ABOUT THIS JOB
The Office of Equity and Environmental Justice (OEEJ) within the Department of Ecology is looking to fill a Budget Equity Senior Analyst (Management Analyst 5) position. As the Budget Equity Senior Analyst, you will serve as the agency’s technical and strategic expert to develop, coordinate, and assess the agency’s work to meet Ecology’s budget equity priorities and statutory obligations. You will lead the development and implementation of protocols to meet budget equity obligations under the Healthy Environment for All (HEAL) Act, section RCW 70A.02.080 (Download PDF reader) . We are looking for someone with a passion for advancing equity and justice in governance, and who shares our commitment to building an anti-racist and equity-focused institution. Duties
What makes this role unique?
This new position will work closely with Office of Equity & Environmental Justice colleagues to innovate and establish new protocols and practices that incorporate equity strategies into agency budget development and funding decision-making.
What you will do:
Serve as an agency subject matter expert on the HEAL Act, section RCW 70A.02.080 (Download PDF reader) , providing guidance to agency programs on implementation of agency budget equity initiatives.
Coordinate development of agency strategic planning goals and metrics for budget equity obligations.
Guide agency programs on analyzing, tracking, and reporting progress with equitably distributing funding and expenditures to overburdened communities and vulnerable populations.
Analyze and track how budget decisions and expenditures affect and benefit vulnerable populations and overburdened communities.
Evaluate and create opportunities for overburdened communities and vulnerable populations to meaningfully participate in agency expenditure decision processes.
Build and support public understanding about agency practices and progress towards advancing budget equity goals.

LOCATION: This position can be located in any of the following locations (duty station):
Headquarters Office in Lacey, WA. Northwest Region Office (NWRO) in Shoreline, WA . Central Region Office (CRO) in Union Gap, WA . Eastern Region Office (ERO) in Spokane, WA . Upon hire, you must live within a commutable distance from the duty station. Please Note: If the final location of this position is determined to be in our Northwest Region Office (NWRO) in Shoreline, WA . there will be an additional 5% pay increase due to its location in King County. In this instance the salary range will be $6,348 - $8,539 per month. Tele-work options for this position: This position will be eligible for up to a 90% tele-work schedule. Qualifications
Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

Experience: in business administration, public administration, law, environmental policy, environmental justice, or a closely related field.

Conducting business or budget analysis and developing budget policy, protocols, and reports.

Developing or analyzing policies, laws, rules, or regulations related to equity or environmental justice.
Program planning or project management focused on equitable process design and outcomes.

The Environmental Justice Engagement Coordinator is a senior position with agency-wide impact. Ecology established the Office of Equity and Environmental (OEEJ) Justice in 2021. Our mission is to eliminate environmental and health disparities for communities most at risk from pollution and other environmental impacts. What makes this role unique?
This position is the agency expert and implementation lead on the community and Tribal engagement obligations in the state Environmental Justice law ( Chapter 70A.02 RCW ). You will be responsible for strengthening the agency’s Community Engagement Plan and Tribal Consultation Framework. This includes developing and delivering supportive education materials and working with colleagues across the agency to integrate these standards and practices into agency activities. While the scope of responsibility is challenging, you will work with and have the support of colleagues within the OEEJ and across Ecology who are committed to meaningful community engagement and Tribal consultation.
What you will do:
Lead cross-program implementation of the agency Community Engagement Plan and Tribal Consultation Framework.
Lead implementation of the community compensation law that allows the agency to provide stipends to members of the public who serve on agency advisory groups.
Advise agency programs, create educational resources, and support policy development related to meaningful community engagement, Tribal consultation, and community compensation.
Develop and maintain relationships with people and groups outside of the agency to build relationships and support collaboration around agency activities.
Facilitate a cross-program network of learning and support for agency community engagement professionals.
Contribute as an OEEJ collaborative team member, and support Office responsibilities including Environmental Justice analysis, Title VI compliance, and DEIR (Diversity Equity Inclusion and Respect) organizational change.

The Washington State Department of Ecology has an exciting opportunity for an executive-level Information Solutions strategist and proven technology team leader who is looking to leverage their experience and passion for technology services to protect, preserve, and enhance Washington's environment for current and future generations.
As the Chief Information Officer (CIO) for Ecology, this position is highly visible and reports directly to the Director of Ecology to achieve our mission by aligning and directing the agency's Information Technology (IT) capability and capacity to achieve our business strategies.
This position plays a significant role within the agency's executive leadership team and serves as the chair of Ecology's IT Governance Committee, working with key business and operational stakeholders across the agency. It also plays a critical role within the State IT enterprise, representing Ecology on State IT boards, and working closely with the Office of the Chief Information Officer, State of Washington Technology Services (WaTech), Office of Financial Management, local and federal agencies, Tribal entities, private vendors, legislative staff, and other state agencies for all things related to information technology.
This is a fast-paced and challenging position for a proven information services integration leader. Duties
What you will be doing:
Director of the Information Technology Services Office (ITSO) The Chief Information Officer is responsible for 110+ full-time employees and has six (6) direct reports, the highest of which are Senior IT Managers overseeing business services, architecture design, infrastructure, operations, and project management and planning. This position is the appointing authority for all new hires, approves all personnel actions and oversees the performance management direction. This position is responsible for the:
Development of biennial spending plans based on strategic priorities.
Development of a cost allocation biennial budget based on spending plans and strategic priorities.
$33 million biennial operating budget.
In addition, the CIO has significant responsibilities in purchasing and contracts through delegated authority up to $500,000 on Information Technology contracts, purchases, maintenance agreements, telephone equipment purchases, WaTech and Department of Enterprise Services IT related Service Level Agreements.
Serves as the Chief Technology / Information Officer
This position has the responsibility for IT governance, leadership, development and implementation of the agency's information technology direction, plans, policies and standards. Specifically, this position is responsible for:
Policy and direction for IT related services.
Ensuring agency IT work is done according to policies, standards, and best practices.
Assuring agency and program applications and related investments receive architecture reviews to facilitate cross-media data integration, consistency and reuse of application components thereby ensuring application investments align with agency and state strategic priorities.
Ensuring agency IT staff are developing applications using a consistent methodology, standards and best practices.

