The Colorado Energy Office leads and coordinates climate action for the State of Colorado. Since 2020, the Energy Office has seen significant growth in the number, size, and breadth of programs it operates to support the reduction of greenhouse gas emissions to benefit all Coloradans. This growth has been the result of nation-leading legislation in Colorado to create new policies and programs, as well as significant and historic investments at the Federal level through the Inflation Reduction Act (IRA) and Infrastructure Investment and Jobs Act (IIJA).
This position is a key ally for the leadership of the Energy Office and the teams working across the office on innovative programs to reduce emissions and serve the people of Colorado. The Operations team is a crucial resource for the program teams as they apply for, administer, and report on both federal and state funding and grants. The Operations team is seeking a detail-oriented team player who can support program managers and Directors throughout the Energy Office in their work, particularly with new federal grants from the IRA and IIJA.
The ideal candidate will enjoy spending time in a big spreadsheet, like budgets to reconcile down to the last penny, and look forward to being the trusted budget advisor for the talented and passionate team at the Energy Office. This role will work daily with staff running programs ranging from transportation electrification, to weatherization for low income Coloradans to carbon management and geothermal. Our office is in downtown Denver, but we offer a flexible workplace with work from home/work from office options, and the possibility of a permanently remote position anywhere in Colorado.
Support CEO’s program teams in managing Federal grants- Review all federal grant opportunities, provide analysis and recommendations
Coordinate and submit federal budgets & budget modifications for federal grants
Work with Sr Budget Analyst to ensure federal budget or budget modifications coordinates with the officewide budget
Use PAGE federal grant reporting system to help project teams administer federal grants-
Prepare and submit annual budgets, budget changes & updates
Quarterly financial and performance reports
Annual & semi annual Davis Bacon Act and other reports as needed
Reconcile grant expenditures, revenue, and receivable each month
Work with Accounting to correct general ledger coding
Calculate and reconcile monthly federal grant cash draws
Collaborate with project staff across the Energy office to prioritize and manage competitive grant applications
Identify grant opportunities that may be relevant to CEO
Track and alert program staff when a competitive grant is due
Manage CEO Indirect federal grants budget and payments to Gov Office
Assist Gov Office in calculating Indirect cost for the Long Bill
Assist Gov Office to negotiate the Indirect Cost Rate with federal cognizant agency
Manage the budgets for all federal grants
Work with Program staff and Directors to develop and balance grant budgets
Ensure budget meets grant requirements (ie admin, payroll, etc)
Monitor and communicate grant expenditure progress
Calculate and book carryforward spending authority
Manage allowability of grant expenditures (grant requirements)
Manage certified payrolls
Maintain CEO Payroll Distribution forecast
Ensure payroll documents are updated
Prepare and submit annual, new hire, separation
Input grant documents into the state accounting system
Act as Energy Office representative to Statewide Grant Manager’s Group at the Office of the State Controller (OSC)
Work closely with OSC for reporting on grant and stimulus progress

At least one year experience working with federal grants.
Experience should be related to grant budget, applications, grant accounting , audit & monitoring.
A bachelor’s degree in a related field (business administration, public administration, public policy, accounting, or a related field),

Candidates must have demonstrated experience successfully completing quantitative and qualitative analysis projects, including synthesizing complex data and information from a wide variety of sources into easy-to-navigate datasets

people with complex clinical needs, often with co-occurring mental health, substance use disorders, medical issues, and sometimes intellectual disabilities and traumatic brain injuries.
In addition, many people served by this unit have suffered major trauma and continue to struggle with housing and other social determinants of health.
The primary purpose of this position is to provide administrative, planning, and program support to the Intensive Services Unit, in service to transformative and community-led initiatives involving forensic behavioral health, including four primary areas: Aid and Assist, Civil Commitment, Jail Diversion, and Guilty Except for Insanity/Psychiatric Security Review Board (GEI/PSRB).

This position must understand the intent, planning and priorities of the 988 crisis line and all components to be implemented under HB 2417 (2021) and the Crisis Now model. Projects assigned to this position are sometimes pilots and require strategic thinking and planning to develop a template for statewide expansion.
The person in this position will manage large and complex contracts that blend multiple funding streams, including federal funding that has separate contracting and reporting requirements. The person in this position is responsible for contract accountability and success. Such work may include corrective action planning or repayment planning with providers.
Externally, this positions provides technical assistance to local government and community providers so they may expand existing services and develop infrastructure for services serving rural and frontier communities, as well as communities most harmed by historical and contemporary inequities and social injustices.

