Duties
What makes this role unique?
In this role you will, organize and effectively prioritize multiple competing tasks and have the opportunity to work on fast paced issues which are part of the Governor’s key priorities. You will be part of and support a team with diverse skills and expertise to further our environmental mission. What you will do: Maintain confidentiality and keep managers informed of significant issues.
Assist with time management by working closely with managers to ensure that calendars are kept up to date and accurate.
Independently organize the hiring process including: setting up interviews, compiling and distributing interview packets, and escorting interviewees.
Assist with onboarding of new staff in a timely and effective manner including ensuring that necessary paperwork for new hires is fully completed.
Organize and coordinate the Air Quality All-Staff meeting and other similar program wide meetings.
Coordinate travel arrangements and agency-required documentation for managers and staff as needed for attendance at meetings, conferences and training, both in and out-of-state.
Independently coordinate preparation, proofreading, signatures, and packaging of documents, including reports, for manager and Ecology executive management briefing and/or approval.
Complete and process internal and external correspondence, including typing, proofreading/formatting, distributing, and filing documents reflecting agency standards to ensure it is clear and concise.
Qualifications
Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

What makes this role challenging: This position works independently, under administrative direction of the OCR Financial and Project Section Manager. As the agency expert, you will serve as the liaison between the Reclamation and Washington State Department of Ecology on issues relating to the Yakima Basin. In this role, you will collaborate with multiple federal, state and local agencies, building partnerships to reach common goals that impact the environment where we live and recreate. You will be part of a highly effective and technically advanced team of project managers with OCR, in addition to the project management team that makes up the Reclamation’s YRBWEP team. Serve as the agency expert and OCR's lead member of the YRBWEP team's water and land acquisition team, which is authorized to acquire water and land to provide immediate instream flow increases in the Yakima Basin to benefit fish and wildlife.
Provide water rights research, assessment information, water law advice and interpretation of Washington water code. Analyzes and creates trust water rights, writes reviews, and edits contracts for water leases and purchases. Meets and negotiates with the public and with staff from various agencies to find and acquire water rights, and drafts and files appropriate petitions and proposed orders with the Yakima Adjudication Court and/or water right change applications to Ecology to transfer water rights from out-of-stream to instream uses.
Act as liaison and resource between the Reclamation and OCR and the Water Resources Program on matters related to YRBWEP. Manages flow tracking at the Parker and Prosser gages, as well as interaction with committee and workgroups related to YRBWEP and the Yakima Basin Integrated Plan (YBIP). Assists in the development of policy and guidance relative to the YRBWEP goals. Communicates with Ecology experts, including Water Resources Section Manager, OCR Program Director, OCR Operations Manager, irrigation district personnel and various engineers and hydrogeologists as needed to meet project commitments.
Review and solicits input on issues such as fish passage, water conservation, fish habitat development, structural/operational changes, surface water storage, groundwater storage and water banks/markets. Provides progress reports to Ecology management on YRBWEP progress and implementation.
Provide staff support to the YRBWEP workgroup, including representing the state's interest and providing advice and guidance. Is responsible for drafting, editing, and providing comments and recommendations to the YRBWEP team for development of the Basin Conservation Plan and implementation of the Basin Conservation Program (Water Conservation Grant Program). Assists Ecology and Reclamation to track conservation quantities for all YRBWEP water supplies.
Serve as Ecology's senior staff representative on state environmental policy and water law including the State Trust Water Right Program for the Yakima Basin, water right transfers, and water rights adjudication.
Provide interpretation of state laws and programs relevant to the implementation of the YRBWEP. Responsible for evaluating, commenting and providing recommendations on papers and reports prepared by Reclamation and others related to the YRBWEP. The Nuclear Waste Program (NWP) is looking to fill a 100/300 Area Lead (Environmental Specialist 5) position. This position is located in our Richland Field Office (RFO) in Richland, WA . Upon hire, you must live within a commutable distance from the duty station.
In this position, you will evaluate site remedial actions planned by the US Department of Energy (USDOE) at the Hanford site through conducting document reviews, attending presentations by USDOE staff, and site field trips. Duties
What makes this role unique?
In this senior-level position, you will apply state regulations within the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA)/Superfund laws at the Hanford site and work directly with US Department of Energy (USDOE) staff and their contractors as well as stakeholders and tribes to ensure state acceptance of remedial actions in the River Corridor at the Hanford Site. What you will do:
Provide project guidance and team leadership on Environmental Restoration (ER) projects along with the ER Project Manager.
Assign CERCLA documentation review to ER project team members and facilitate resolution of issues raised by project subject matter experts.
Represent the Nuclear Waste Program (NWP) in explaining regulatory requirements and policies at meetings with stakeholders.
Coordinate input from various scientific experts to develop alternative approaches to regulatory requirements.
Review and recommend regulations for CERCLA actions, air requirements, and hazardous waste requirements.
Negotiate cleanup conditions and approaches with USDOE and its contractor staff and develop final decision documents for issuance.
Qualifications
Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

