The Oregon Health Authority is modernizing and expanding their IT infrastructure and currently has a fantastic opportunity for an IT Manager with Solution Development and Delivery experience to join an excellent team and work to advance their IT operations.

What you will do!
As the Solution Development and Delivery (SDD) Manager, you will act on the authority of the IT Director to oversee development and ongoing operations of IT software solutions and services. These services are used in the support of the shared Health and Human Services Programs.

This is a full-time, permanent position that is classified as management services, supervisory and is not represented by a union. 

This position will be located in Portland at 800 NE Oregon Street.


MINIMUM QUALIFICATIONS:

Three years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation.
 
OR
 
Two years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation; AND 45-48 quarter hours (30-32 semester hours) of graduate level coursework in management.
 
OR
 
Three years of professional experience as a program/project leader, assigning and reviewing work of professional staff (e.g., engineers, etc.) including project responsibility for developing goals and objectives, project evaluation, and monitoring and controlling or preparing a budget.

 
REQUESTED SKILLS:

  • In depth knowledge and skills in the following areas:
    • Technical enterprise software development
    • Project Management
    • Resource Development and Management
    • Operational and Tactical Planning
    • Software/System Development Lifecycle and its benefits
    • Budgeting and Cost/Benefit Analysis
  • Experience two or more of the following areas:
    • Agile development terms and methodologies
    • Leadership in a software testing organization
    • System infrastructure including web and backend database servers and techniques for sizing environments to meet load/performance requirements
    • JIRA, Java, .NET, SQL technologies.
  • Management experience in two or more of the following areas:
    • Enterprise application and system development,
    • Support, maintenance and administration of enterprise software
    • Application and enterprise services architecture
    • Data Analysis and/or Business Intelligence
    • Cross-functional, collaborative leadership
  • Current experience supervising subordinate team leads and technical staff.
  • Ability to work under tight schedules and in close coordination with Human Resources, OIS executives, peer managers, agency divisions, partners and contractors.
  • Ability to partner with other agencies regarding the implementation of software solutions.
  • Additional desired experience in the following areas:
    • Working with system integration vendors or other software vendors providing solutions specifically in the review and analysis of contracts and other technical vendor deliverables.
    • Process improvement leadership
    • DevOPS
    • Mobile Web Development
    • .NET technologies
    • Meaningful Use Understanding
    • Public or non-profit Public Health programs
    • Leading distributed or remote technical teams.
  • Experience in promoting a culturally competent and diverse work environment.