This position must understand the intent, planning and priorities of the 988 crisis line and all components to be implemented under HB 2417 (2021) and the Crisis Now model. Projects assigned to this position are sometimes pilots and require strategic thinking and planning to develop a template for statewide expansion.
The person in this position will manage large and complex contracts that blend multiple funding streams, including federal funding that has separate contracting and reporting requirements. The person in this position is responsible for contract accountability and success. Such work may include corrective action planning or repayment planning with providers.
Externally, this positions provides technical assistance to local government and community providers so they may expand existing services and develop infrastructure for services serving rural and frontier communities, as well as communities most harmed by historical and contemporary inequities and social injustices.

Qualifications
Required Qualifications: Years of required experience indicated below are full-time equivalent years. Qualifications
Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent

What you will do!

This position is the technical expert on logistical management and will collaborate with multiple key business partners, agency staff and managers regarding the implementation and ongoing updates, enhancements, and changes to business operational processes. This position will be responsible for developing and executing operational logistics, including conducting organizational assessments, defining management priorities, coaching, and mentoring in the use of the performance management system and to implement initiatives within OHA divisions. The position requires the person to work closely with project staff, agency leadership, agency HR, division managers, position budgeting, communications staff, and other stakeholders. The position is responsible for agency project coordination, as needed.
This position provides division/agency logistics coordination for the OHA Executive Leadership Team and the Performance System Team. Primary functions include but are not limited to management of special projects assigned by the OHA Executive Leadership Team; facilitation of interdisciplinary inter-agency teams working together towards common goals; and coordinating research and analysis efforts. Serves as a subject matter expert for the software programs needed to complete daily tasks and projects.

What you will do!
BEHAVIORAL HEALTH: M110 Regional BHRN Analyst (3 positions). The primary purpose of this position is to serve as a grant administrator for the grant agreements awarded by the Measure 110 Oversight and Accountability Council (OAC) for the purposes of creating the Behavioral Health Resource Networks (BHRNs), Oregon’s new statewide substance use recovery system.
This position manages and coordinates grantees in a complex delivery system which includes state agencies, non-profit partners, county partners, the Measure 110 OAC, and behavioral health and physical health partners. This person works across grants and contracts, data systems, budget, planning, and analytics staff, and in accordance with Oregon Administrative Rules (OARs), to implement and continually improve systems to monitor contractual and grant obligations, including budget and quality, and serves as consultant to other HSD program sections to promote knowledge in this area across the division. The person in this position will maintain, monitor, and administer the various Measure 110 grant agreements as assigned, including validation of grantee expenditures and completion of approved scope of work to ensure grant compliance.
This position interacts and communicates regularly with the Office of Behavioral Health and Health Systems Division (HSD) Executive and Management teams to facilitate awareness of dynamics impacting BHRN strategy, operations, and community relationships. In conjunction with the full Measure 110 team, this position plays a key role in identifying and fostering integration, innovation, and spread of best practices across the BHRNs.

BEHAVIORAL HEALTH: M110 Regional BHRN Analyst (3 positions). The primary purpose of this position is to serve as a grant administrator for the grant agreements awarded by the Measure 110 Oversight and Accountability Council (OAC) for the purposes of creating the Behavioral Health Resource Networks (BHRNs), Oregon’s new statewide substance use recovery system.
This position manages and coordinates grantees in a complex delivery system which includes state agencies, non-profit partners, county partners, the Measure 110 OAC, and behavioral health and physical health partners. This person works across grants and contracts, data systems, budget, planning, and analytics staff, and in accordance with Oregon Administrative Rules (OARs), to implement and continually improve systems to monitor contractual and grant obligations, including budget and quality, and serves as consultant to other HSD program sections to promote knowledge in this area across the division. The person in this position will maintain, monitor, and administer the various Measure 110 grant agreements as assigned, including validation of grantee expenditures and completion of approved scope of work to ensure grant compliance.
This position interacts and communicates regularly with the Office of Behavioral Health and Health Systems Division (HSD) Executive and Management teams to facilitate awareness of dynamics impacting BHRN strategy, operations, and community relationships. In conjunction with the full Measure 110 team, this position plays a key role in identifying and fostering integration, innovation, and spread of best practices across the BHRNs.
The person in this position will partner with individual and collective entities that make up each BHRN to identify, execute, and evaluate learning strategies to build capacity for community engagement and health equity.
The person in this position will exercise independent decision-making authority to further define and refine planning and programmatic priorities, and to collaborative with the Measure 110 OAC to support all grantees. This person will use develop and use tools to evaluate and assess quantitative and qualitative data. This person must also have a commitment to advancing behavioral health equity as directed by community and those with lived experience.

