What you will do!
As a Health Policy Analyst, you will serve as a key advisor to senior management of the Oregon Medicaid Program and OHA and provide expertise, analysis, and coordination in the development, implementation, and monitoring of benefits for the Oregonians who are on the Oregon Health Plan.  You will have a specific focus on Oregon's 1115 Demonstration Waiver. The scope of work is intra-departmental, inter-departmental, and inter-governmental.  You will engage in specific cross-agency coordination throughout OHA, with DHS, and with the federal government at CMS' Medicaid and Medicare regulatory bodies.
In this position you will develop and review regulatory policies, standards, and procedures to operationalize complex components of programs considering quality of service, access to services, program effectiveness, and cost.  You will work closely with stakeholders, legislative coordinators, business systems, financial and budget units, and policy staff in other agencies. You will be accountable for program performance monitoring and oversight of federal and state regulatory compliance, proposed legislation, and implementation of passed legislation. You will analyze specific aspects of the health care system in order to recommend health care policy reforms to the Oregon Health Policy Board, the Director of the Oregon Health Authority, Medicaid Director, Policy Director, and other OHA leadership.
This will include:

  • Leading and coordinating health policy analysis of major topics and initiatives related to health care transformation or of significant interest to the Governor's office, state agencies, and multiple health care stakeholders groups;
  • Coordinating healthcare stakeholder and workgroup meetings or other venues for input as required for the development and implementation of policy;
  • Conducting policy research and developing health policy analyses, briefs, options memos and reports in support of the work of the Oregon Health Authority and the Oregon Health Policy Board, and as requested by the Governor's Office and the Legislature; and
  • Supporting OHA-wide efforts on health system transformation, including providing and coordinating technical assistance to internal divisions within OHA.

In this role, you will issue and make recommendations that are highly visible and potentially controversial to the affected public and private health care constituents, state agencies, and the Governor's office. You will be involved in major topic areas such as benefit design, national and state health care financing and payment reform initiatives, value-based payment models, and pharmaceutical coverage and related costs. The scope of reforms for consideration are numerous and often unidentified, requiring the ability to identify and narrow the range of ideas considered for research to an appropriate and manageable array of options.
Additionally, you will work collaboratively with staff from across the Oregon Health Authority, as well as business leaders, health insurers, providers, and other stakeholders. A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; AND five years professional-level evaluative, analytical and planning experience involving Health Policy.
Any combination of experience and education equivalent to eight years five years professional-level evaluative, analytical and planning experience involving Health Policy


  • Technical expertise and experience with health care financing, and federal requirements related to Medicaid authorities.
  • Expertise and experience with reviewing, analyzing, and making policy recommendations related to health outcomes research, health care delivery systems research, and modeling.
  • Experience producing written reports.
  • Demonstrated experience at a leadership level communicating with a diverse group of stakeholders on complex topics.
  • Ability to consider viewpoints and needs expressed by these groups and make a good faith effort at communicating such to their counterparts.
  • Experience and knowledge of Medicaid and Medicare programs, and particularly program quality improvement metrics.
  • A Masters' of Public Health or Public Administration.
  • Experience in promoting a culturally competent and diverse work environment.