Five (5) years of professional level supervisory responsibility, including experience-managing supervisors.
Providing direction to mid-level managers and supervisors which included coaching, training, recruitment, evaluation, and performance.
Providing oversight of a program's diverse functions combining and directing all aspects to meet overall program objectives.
A minimum of five (5) years of budget management experience.
A minimum of three (3) years of strategic planning experience (annual or biennial based business plan) including the ability to conceptualize and articulate the future direction of a program.

Serve as the Office of Equity and Environmental Justice legislative lead to track, review, and analyze legislative proposals and budget packages related to EJ and Equity.
Work across the agency to support program-specific activities and initiatives that relate to EJ.
Lead two OEEJ staff who are responsible for implementing the agency community engagement plan, Tribal consultation framework, and budget equity protocol.
Provide guidance and technical assistance to the OEEJ’s EJ Analysis Unit on methods and analyses for rulemaking EJ reviews, National Environmental Policy Act (NEPA) and State Environmental Policy Act (SEPA) Environmental Impact Statements, WA EJ law EJ Assessments, and budget and funding equity assessments.
Advise and provide consultation to executive leadership, agency management, and employees, and lead coordination with state and federal EJ counterparts.
Develop and implement training on the WA EJ Law, agency strategy, and implementation.

What makes this role unique?
This new role is located within the newly established Office of Equity and Environmental Justice (OEEJ). In this role, you will lead the process of assessing and setting agency direction in planning, implementing, and creating accountability to diversity, equity, inclusion, and respect (DEIR) organizational change goals. While this scope of work is new and will be challenging, you will work with and have the support of colleagues within OEEJ and across the agency who are committed to social justice and are dedicated to realizing positive change.
As the Organizational Equity Manager , your primary responsibilities are to:
Administer, manage, and direct the agency’s work on organizational culture and change management to achieve diversity, equity, inclusion, and respect (DEIR) goals.
Oversee the administration of an internal DEIR organizational assessment (conducted through an external contractor), implement resulting strategies, and develop metrics to track progress.
Work collaboratively with the Human Resources (HR) program to ensure alignment and support of HR’s DEIR priorities and policies related to recruitment and hiring practices, and employee training and development.
Supervise and work in coordination with the agency Title VI Civil Rights compliance lead to plan and implement agency-wide strategies that ensure nondiscrimination in how we serve and engage with the public.
Support the Office of Equity and Environmental Justice (OEEJ) service and budget equity activities designed to assess and promote agency decisions, programs, and investments that move us towards eliminating environmental and health disparities for overburdened and underserved communities, and vulnerable populations.
Lead the agency’s strategic priorities, performance management, and tracking for DEIR obligations within Ecology’s Strategic Plan, Environmental Justice Law (Chapter 70A.02 RCW), Environmental Justice strategic plan goals, Title VI nondiscrimination compliance obligations, and Washington State Office of Equity directives.
Provide consultation, coaching, and leadership workshops to support personal and organizational success, address resistance to change, and foster employee engagement.

A total of Nine (9) years of experience and/or education as described below:
Professional level experience in organizational change management with experience in one or more of the following areas:
Diversity, equity & inclusion
Environmental & social justice
Project management
or closely allied field
Experience must include at least 18 months of experience leading a team or leading projects. This experience could have been gained at the same time as the experience listed above.
Education: involving a major study in: diversity, equity and inclusion, social sciences, business administration, organizational effectiveness & development, organizational change management, learning & development, project management, human resources, environmental and social justice, public administration, environmental sciences, or closely allied field.

The Office of Equity and Environmental Justice (OEEJ) within the Department of Ecology is looking to fill an Organizational Equity Manager (WMS Band 2) position. This position will be located in our Headquarters Office in Lacey, WA .
We are looking for a transformational leader w ith a passion for advancing equity and justice in governance. As the Organizational Equity Manager, you are the agency’s organizational change expert who elevates the experiences of agency employees and explores opportunities within the institution to create and work towards meaningful Diversity, Equity, Inclusion, and Respect (DEIR) goals.
In this role, you will lead DEIR focused culture change, develop and implement equity policies and protocols, and manage Title VI nondiscrimination accountability agency-wide.