JOB DUTIES AND RESPONSIBILITES:
Prepare and reconcile retroactive part-time and moonlight faculty pay data that results from union bargaining activities; review payroll documents and reconcile payroll reports.
Set up new faculty pay in the faculty workload module.
Respond to a wide variety of union information requests in a timely manner.
Track and monitor new union contract variables, such as load rate changes, as they relate to class scheduling and faculty pay/workloads for analysis and pay calculation.
Collaborate with the class scheduling function regarding faculty set up and assist with changes to schedule setup in ctcLink.
Assist in a wide variety of catalog and scheduling review and maintenance.
Review thousands of catalog data elements for discrepancies.
Analyze fees and additional costs associated with course changes.
Recommend corrections and make corrections as directed.
Assist with other catalog and scheduling maintenance duties.
Communicate with faculty and units on loads and other pay variables.
Respond to faculty and unit questions that result from union contract changes.

This position is the agency expert and implementation lead on the community and Tribal engagement obligations in the state Environmental Justice law ( Chapter 70A.02 RCW ). You will be responsible for strengthening the agency’s Community Engagement Plan and Tribal Consultation Framework. This includes developing and delivering supportive education materials and working with colleagues across the agency to integrate these standards and practices into agency activities. Lead cross-program implementation of the agency Community Engagement Plan and Tribal Consultation Framework.

What makes this role unique?
You will join a part of the inorganics unit at Manchester Environmental Laboratory (MEL), a highly active production lab. In this role, you will follow EPA Methods, Standard Methods, and strict QC protocol and you will operate state of the art instrumentation. As a chemist in this unit you must be detail oriented, organized, collaborative, communicate well, and be able to work independently as well as part of a team. What you will do:
Perform sample digestions and chemical analysis on water, wastewater, sludge, sediment, tissue and hazardous waste samples for metals by ICP-OES and mercury by CVAA.
Perform sample digestions and chemical analysis on water samples for Hg by CVAFS.
Prepare, digest and analyze water, wastewater, sludge, sediment and hazardous waste samples for TCLP metals by ICP-OES.
Back up to primary analyst for ICPMS in prep and analyses.
May assist in the research and development of new methodology
Cross-train to backup primary nutrient analyst and general chemistry technicians in preparations and/or analyses.
Qualifications
Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.
A Bachelor's degree with a major in chemistry or a Bachelor's degree with a minimum of 30 semester hours or 45 quarter hours of college-level chemistry. AND Experience – Two years of experience preparing and analyzing environmental samples for Inorganic analytes (general chemistry and/or metals). OR

Duties
What makes this role unique?
You will join a part of the inorganics unit at Manchester Environmental Laboratory (MEL), a highly active production lab. In this role, you will follow EPA Methods, Standard Methods, and strict QC protocol and you will operate state of the art instrumentation. As a chemist in this unit you must be detail oriented, organized, collaborative, communicate well, and be able to work independently as well as part of a team. What you will do:
Perform sample digestions and chemical analysis on water, wastewater, sludge, sediment, tissue and hazardous waste samples for metals by ICP-OES and mercury by CVAA.
Perform sample digestions and chemical analysis on water samples for Hg by CVAFS.
Prepare, digest and analyze water, wastewater, sludge, sediment and hazardous waste samples for TCLP metals by ICP-OES.
Back up to primary analyst for ICPMS in prep and analyses.
May assist in the research and development of new methodology
Cross-train to backup primary nutrient analyst and general chemistry technicians in preparations and/or analyses.
Qualifications
Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.
A Bachelor's degree with a major in chemistry or a Bachelor's degree with a minimum of 30 semester hours or 45 quarter hours of college-level chemistry. AND Experience – Two years of experience preparing and analyzing environmental samples for Inorganic analytes (general chemistry and/or metals). OR
One year of experience preparing and analyzing environmental samples for Inorganic analytes (general chemistry and/or metals) as a Chemist 1 or higher. at the Department of Ecology Note: A Master’s degree will substitute for two years of the required experience provided a Bachelor’s degree and the required college-level chemistry has been achieved.

Desired Qualifications: We highly encourage you to apply even if you do not have some (or all) of the desired experience below. Preferred knowledge
EPA preparation and analysis methods (245.1, 245.5, 245.6, 7470 and/or 7471) for Hg by CVAA.
EPA method 1631 for the preparation and analysis for Hg by CVAF.
EPA preparation methods (200.2, 3010, 3050, 3051 and/or 3052) and analysis methods (200.7 and 6010) for metals by ICP-OES .
Preferred experience
One year preparing and analyzing environmental samples for metals by ICP-OES.
One year preparing and analyzing environmental samples for Hg following CVAA and/or CVAFS.
Experience in Flow Injection Analyzer (FIA), Ion Chromatographer(IC), automated titrator, carbon hydrogen nitrogen (CHN) analyzer.
Preferred competencies: Familiar with Element data management system. Note: Having some (or all) of this desired experience may make your application more competitive in a highly competitive applicant pool.
