ABOUT THIS JOB
The Office of Equity and Environmental Justice (OEEJ) within the Department of Ecology is looking to fill a Budget Equity Senior Analyst (Management Analyst 5) position. As the Budget Equity Senior Analyst, you will serve as the agency’s technical and strategic expert to develop, coordinate, and assess the agency’s work to meet Ecology’s budget equity priorities and statutory obligations. You will lead the development and implementation of protocols to meet budget equity obligations under the Healthy Environment for All (HEAL) Act, section RCW 70A.02.080 (Download PDF reader) . We are looking for someone with a passion for advancing equity and justice in governance, and who shares our commitment to building an anti-racist and equity-focused institution. Duties
What makes this role unique?
This new position will work closely with Office of Equity & Environmental Justice colleagues to innovate and establish new protocols and practices that incorporate equity strategies into agency budget development and funding decision-making.
What you will do:
Serve as an agency subject matter expert on the HEAL Act, section RCW 70A.02.080 (Download PDF reader) , providing guidance to agency programs on implementation of agency budget equity initiatives.
Coordinate development of agency strategic planning goals and metrics for budget equity obligations.
Guide agency programs on analyzing, tracking, and reporting progress with equitably distributing funding and expenditures to overburdened communities and vulnerable populations.
Analyze and track how budget decisions and expenditures affect and benefit vulnerable populations and overburdened communities.
Evaluate and create opportunities for overburdened communities and vulnerable populations to meaningfully participate in agency expenditure decision processes.
Build and support public understanding about agency practices and progress towards advancing budget equity goals.

LOCATION: This position can be located in any of the following locations (duty station):
Headquarters Office in Lacey, WA. Northwest Region Office (NWRO) in Shoreline, WA . Central Region Office (CRO) in Union Gap, WA . Eastern Region Office (ERO) in Spokane, WA . Upon hire, you must live within a commutable distance from the duty station. Please Note: If the final location of this position is determined to be in our Northwest Region Office (NWRO) in Shoreline, WA . there will be an additional 5% pay increase due to its location in King County. In this instance the salary range will be $6,348 - $8,539 per month. Tele-work options for this position: This position will be eligible for up to a 90% tele-work schedule. Qualifications
Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

What you will do!
These two positions are within the Office of Behavioral Health Services, Intensive Services Unit. This unit coordinates behavioral health services for individuals in Oregon most impacted by health inequalities including, but not limited to:
people who have entered the behavioral health system through Oregon’s courts and other justice involved populations.
people with complex clinical needs, often with co-occurring mental health, substance use disorders, medical issues, and sometimes intellectual disabilities and traumatic brain injuries.
In addition, many people served by this unit have suffered major trauma and continue to struggle with housing and other social determinants of health.
The Intensive Services Unit provides system management, coordination, and performance evaluation. Working across all levels of government, particularly county and state justice systems, this includes statutory analysis, legislative concept development, Oregon Administrative Rule analysis and management, contract development and administration, budgetary oversight, program technical assistance, trouble-shooting, barrier removal and care coordination across multiple service and funding systems including the Oregon State Hospital, Residential Treatment Systems, Community Mental Health Programs, local hospital emergency rooms, Acute Care units, Medicaid systems, Coordinated Care Organizations, and providers, with a focus on inclusion of peer run organization and consumer driven input. Further, the unit provides critical coordination with the judicial branch of government including local law enforcement, State Police and Oregon’s court systems to manage and develop behavioral health systems for people who have been committed under Oregon Revised Statutes, Chapters 161 and 426 (Aid and Assist, Civil Commitment, Jail Diversion, and Guilty Except for Insanity/Psychiatric Security Review Board).
Forensic Program Analyst. The purpose of this position it to coordinate Intensive Services data collection and analysis. This position is responsible for researching and recommending outcome and performance measures related to the four population areas within Intensive Services: Aid and Assist, Civil Commitment, Jail Diversion, and GEI/PSRB.
Forensic Diversion Implementation Coordinator. This position will serve as a forensic diversion programs subject matter expert who will provide oversight of program development and implementation with essential community partners and providers.

