What you will do!
The OHA Operations Logistics Analyst is responsible for logistical activities to ensure successful implementation and ongoing utilization of the OHA performance management system and other special projects. This position is the technical expert on logistical management and will collaborate with multiple key business partners, agency staff and managers regarding the implementation and ongoing updates, enhancements, and changes to business operational processes. This position will be responsible for developing and executing operational logistics, including conducting organizational assessments, defining management priorities, coaching, and mentoring in the use of the performance management system and to implement initiatives within OHA divisions. The position requires the person to work closely with project staff, agency leadership, agency HR, division managers, position budgeting, communications staff, and other stakeholders. This position will be responsible for planning, coordinating, and managing meetings, workgroups, and schedules, with focus on facilitating cohesive communication, collaboration, and decision-making. The primary purposes of the Health Equity Research Analysts (RA4) positions will be leading data analysis and research, data reporting and visualizations, and the development of health equity related metrics, measurements, data briefs and research publications to monitor and inform Oregon Health Authority (OHA) system-wide performance towards identifying and eliminating inequities. Each Research Analyst will focus on one of the following specific work streams with opportunities to collaborate across workstreams:
Lead REALD & SOGI repository data analysis and improvement by monitoring and validating repository data, performing root cause analysis to resolve repository data issues with analysts from REALD & SOGI section, develop and maintain repository data tracking tools, develop, and propose recommendations to improve the interoperability of the repository and registry.
Lead workforce equity data analysis and reporting. Develop processes for analyzing and monitoring workforce diversity performance data. Develop performance metrics, report on workforce diversity to inform workforce recruitment, and agency wide human resource policies and strategic decisions. Present policy briefs to guide leadership decisions.
Lead health equity and data analysis and research work systems-wide to inform policy development, programmatic decisions, reporting to inform the agency’s goal to identify and eliminate inequities and other strategic priorities. Responsible for the planning, developing, and preparing reports and providing analytical guidance for other research analyses. Provide technical assistance including translating coding to research analysts performing health equity analysis.
The Repository and Registry Data Specialist (RA4) will lead data analysis to support the REALD & SOGI data governance process. Support data and research analysis across OHA and Oregon Department of Human Services(ODHS), and from Coordinated Care Organizations(CCOs,) providers, and health insurers to ensure the use cases of the repository data comply with all REALD & SOGI rules and standards; 2) Will develop and implement new, innovative, and statistically valid methods for analyzing health equity data from the repository; 3) Lead process improvement to inform changes to the REALD & SOGI data elements in the repository; 4) Perform complex multi-level analysis on data and share results with data owners and data stewards across OHA and ODHS relying on REALD & SOGI data from the Repository for analysis; 5) The position monitors and analyzes complex federal and state data and policies about the collection of demographic data and privacy issues, including tracking proposed legislation at the state and federal levels, regulations, and administrative rules and procedures that impact the development and interoperability of the REALD&SOGI Registry and Repository.
The Workforce Diversity Data Equity Analyst (RA4) will lead the development and use of new, innovative, and statistically valid methods to analyze data to inform the demographic characteristics of OHA’s workforce and disparities; conduct parity analysis; estimate expected impacts on workforce development, trend analysis, and potential cost and policy implications. The specific functions of the position include 1) the implementation of new or enhanced systems to analyze workforce data which can lead to better understanding of workforce disparities and appropriate interventions; 2) analyzing health equity data and applying research techniques to lead to better understanding of inequities and appropriate interventions; 3) analyzing state-level population data from the American Community Survey and other sources and applying research techniques to create parity metrics for comparing OHA’s workforce to the state’s population; 4) developing and disseminating regular workforce equity reporting and dashboard visualizations (5) Developing and implementing and managing a plan to ensure workforce data complies with REALD & SOGI standards and recommendations.
The Health Equity Research Analyst (RA4) will lead work on using data from various datasets maintained by OHA to produce timely and relevant reports and other deliverables to support priorities, and broader health system transformation activities. The research analyst will support: 1) the development of data systems to meet REALD & SOGI requirements; 2) OHA’s parity goals and benchmarks, analyze, and utilize data to inform policy and programmatic strategies designed to eliminate health inequities and increase parity across OHA; 3) analyze health equity data and apply research techniques to lead to better understanding of inequities and appropriate interventions; 4) Provide guidance, scope of work, and work products including different coding methods for research analysts, and program staff who collect and utilize demographic and other data across OHA.
