Upstream’s goal is to work with on-the-ground health centers to expand the full range of reproductive care to over 1 million women by 2023, empowering women to decide when and if they want to become pregnant, and improving economic and health outcomes for parents, children, and society.

We are already making strides in states across the country. In 2016, we launched our first statewide initiative in Delaware. Since then we have trained clinics that reach almost 80 percent of women in the state. We have also collaborated with health centers in Texas, Arizona, New York, Ohio, Massachusetts and Puerto Rico. Over half of all pregnancies are unplanned, and most of these occur to women who are using a method of contraception that is not effective for them. Many health centers have a number of barriers that make it difficult for women to easily access the most effective methods of contraception. Upstream provides customized training and technical assistance to ensure that health providers of all kinds (publicly supported health centers, hospitals, and private providers), can offer their patients the full range of contraceptive methods. Upstream has already made significant progress in its first statewide project in Delaware, developed with the full and visible support of former Delaware Governor Jack Markell. Washington State is a leader in reproductive choice, yet many Washington women still lack same-day access to the most effective forms of birth control, and more than a third of pregnancies each year are unplanned. Our Washington team works in communities across the state to improve contraception access, helping more Washington women become pregnant only when they plan to. 

Position Summary 

The Quality Improvement (QI) Advisor drives the implementation of Upstream’s technical assistance and quality improvement program at partner health care agencies in Washington state. The QI Advisor leads the partnership engagement and manages the overall project and relationships for Upstream, and a team of Upstream quality improvement staff assigned to the health center. He/She/They will ensure that health center locations have the best practices guidance, resources, and tools necessary to meet the goal of reducing unintended pregnancy by providing same-day access to all contraceptive methods.  

The QI Advisor reports to the Washington Director of Quality Improvement.

Essential Duties and Responsibilities

Serve as an expert advisor to partner agency, evaluating each of its health center sites for readiness and gaps to providing same day access to all methods of contraception. Key responsibilities include

  • Establish trust and rapport with agency and site leadership in an effort to gain positive momentum and investment from key stakeholders in the Upstream program
  • Conduct Needs Assessment with key agency and site-level administrative and clinical leadership and stakeholders. Develop analyses and present recommendations to agency leadership. Facilitate decision-making discussions on contraceptive access policy, protocols, and related processes. Advise the agency on communications strategy and develop a high-level implementation plan for site engagement.
  • Conduct pre-training site visits to meet/interview various staff and leadership to determine site-specific needs for implementation
  • Evaluate current workflow at each site to determine bottlenecks and potential improvements to contraceptive care
  • Assess, recommend, and implement service improvements related to contraceptive care such as:
  • Integrating pregnancy intention questions into site’s electronic health record, including providing template samples and recommendations for best practices related to documentation and workflow
  • Recommending effective internal and public facing marketing campaigns to increase patient interest and volume in the most effective contraception options
  • Guidance with how to provide access to patient assistance programs to cover the cost of contraception
  • Provide access to contraceptive protocols, policy and procedures, and consent forms
  • Provide workflow assistance (or utilize other healthcare consultants with expertise) in ensuring same day access
  • Assistance with integrating non-hormonal IUD as emergency contraception on-demand, same day
  • Assistance with stocking contraceptive and emergency contraceptive options
  • Assistance with utilizing all levels of staff to expedite and streamline contraceptive care including phone and front-line medical staff
  • Provide support on billing and coding (or utilize healthcare reimbursement experts)
  • Identify and recommend other technical assistance as needed
  • Assess defined measures for quality improvement and partner with site leadership to test additional improvement opportunities, as needed
  • Maintain agency and site specific implementation work plan that outlines key technical assistance milestones and continuously monitor progress with agency and site leadership, as well as Upstream leadership
  • Supervise and collaborate closely with Implementation Coach to develop on-site coaching strategy and plan, based on the specific needs and work plan of the agency. Continuously monitor progress of on-site coaching and facilitate discussions to determine ongoing support as needed
  • Supervise and assign and oversee project-based work conducted by Quality Improvement Coordinator
  • Manage agency and site dashboards in order to track sites progress in regards to precepting. Work with sites to complete their post-training precepting, including making best practice recommendations regarding provider mentoring, scheduling, and increasing/balancing patient demand.
  • Ensure sites have the educational materials (print, video) needed to counsel and educate patients in their spoken language
  • Ensure sites have the tools and supplies needed to place devices
  • Conduct site visits in weeks and months after the training, to ensure successful implementation; provide ongoing assistance as needed
  • Serving as expert resource for sites before, during, and after trainings

 Required Education, Experience, Knowledge, Skills and Ability

  • Experience working in a health care environment and understanding of the challenges of working in healthcare and reproductive health
  • Knowledge of quality improvement/assurance and service model change, implementation and maintenance
  • Knowledge of and experience in successfully implementing a framework for change management
  • Established experience managing projects across multiple stakeholder functions and levels (from direct reports to peers to executives)
  • Experience leading teams to achieve goals and make impact, either in a project team or direct supervisory setting
  • Bachelor’s degree in related field or equivalent work experience
  • Excellent written and verbal communication skills; communicates articulately and confidently under all circumstances; establishes rapport quickly with all levels of staff
  • Demonstrated ability to work and collaborate across multiple organizational functions and disciplines; demonstrated ability to collaborate, communicate, influence and work effectively with diverse staff
  • High level of proficiency and working knowledge of Microsoft Word, Excel, Power Point, and quick learner of new software/programs
  • Ability to travel extensively within the assigned geographic region, up to once per week

Non-Essential Education, Experience, Knowledge, Skills and Ability

  • Master’s in Public Health or Healthcare Administration
  • Strong knowledge of best practices related to same-day access to contraceptive care
  • Strong knowledge of quality improvement methodologies and PDSA cycles
