Disaster Program Manager Position Overview:

As an American Red Cross Disaster Program Manager, you will have the opportunity to work alongside a primarily volunteer led team to help ensure that Red Cross Disaster Cycle Services programs; preparedness, response, and recovery are successfully implemented within the communities you will be assigned to serve. You will ensure the development of Disaster Volunteer Leadership in each of the program support functions to meet the needs of local chapter, region, and division. You will also build and maintain relationships with local government and community partners to help maintain disaster preparedness, response, and recovery capacities with in your assigned area.

Responsibilities will include but are not limited to:

  • Maintain and build volunteer capacity, and engagement through team development strategies.
  • Act in a facilitative leadership role and thought leader across the entire disaster cycle both within the Red Cross and amongst your government and community partners.
  • Ensure that American Red Cross services are delivered in an equitable manner meeting the needs and expectations of clients and stakeholders.
  • Manage state of readiness by developing the human and material resources (volunteers, partners, community agencies, and shelter and vendor agreements) needed to ensure full cycle of disaster services are deliverable in a disaster response.
  • Participate in local and/or regional response operations in a leadership position.
  • Accountable for the successful delivery of disaster cycle services programs in assigned communities in alignment with Regional goals and metrics.
  • Participate in local planning, exercise, and training in conjunction with government and community partners.

Essential Functions and Physical Requirements:

Work assignments may require ordinary ambulatory skills sufficient to visit other locations. Ability to stand, walk and manipulate (lift, carry, move) light to medium weights of up to 20 lbs. This position requires ability use a computer, operate certain types of equipment and read technical information. Overall mobility is essential. May include sitting for long periods of time, driving a vehicle, and working under challenging conditions.

Work Conditions:

Work is performed indoors with some potential for exposure to safety and health hazards related to emergency response operations. May travel and participate in meetings and conferences throughout chapter jurisdiction, region, and state. Because Red Cross is a disaster response organization, you may be asked to be on 24-hour call during periods of disaster.

Education:

Bachelor’s degree or equivalent combination of education and experience.

Experience:

Minimum of 3-5 years of experience with social services or service/delivery program. Minimum 1 to 3 years of staff supervisory experience preferred.

Demonstrated experience in coordinating staff and/or volunteer activities. Ability to manage multiple priorities. Strong skills in project management, delegation and problem solving are highly desirable. Ability to relate well and effectively with diverse groups and individuals, sometimes under stressful situations.

  • Excellent interpersonal, verbal, written communication skills, including public speaking
  • Ability to develop strategies to achieve organizational goals.
  • Demonstrates in depth knowledge of program and/or service delivery.
  • Demonstrates analytical and decision making skills for continuous program and/or service improvements.
  • Proven track record of collaboration, facilitation, problem solving, leadership, volunteer and partnership management.
  • Customer service oriented, organized, and able to operate with an orientation towards solutions; knows how to get to “yes”
  • Strong team orientation, with emphasis on building collaborative relations within a volunteer centric organization.

Essential Functions/Physical Requirements:
Depending on work assignment, may require ordinary ambulatory skills sufficient to visit other locations; or the ability to stand, walk and manipulate (lift, carry, move) light to medium weights of up to 20 pounds. Requires good hand-eye coordination, arm, hand and finger dexterity, including ability to grasp, and visual acuity to use a keyboard, operate equipment and read technical information. Overall mobility is essential. May include sitting for long periods of time, driving a vehicle and working under challenging conditions.

Work is performed indoors with some potential for exposure to safety and health hazards related to emergency services relief work. May travel and participate in meetings and conferences throughout chapter jurisdiction, state and Red Cross system. Because the Red Cross is a disaster response organization, staff may be asked to be on 24-hour call during period of major disaster.

This position is an exposure determination 0 in view of the fact that normal work involves no exposure to blood or blood components and/or human body fluids or tissue samples as a result of splashes, spills, and/or needlesticks or performance of or assistance in first aid.