All research analysts will collaborate with the Data Quality and Informatics Analyst to provide technical assistance to agency partners, CCOs, external researchers, and other data requesters and users on statistical coding methods, and best practices for using REALD & SOGI demographic data. Establish processes, systems and develop proposals for allocating resources to continuously improve the collection and use of REALD & SOGI data by OHA and ODHS programs, healthcare providers, health insurers, and community partners in alignment with ORS 413.161 thru ORS 413.164 , and associated OARs ( Chapter 950, Division 30 ). Improving the collection, access, and use of this demographic data to ensures more informed fiscal, programmatic, service policy, and public health planning decisions in service of OHA’s goal of eliminating health inequities by 2030.
All research analysts will lead important data and research initiatives towards advancing OHA's understanding of REALD & SOGI data. Provide data informed policy options and recommendations to help decision-makers determine best course of actions for programs, policy, practice, and interventions. Make analytic decisions that affect the reliability, validity, and value of REALD & SOGI data and methods used to inform OHA and statewide decisions. The Research Analysts must exhibit sound data analytics capability and the application of the data to real world issues, balanced judgement, and the ability to work with diverse staff and management to ensure analysis provides a basis for sound decisions about REALD & SOGI data, workforce diversity, and related conclusions. The research analysts must demonstrate ability to rapidly translate complex analytical and technical terms to nontechnical users and provide insights about how policies may impact existing procedures within the Equity and Inclusion Division, OHA and ODHS-wide. The Repository and Registry Data Specialist (RA4) will lead data analysis to support the REALD & SOGI data governance process. Support data and research analysis across OHA and Oregon Department of Human Services(ODHS), and from Coordinated Care Organizations(CCOs,) providers, and health insurers to ensure the use cases of the repository data comply with all REALD & SOGI rules and standards; 2) Will develop and implement new, innovative, and statistically valid methods for analyzing health equity data from the repository; 3) Lead process improvement to inform changes to the REALD & SOGI data elements in the repository; 4) Perform complex multi-level analysis on data and share results with data owners and data stewards across OHA and ODHS relying on REALD & SOGI data from the Repository for analysis; 5) The position monitors and analyzes complex federal and state data and policies about the collection of demographic data and privacy issues, including tracking proposed legislation at the state and federal levels, regulations, and administrative rules and procedures that impact the development and interoperability of the REALD&SOGI Registry and Repository.
The Workforce Diversity Data Equity Analyst (RA4) will lead the development and use of new, innovative, and statistically valid methods to analyze data to inform the demographic characteristics of OHA’s workforce and disparities; conduct parity analysis; estimate expected impacts on workforce development, trend analysis, and potential cost and policy implications. The specific functions of the position include 1) the implementation of new or enhanced systems to analyze workforce data which can lead to better understanding of workforce disparities and appropriate interventions; 2) analyzing health equity data and applying research techniques to lead to better understanding of inequities and appropriate interventions; 3) analyzing state-level population data from the American Community Survey and other sources and applying research techniques to create parity metrics for comparing OHA’s workforce to the state’s population; 4) developing and disseminating regular workforce equity reporting and dashboard visualizations (5) Developing and implementing and managing a plan to ensure workforce data complies with REALD & SOGI standards and recommendations.
The Health Equity Research Analyst (RA4) will lead work on using data from various datasets maintained by OHA to produce timely and relevant reports and other deliverables to support priorities, and broader health system transformation activities. The research analyst will support: 1) the development of data systems to meet REALD & SOGI requirements; 2) OHA’s parity goals and benchmarks, analyze, and utilize data to inform policy and programmatic strategies designed to eliminate health inequities and increase parity across OHA; 3) analyze health equity data and apply research techniques to lead to better understanding of inequities and appropriate interventions; 4) Provide guidance, scope of work, and work products including different coding methods for research analysts, and program staff who collect and utilize demographic and other data across OHA.
All research analysts will collaborate with the Data Quality and Informatics Analyst to provide technical assistance to agency partners, CCOs, external researchers, and other data requesters and users on statistical coding methods, and best practices for using REALD & SOGI demographic data. Establish processes, systems and develop proposals for allocating resources to continuously improve the collection and use of REALD & SOGI data by OHA and ODHS programs, healthcare providers, health insurers, and community partners in alignment with ORS 413.161 thru ORS 413.164 , and associated OARs ( Chapter 950, Division 30 ). Improving the collection, access, and use of this demographic data to ensures more informed fiscal, programmatic, service policy, and public health planning decisions in service of OHA’s goal of eliminating health inequities by 2030.