The Air Quality Program (AQP) within the Department of Ecology is looking to fill a Program Contracts and Grants Specialist (Environmental Specialist 4) (In-Training) position. This position is located in our Headquarters Office in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.
As Program Contracts and Grants Specialist, you will support Air Quality Program’s (AQP) mission by developing, negotiating, implementing and monitoring terms of agreements for AQP grants and contracts. You will hone your program knowledge, and use your in-depth grant and contract development experience to administer millions of dollars of federal, state, local government, university and private entity contracts and grants. These contracts and grants allow the AQP to assist public entities with air pollution reduction through air monitoring, technical assistance, public education, and enforcement. Note: This position offers a career path and on-the-job training. This position allows you to progress through the Environmental Specialist (ES) field and achieve the goal class of an ES4 . Duties
What makes this role unique? As the Program Contracts and Grants Specialist, you will interface with Air Quality Program and Ecology staff in a multitude of disciplines. You will also directly consult with and support local government and not-for-profit grant recipients, Tribes, local clean air agencies, the Attorney General’s office and other agencies and universities. Your grant portfolio includes landfill methane grants, improving air quality in overburdened communities, diesel and soot reduction, and other federal environmental grants. You will receive support and be involved with the Agency-wide grant group (including other agency-wide grant administrators) and develop expertise in competitive procurement processes. What you will do:
Negotiate, prepare, and manage complex contracts and agreements. Resolve issues that arise during the contracting process.
Ensure state policies and procedures are followed throughout the procurement process.
Assist staff in helping them in understanding regulations, policies, and procedures in the preparation of contracts, agreements, and procurements.
Review and analyze contracts and agreements to be sure they comply with regulations, policies and procedures.
Negotiate agreements with a variety of stakeholders.
Independently confirm reimbursement requests and grant submittals are eligible using working knowledge of grant agreement and guidelines, state and federal statutes and rules, AQP and Agency policies and procedures, and taking into account audit requirements and grantee relationships.
Provide expertise in determining eligibility issues and tracking and recording eligibility decisions as precedent for future issues.
Develop performance measures to accurately track and report data on all AQP grant programs.
Coordinate with the regional grant fund managers in grant cycle planning and execution.
Qualifications
This is an In-Training Position. The goal class for this position is Environmental Specialist 4 (ES4) . We will consider applicants who meet the requirements for the ES2, ES3 and ES4 levels. If the finalist meets the requirements for the ES2 or ES3 levels, they will be hired in at that level and placed into a training program to become an ES4 within a specified period of time. Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

Keeping Washington Clean and Evergreen The Climate Pollution Reduction Program (CPRP) within the Department of Ecology is looking to fill a Greenhouse Gas Emissions Reporting and Verification Section Manager (WMS Band 2) position. This position is located in our Headquarters Office in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station. In 2021, Washington’s Legislature passed the landmark Climate Commitment Act (CCA) – a sweeping piece of legislation that directs Ecology to develop and implement the state’s first Cap-and-Invest Program and commits our state to reducing greenhouse gas emissions by 95% by 2050. Officially launched on January 1, 2023, Washington’s program is only the second such economy-wide program in the nation, and the work of implementing this program has only just begun. It’s a big task with even bigger long-term impacts on the state’s greenhouse gas emissions and the global fight against climate change. The Cap-and-Invest Program employs market mechanisms to reduce greenhouse gas emissions in a cost-effective manner. As part of the Program, businesses and entities are required to obtain allowances tied to their emissions, which can be bought, sold, and traded. The proceeds will be invested in initiatives to decarbonize transportation and other sectors of the economy, promote clean energy, and advance equity and environmental justice. The CCA Implementation Group is already hard at work and looking to hire a diverse range of mission-focused professionals to help us make this important program a success. As the Greenhouse Gas Emissions Reporting and Verification Section Manager you will play a critical role in the success of the Cap-and-Invest Program. Duties
As the Greenhouse Gas Emissions Reporting and Verification Section Manager , you will be responsible for:
Successfully managing the emissions reporting process and ensuring that those reports are received and processed correctly and on time.
Overseeing the analysis and verification of emissions reports and ensuring that entities are completely and accurately reporting emissions.
Implementing the compliance and enforcement program as to violations of emissions reporting-related laws and rules.
Overseeing the provision of technical assistance to hundreds of reporting entities.
Working with other units within CCA Implementation Group to ensure the success of the Cap-and-Invest Program.
Providing detailed policy and technical support in support of legislation and rulemaking.
Representing Ecology in working with other state agencies, stakeholders, interested parties, Tribes, and national and international groups on issues related to emissions reporting and verification.
Qualifications
Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

