Job Description

The FHLB – Office of Finance is seeking a Capital Markets Analyst (CMA) to serve as the expert in reporting databases and applications for Funding Desk activities, perform research and analysis, and produce reports that support Capital Market activities.  This role will assist with the creation and maintenance of business process documentation, process diagrams, and Capital Markets projects.  Additionally, the CMA will support key business processes in various divisions of the Office of Finance Capital Markets area.

 

Major Responsibilities include

  • Assist in managing debt program process, control, and compliance to meet business, risk, and regulatory requirements.
  • Participate in the documentation of Funding Desk processes to facilitate ongoing automation and improve efficiency.
  • Participate in the accurate and timely production, review, and distribution of trade disclosure documentation.
  • Interact with Capital Market’s legal counsel on trade disclosure matters to keep up with all new relevant tax developments and legal disclosures.
  • Use business intelligence applications and maintain fluency in the design of reporting databases.
  • Assist with effective functioning of the Funding Desk through administrative and technical support of all phases of debt issuance.
  • Participate in Capital Market projects design, documentation, and testing.
  • Produce reports, research analysis, and reporting of transaction activity to measure the effectiveness of funding efforts.
  • Respond to and provide assistance with incoming telephone calls.
  • Assist Funding Officers/debt services in working with the FHLBanks on various projects.
  • Rotate between Debt Services and the Capital Markets area, understanding the functions of the areas and how they interact in the debt issuance process.

 

Qualified candidates will offer a bachelor’s degree or an equivalent combination of related work experience and course work.  The FHLB-OF is seeking candidates with fluency in Microsoft Office software, specifically graphs, pivot tables, and PowerPoint.  Proven experience with Business Objects software and Bloomberg is preferred.  Ideal candidates will have the ability to multitask in a fast-paced, diverse team environment with a fine attention to detail and strong organizational and planning skills.

The Office of Finance