All research analysts will lead important data and research initiatives towards advancing OHA's understanding of REALD & SOGI data. Provide data informed policy options and recommendations to help decision-makers determine best course of actions for programs, policy, practice, and interventions. Make analytic decisions that affect the reliability, validity, and value of REALD & SOGI data and methods used to inform OHA and statewide decisions. The Research Analysts must exhibit sound data analytics capability and the application of the data to real world issues, balanced judgement, and the ability to work with diverse staff and management to ensure analysis provides a basis for sound decisions about REALD & SOGI data, workforce diversity, and related conclusions. The research analysts must demonstrate ability to rapidly translate complex analytical and technical terms to nontechnical users and provide insights about how policies may impact existing procedures within the Equity and Inclusion Division, OHA and ODHS-wide. Issues and recommendations within the purview of this position will be highly visible and potentially consequential to OHA and ODHS leadership, health care constituents, state agencies, external organizations, and state-level leadership.
MINIMUM QUALIFICATIONS A Master’s degree in Statistics, Statistical methods, Epidemiology or Public Health, Public Health Administration or a degree related to the agency program that demonstrates the capacity for the knowledge and skills required. Departmental Overview
The UC Berkeley Labor Center conducts research and education on issues related to labor and employment. The Labor Center’s student engagement and leadership training serve to educate a diverse new generation of labor leaders. The Labor Center carries out policy relevant research on topics such as job quality and workforce development, and works with unions, policymakers and other stakeholders to develop innovative policy perspectives and programs. The Labor Center provides an important source of research and information on unions and the changing workforce for students, scholars, policymakers and the public. Reporting to the Student Engagement Director, the Program Coordinator performs a variety of moderately complex to difficult tasks across a variety of administrative functions in support of varied programs offered by the Center for Labor Research and Education (Labor Center). Tasks include developing materials and database for program outreach; ensuring each program has the appropriate logistical support; preparing materials for delivery to program participants; assisting program leads with evaluation of the program after completion. Manages day-to-day operations of Labor Center education and internship programs within the parameters set by the Program Director/Leads.

Meets with students one-on-one throughout the semester to provide ongoing mentorship/guidance.
May develop and present trainings on Labor Issues for student audience based on student interest.

The Equity & Inclusion Division — Race Ethnicity, Language Disability, & Sexual Orientation and Gender Identity (REALD & SOGI) Section is hiring a REALD & SOGI Repository and Registry Governance Policy Advisor .

The primary purpose of the REALD & SOGI Repository and Registry Governance Policy Advisor position will be leading, managing, and overseeing work on developing REALD&SOGI data collection and governance standards and policies for state-wide implementation, ensuring alignment and compliance with standards and policies across data systems in OHA, ODHS, CCOs, insurers and provider systems. The Policy Advisor will provide recommendations to OHA leadership, Policy makers and health care partner groups on the implementation of REALD&SOGI data standards, the standardized collection, data analysis and interpretation of REALD & SOGI data.
The position will lead enterprise-wide implementation strategies and ensure that the implementation of REALD&SOGI requirements are consistent with legislative intent, and the data are continuously evaluated to determine quality and accessibility for use to inform policy and programmatic decisions to eliminate health inequities and increase parity across OHA and ODHS systems. The Repository Governance Policy Advisor will research and create new REALD&SOGI data request processes consistent with legislative intent, develop guidance documents and training for research and data analysts, program staff who work in OHA, ODHS, CCOs, providers and insurers on how to request and use REALD & SOGI data from the repository or utilize comparable demographic data that is consistent with REALD & SOGI standards.
This position requires someone with advanced degree in healthcare administration, understands data analysis methods strong policy development and analysis experience; systems thinking and integration; strong project management and granular understanding of agency, statewide and federal data systems, standards, structures, and interoperability of data collected by different systems. Must have analytical, interpersonal and communication skills, will have substantial autonomy requiring exceptional skills in leadership, influence, self-direction, poise under pressure, and comfortable navigating complex projects with competing demands and timelines.
The Policy Advisor position requires someone with strong understanding and experience tracking and analyzing national laws and policies governing consent, privacy, the collection and use of personally identifiable information and the development of interoperable systems to protect privacy in the collection and use of personally identifiable information, including conditions for sharing of such information with state and federal entities. The governance policy recommendations and decisions within the purview of this position have national and state-wide systems impacts; are highly visible and potentially controversial to affected health care constituents, and the Governor’s office. The data governance and policy initiatives the position will lead and oversee have complex and interdependent technical, political, fiscal, and administrative, aspects that must be considered and continuously managed. The Policy Advisor will manage the work of the repository data specialist and other analysts working on tasks related to the development and operations of the REALD & SOGI data repository and registry. Improving the collection, access, and use of this demographic data ensures more informed fiscal, programmatic, service policy, and public health planning decisions in service of OHA’s goal of eliminating health inequities by 2030.
