote equity and inclusion and reduce disparities. Experience advancing state and community-based programs on initiatives that promote equity and reduce disparities.
Demonstrated impact in developing culturally and linguistically competent communications that are effective in engaging diverse audiences and stakeholders
Ability to understand and communicate data and evidence-based programs within health care; familiarity with state and local best practices that can help to advance health care in Oregon.
Working Conditions:
Extensive statewide travel is generally required on a weekly basis, particularly within the regions in which you are working. Some out-of-state travel may be required.
Requires the ability to attend in-person community and contractor meetings, work remotely and participate in remote and in-person meetings; occasional on-site meetings required.