What you will do!
These two positions are within the Office of Behavioral Health Services, Intensive Services Unit. This unit coordinates behavioral health services for individuals in Oregon most impacted by health inequalities including, but not limited to:
people who have entered the behavioral health system through Oregon’s courts and other justice involved populations.
people with complex clinical needs, often with co-occurring mental health, substance use disorders, medical issues, and sometimes intellectual disabilities and traumatic brain injuries.
In addition, many people served by this unit have suffered major trauma and continue to struggle with housing and other social determinants of health.
The Intensive Services Unit provides system management, coordination, and performance evaluation. Working across all levels of government, particularly county and state justice systems, this includes statutory analysis, legislative concept development, Oregon Administrative Rule analysis and management, contract development and administration, budgetary oversight, program technical assistance, trouble-shooting, barrier removal and care coordination across multiple service and funding systems including the Oregon State Hospital, Residential Treatment Systems, Community Mental Health Programs, local hospital emergency rooms, Acute Care units, Medicaid systems, Coordinated Care Organizations, and providers, with a focus on inclusion of peer run organization and consumer driven input. Further, the unit provides critical coordination with the judicial branch of government including local law enforcement, State Police and Oregon’s court systems to manage and develop behavioral health systems for people who have been committed under Oregon Revised Statutes, Chapters 161 and 426 (Aid and Assist, Civil Commitment, Jail Diversion, and Guilty Except for Insanity/Psychiatric Security Review Board).
Forensic Program Analyst. The purpose of this position it to coordinate Intensive Services data collection and analysis. This position is responsible for researching and recommending outcome and performance measures related to the four population areas within Intensive Services: Aid and Assist, Civil Commitment, Jail Diversion, and GEI/PSRB.
Forensic Diversion Implementation Coordinator. This position will serve as a forensic diversion programs subject matter expert who will provide oversight of program development and implementation with essential community partners and providers.

Duties
You’ll get to apply your expertise in crafting communications about the critical work of the Climate Pollution Reduction Program. This will include sharing updates on Washington’s efforts to reduce greenhouse gas emissions under the Climate Commitment Act, investments in clean transportation, the fluorinated gas reduction program, greenhouse gas emissions inventory development, the clean fuel standard and other environmental initiatives, through print, blogs, web content, graphics, videos, social media copy and press releases. With your knowledge of climate policy, you’ll support program leadership and senior staff with preparing legislative testimony, talking points, briefing documents, presentations, and other materials. You will also engage with the public participation process in support of rulemaking, which may include making presentations, overseeing public meetings, answering questions, and developing communication materials for public engagement. Contact and interface with news media to promote and explain news content relevant to the CPRP.

This position will be responsible for planning, organizing, and managing quality assurance best practices for behavioral health providers and programs across Oregon. This will include synthesizing updates across various quality activities pertaining to Oregon’s behavioral health system and will provide scaffolding for accountability at the state and local level as Oregonians’ behavioral health needs are vast and complex. This position will manage a unit that will be responsible for continuous quality improvement efforts to address root causes of administrative, operational, and programmatic issues. This role will also provide systems planning and performance monitoring for corrective action plans in audit responses.

Calendar management, schedule and arrange meetings, coordinate travel including identifying registration costs, meals, transportation, mileage, hotel, per diem as well as any other miscellaneous cost related to travel.
Facilitate orientation and training of new faculty, assist as needed regarding class schedule planning, maintain accurate student files for program applications and selected students, and provide support to students selected into the program.
Serve as administrator of the SOFA EvaluationKIT process, build quarterly project for student evaluations of unit faculty, compile and input data, monitor response rates, download reports upon project completion, and distribute report summaries in accordance with established schedule and Save results per established unit procedures and forward on to division chair as appropriate maintaining confidentiality.
Prepare and process documents and ctcLink requests such as purchasing, requisitions, travel requests expense vouchers, and faculty leave forms.
Provide office reception, respond to inquiries, and make referrals; furnish clear and accurate information on college policies and procedures.
Provide support for the College’s Honor’s Program. Coordinate with unit Dean to update honors spreadsheet, create Change of Registration forms, fill out PAFs for stipends, etc.