MINIMUM QUALIFICATIONS
A master’s degree in business or Public Administration, Public Health, Behavioral or Social Sciences, Finance, Political Science, or any advanced degree demonstrating the capacity for the commensurate knowledge and skills; and five years professional-level evaluative, analytical, planning and leadership work.

Any combination of experience and education equivalent to eight years of experience relating to: policy analysis, governance, implementing policies and programs relating to data systems, evaluation of programs, evaluation of data systems, research, monitoring and addressing data and management.
WHAT WE ARE SEEKING:

Requested Skills/Attributes:
The Policy Advisor position requires someone with Knowledge and experience in health equity frameworks around change management and/or coordination impacting various parties across a large enterprise. Experience with stakeholder and partner engagement, doing equity work in a large organizational setting and in different systems. Experience tracking and analyzing national laws and policies governing the interoperability of data and systems, the collection and use of personally identifiable information and the development of policies to protect privacy in the collection and use of personally identifiable information, including conditions for sharing of such information with public and private entities in the state and at the federal level.
The person should have demonstrated project management experience, including an ability to effectively manage multiple project timelines, plans and deliverables. Demonstrated ability to engage and work effectively with Tribes, racially, ethnically, linguistically, disabled, and gender-diverse communities, including existing working relationships with diverse community leaders throughout Oregon. This position works collaboratively in a team setting. Willingness to collaborate, share information, and contribute to the team’s success, is necessary and preferred. Recognize how current systems and structures limit and obstruct possibilities for equitable outcomes. Contributes to a respectful and productive work environment. The Repository Governance Policy Advisor will research and create new REALD&SOGI data request processes consistent with legislative intent, develop guidance documents and training for research and data analysts, program staff who work in OHA, ODHS, CCOs, providers and insurers on how to request and use REALD & SOGI data from the repository or utilize comparable demographic data that is consistent with REALD & SOGI standards.
This position requires someone with advanced degree in healthcare administration, understands data analysis methods strong policy development and analysis experience; systems thinking and integration; strong project management and granular understanding of agency, statewide and federal data systems, standards, structures, and interoperability of data collected by different systems. Must have analytical, interpersonal and communication skills, will have substantial autonomy requiring exceptional skills in leadership, influence, self-direction, poise under pressure, and comfortable navigating complex projects with competing demands and timelines.
The Policy Advisor position requires someone with strong understanding and experience tracking and analyzing national laws and policies governing consent, privacy, the collection and use of personally identifiable information and the development of interoperable systems to protect privacy in the collection and use of personally identifiable information, including conditions for sharing of such information with state and federal entities. The governance policy recommendations and decisions within the purview of this position have national and state-wide systems impacts; are highly visible and potentially controversial to affected health care constituents, and the Governor’s office. The data governance and policy initiatives the position will lead and oversee have complex and interdependent technical, political, fiscal, and administrative, aspects that must be considered and continuously managed. The primary purpose of these positions is to administer Data Programs which develop processes, systems, guidelines, and resources to continuously improve the collection of disabilities, sexual orientation, gender identity, race, and ethnicity data by OHA and ODHS programs, healthcare providers, health insurers, and community partners in alignment with ORS 413.161 thru ORS 413.164, and associated OARs (Chapter 950, Division 30). Improving the collection, access, and use of this demographic data ensures more informed fiscal, programmatic, service policy, and public health planning decisions in service of OHA’s goal of eliminating health inequities by 2030.
This position is the lead subject matter expert for OHA with respect to the collection, analysis, and reporting of disaggregated data in their assigned area. As such, this position provides leadership, guidance, technical assistance, and advice to internal (agency-wide) and external partners and collaborators on concepts related to data collection and use as a component of REALD & SOGI implementation. This position provides leadership, guidance, technical assistance, and advice not only to the Equity & Inclusions Divisions’ REALD & SOGI Section (32 staff), but also to additional dedicated REALD & SOGI internal staff (>15) across OHA to ensure appropriate, consistent, and complete disabilities data collection for over 70 source data systems.
The person in this position is expected to be knowledgeable about and manage the complexities of serving diverse groups related to their subject matter area. There is tremendous diversity within communities impacted by data collection which requires that this position be able to navigate differences in priorities, historical harms, and competing needs. This position is responsible for navigating these complexities to ensure that data collection, analysis, and use best represents and serves the populations most impacted.
MINIMUM QUALIFICATIONS
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work.
OR;
Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.