What makes this role unique? As the Grants Section Manager, you will play a leadership role in reducing air pollution throughout communities so all Washingtonians can breathe cleaner air. You will work with staff experts to problem solve complex grant and project issues. Plan, lead, organize, and direct the work performed by the Pollution Reduction Grant Section. Assure appropriate and optimal use of the organization’s resources.
Ensure air quality grant programs comply with the Healthy Environment for All Act, Climate Commitment Act, Title VI and other applicable environmental justice requirements.
Provide support, management, coordination, and supervision of staff. Enhance the effectiveness of employees through timely appraisal and professional development opportunities.
Facilitate the development of project priority lists, which incorporates criteria to grant funding to applicants that includes consideration of the air quality and environmental justice.
Oversee the development of guidance, and the review and evaluation of all applications for grants submitted by local governments, state agencies, stakeholder organizations and Tribes.
Qualifications
Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. Senior Director, Knowledge Management and Learning, Managed Organizations (Washington, DC, Chicago, IL, Durham, NC, New York, NY or San Francisco, CA) We are seeking someone who wants to take on a brand-new role building knowledge management and learning capabilities for a social impact business where staff expertise is the main ingredient of success. This position sits within Arabella’s Managed Organization’s team, which provides fiscal sponsorship services to nonprofit entities a related client projects working across the globe. Building upon existing structures, this leader will design and implement scalable strategies, processes, and systems to ensure dissemination of information to the right people at the right time. A leader in this role will be critical to improving the employee experience by paving the road for MO team members at all levels to manage their complex operational roles and grow in their careers. Develop a structure that best positions staff to develop the skills that are appropriate to their role and where they are in their Managed Organization’s career lifecycle.
Create an efficient and effective onboarding program that targets optimizing new team members in their roles as quickly as reasonable.
Develop and manage skills training for team members by level and services provided.
Build curricula to ensure staff at all levels have the right knowledge and skills to competently deliver core services.
Develop and leverage experiential learning programs– including shadowing, role playing, and sandboxing – to increase learning outcomes.
Work the firmwide learning and development (L&D) leader in the usage of and further development of our learning management system (LMS).
Use self-service (including within the LMS and across other available technology solutions) and interventions (e.g., video training, flow charts) to systematize and foster efficient learning.
Create a development pathway, in coordination with HR, that clarifies how a team member can grow from level to level.

This is a full-time position. We offer a competitive and holistic total rewards package that includes salary, bonus, and benefits. Our compensation ranges are based on salary ranges for similar sized organizations in the professional services sector and adjusted for local labor market rates and differentiated by geography.

Senior Director, Knowledge Management and Learning, Managed Organizations (Washington, DC, Chicago, IL, Durham, NC, New York, NY or San Francisco, CA) We are seeking someone who wants to take on a brand-new role building knowledge management and learning capabilities for a social impact business where staff expertise is the main ingredient of success. This position sits within Arabella’s Managed Organization’s team, which provides fiscal sponsorship services to nonprofit entities a related client projects working across the globe. Building upon existing structures, this leader will design and implement scalable strategies, processes, and systems to ensure dissemination of information to the right people at the right time. A leader in this role will be critical to improving the employee experience by paving the road for MO team members at all levels to manage their complex operational roles and grow in their careers. This role is key to ensuring we continue to make a significant and meaningful impact within the philanthropic sector in partnership with our clients. This role’s primary initial goal will be to set the priorities and strategies for the aggregation and dissemination of information, while jumping in mid-stride to improve existing efforts. General Strategy

Lead change management initiatives related to the knowledge management and learning strategies, including for MO staff, the IT team, the Business Development team, and clients.
Develop and implement a budget, along with business cases for investment of funds.
Build, manage, and support knowledge management and learning teams to drive the outcomes of the knowledge management and learning strategies and related functions.
Identify, recommend, and lead the build-out of relevant IT systems.
Build the roster of, work in partnership with, and manage external consultants to support the advancement of the knowledge management and learning strategies.
Participate in knowledge management and learning communities of practice across the firm.
Knowledge Management Leadership
Identify needed team and role competencies necessary to achieve business outcomes, and develop a functional and related knowledge management program.
Implement knowledge management and sharing processes and systems that increase knowledge availability, through the lens of self-service and self-sufficiency.
Partner with internal teams to identify knowledge that team members need to know throughout different stages in their employee lifecycle and make it accessible.
Work across MO to develop and implement tools, reports, dashboards and databases that will improve program, technical and operational effectiveness and efficiency.
Improve the ease that knowledge is distributed and searchable across MO.
Develop and implement guidelines and expectations for how the team creates, maintains, and accesses knowledge and resources.
Identify best knowledge management practices and leverage existing technology (e.g., SharePoint, Salesforce) or secure new technology to create new and better systems and business intelligence forums.
Engage staff as active participants in updating knowledge management systems and processes with relevant information.

Learning and Development Leadership
Identify needed role competencies within the team necessary to achieve business outcomes, and develop a team-based learning program to support staff development.
Develop a structure that best positions staff to develop the skills that are appropriate to their role and where they are in their Managed Organization’s career lifecycle.
Create an efficient and effective onboarding program that targets optimizing new team members in their roles as quickly as reasonable.
Develop and manage skills training for team members by level and services provided.
Build curricula to ensure staff at all levels have the right knowledge and skills to competently deliver core services.
Develop and leverage experiential learning programs– including shadowing, role playing, and sandboxing – to increase learning outcomes.
Work the firmwide learning and development (L&D) leader in the usage of and further development of our learning management system (LMS).
Use self-service (including within the LMS and across other available technology solutions) and interventions (e.g., video training, flow charts) to systematize and foster efficient learning.