Duties
What makes this role unique?
The Climate Commitment Act Implementation Group is leading the design and implementation of Washington’s cap-and-invest program, which employs market mechanisms to reduce greenhouse gas (GHG) emissions in a cost-effective manner. As part of the cap-and-invest program, businesses and entities will be required to obtain allowances tied to their emissions, which can be bought, sold, and traded. This market began in January 2023, the first auction was held in February 2023, and the proceeds will be invested in initiatives to decarbonize transportation and other sectors of the economy, promote clean energy, and advance equity and environmental justice. The Auctions and Market section helps bring companies into the cap-and-invest program, facilitates allowance auctions and trading, and safeguards the Cap-and-Invest Program’s integrity through ongoing market surveillance. In this position as a senior market monitor, you will be responsible for developing and implementing strategies to surveil the Cap-and-Invest Program. The position safeguards the auctions and the market program, which is a top priority of both the agency, Legislature and Governor’s Office. What you will do:
Contribute to analysis of entity behavior within the cap-and-invest program with a focus on activities that change the Washington allowance market and related commodities and futures markets.
Support potential market-related linkage work. In the event of linkage, work on the coordination of market-monitoring activities with linked program(s).
Maintain an up-to-date understanding of finance, econometrics, and/or related fields. Apply concepts from these fields in your market monitoring work.
Provide support to other CCA Implementation Group staff as entities join the cap-and-invest market, such as providing analysis of corporate association groups that allow entities to join the market.
Mentor, cross-train, and serve as strong positive example to other auctions and market unit staff.
Qualifications
The goal class for this position is Financial Examiner 4 (FE4) . We will consider applicants who meet the requirements for the FE3 and FE4 levels. If the finalist meets the requirements for the FE3, they will be hired in at that level and placed into a training program to become an FE4 within a specified period of time. Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. What makes this role unique?
The Climate Commitment Act Implementation Group is leading the design and implementation of Washington’s cap-and-invest program, which employs market mechanisms to reduce greenhouse gas (GHG) emissions in a cost-effective manner. As part of the cap-and-invest program, businesses and entities will be required to obtain allowances tied to their emissions, which can be bought, sold, and traded. This market began in January 2023, the first auction was held in February 2023, and the proceeds will be invested in initiatives to decarbonize transportation and other sectors of the economy, promote clean energy, and advance equity and environmental justice. The Auctions and Market section helps bring companies into the cap-and-invest program, facilitates allowance auctions and trading, and safeguards the Cap-and-Invest Program’s integrity through ongoing market surveillance. In this position as a senior market monitor, you will be responsible for developing and implementing strategies to surveil the Cap-and-Invest Program. The position safeguards the auctions and the market program, which is a top priority of both the agency, Legislature and Governor’s Office. What you will do:
Contribute to analysis of entity behavior within the cap-and-invest program with a focus on activities that change the Washington allowance market and related commodities and futures markets.
Support potential market-related linkage work. In the event of linkage, work on the coordination of market-monitoring activities with linked program(s).
Maintain an up-to-date understanding of finance, econometrics, and/or related fields. Apply concepts from these fields in your market monitoring work.
Provide support to other CCA Implementation Group staff as entities join the cap-and-invest market, such as providing analysis of corporate association groups that allow entities to join the market.
Mentor, cross-train, and serve as strong positive example to other auctions and market unit staff.
Qualifications
The goal class for this position is Financial Examiner 4 (FE4) . We will consider applicants who meet the requirements for the FE3 and FE4 levels. If the finalist meets the requirements for the FE3, they will be hired in at that level and placed into a training program to become an FE4 within a specified period of time. Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. The Open Wing Alliance (OWA) is a global coalition of animal protection organizations united in the goal of ending the abuse of chickens worldwide. We have focused our efforts on eliminating battery cages by securing cage-free policies from major retailers, restaurants, and manufacturers. We specialize in institutional campaigning: a strategic approach that can be tailored to our members’ unique circumstances and challenges. In addition to launching coordinated global campaigns as a coalition, we offer several means of support to our member groups in the form of resources, grants, and training.
As the Open Wing Alliance Event & Training Specialist, you will be accountable for the planning, execution, and expansion of the OWA’s virtual and in-person trainings, conferences, and webinars. Our training program connects organizations with our corporate relations and campaign specialists to provide personalized workshops, tactical tutorials, and role playing. Our conferences, called Summits, are hosted annually with the intention of deepening bonds, increasing collaboration, and aligning on strategy. You will be coordinating a Global Summit open to all OWA members (~250 attendees), a Latin America Summit, an Africa Summit, and an Asia Summit with the support of the event team. REQUIRED SKILLS
4+ years of event planning experience. International event planning will be frequent in this role, and prior experience is beneficial
Experience conducting and overseeing trainings with diverse audiences
Understanding of both conventional and modern training tools, methods, and techniques (e.g. simulations, workshops, mentoring, peer review, etc.). Clear and concise verbal and written communications skills, as communication with employees and attendees will be frequent during trainings and events. Can work independently, and as cross-functional team player during collaboration and projects
Demonstrated ability to plan, execute, and evaluate logistics for a variety of events. Able to develop facilitation materials such as instructor and participant guides, exercises/activities, and any supporting materials
Able to execute tasks in a thorough, accurate, and timely manner while managing multiple projects and deadlines. Able to creatively problem solve and adapt to changing priorities and timelines. Excellent organizational skills and attention to detail
Comfortable working with people from different cultures, countries, and political systems. The Open Wing Alliance (OWA) is a global coalition of animal protection organizations united in the goal of ending the abuse of chickens worldwide. We have focused our efforts on eliminating battery cages by securing cage-free policies from major retailers, restaurants, and manufacturers. We specialize in institutional campaigning: a strategic approach that can be tailored to our members’ unique circumstances and challenges. In addition to launching coordinated global campaigns as a coalition, we offer several means of support to our member groups in the form of resources, grants, and training.
As the Open Wing Alliance Event & Training Specialist, you will be accountable for the planning, execution, and expansion of the OWA’s virtual and in-person trainings, conferences, and webinars. Our training program connects organizations with our corporate relations and campaign specialists to provide personalized workshops, tactical tutorials, and role playing. Our conferences, called Summits, are hosted annually with the intention of deepening bonds, increasing collaboration, and aligning on strategy. You will be coordinating a Global Summit open to all OWA members (~250 attendees), a Latin America Summit, an Africa Summit, and an Asia Summit with the support of the event team. This position reports directly to the Open Wing Alliance Projects Manager.
