Essential Job Functions
Important responsibilities and duties may include, but are not limited to, the following:
Manages department operations for procurement, maintenance, custodial activities, and construction projects.
Interprets, implements, and maintains compliance with all governmental and accreditation regulations.
Manages inventory on maintenance and custodial equipment and supplies. Researches replacement and upgrades in accordance to purchasing guidelines.
Conducts training for staff and contractors concerning safety procedures, safe operation of equipment, and machinery, materials handling and emergency issues.
Oversees snow removal and lawn maintenance operations on College property.
Manages annual physical plant budget to ensure efficiency in staffing and in use of materials and equipment.
Hires, trains, supervises and evaluates staff as well as manages contracted services.
Schedules and directs testing for fire prevention and safety as required by Local, State and Federal regulations.
Manages the College’s vehicle fleet, fuel system, and driving records of all employees that use fleet vehicles.
Partners with various College departments and divisions to prepare buildings and grounds for scheduled activities.
Receives, processes, and coordinates work requests for all facilities repair, maintenance, and custodial requests.
Monitors information sources regarding inclement weather and hazardous road conditions. Consults with the Vice President of Administration & Finance to make recommendations on College cancellations, late starts, and early dismissals.
Maintains records, files, maintenance agreements, contracts, and warranty information for equipment and mechanical systems.
Serves as liaison with architects, engineers, and contractors regarding new construction, major renovations, and remodeling.
Facilitates projects to ensure they are completed within time, design, and budget specifications.
Develops and implements short and long-range maintenance plans to ensure resources are effectively utilized.
Participates in College safety planning to ensure staff are educated on the regulations of state and local codes.
Oversees recycling and garbage disposal for entire campus as well as driving new green initiatives.
Evaluates and implements energy conservation methods.
Participates in reviews for ADA, EPA, DNR, OSHA requirements related to the college's campus and buildings.
Participates in campus committees as assigned.
Performs other duties as assigned.
Unless otherwise approved under Hawkeye’s remote work policy, regular on campus and/or onsite attendance is considered an essential function of the position.
Minimum Qualifications
Bachelor’s degree in Engineering, Business Management or Technology Management.
Three (3) years of experience in the operations, the maintenance, and the support of commercial buildings.
Must possess a current driver’s license valid in the State of Iowa and a driving record insurable by the College’s insurer. Must be able to obtain additional endorsements as needed.
Ability to obtain an OSHA 30-hour card for General Industry within twelve (12) months of hire.
Experience with commercial building construction, building systems and the required maintenance procedures for HVAC, electrical, plumbing, fire suppression systems, low voltage systems (security/camera).
Knowledge of financial rules, required compliance regulations, laws, and procedures.
Must possess supervisory skills.
Knowledge of budget management and fiscal monitoring.
Knowledge of state and local building, safety, ADA, and health codes.
Demonstrated ability to work with a culturally diverse student population, faculty, staff, and the general public.
Ability to demonstrate strong interpersonal communication.
Skilled in PDF applications, Microsoft Office Suite, Google applications, and video conferencing technology.
Has knowledge or experience working with low pressure steam systems.
Demonstrated ability to execute organization and department policies and procedures.
Demonstrated ability to handle confidential/sensitive information with discretion.

Working Conditions
Anticipated schedule is Monday through Friday 8:00 am – 4:30 pm with occasional hours during the evening or weekends as need arises.
Work is performed either in or a combination of an office setting and/or classroom setting using technology. Requires good hand-eye coordination including visual acuity to use a keyboard and read technical information; arm, hand and finger dexterity, including ability to grasp. Sit, stand, bend, lift and move frequently during working hours. During course of day, interact with students, faculty and staff in person, by telephone and computers.

Facility Property Manager General Duties: The Facility and Property Manager oversees the strategic plan, project management, budget, care, maintenance, and contracted work of assigned properties; and works with camp team to deliver services and maintain the site in a safe working order.

Oversight of the implementation of the property strategic plan within camp's strategic plan.
Responsible for the management of property security practices and procedures.

Ensure that all safety-related projects/needs are completed in a swift and timely manner and prepare facilities for changing weather conditions to reduce risk.

Role Summary: Quantum Signal AI is looking for a part-time Seasonal Maintenance Assistant to join our team for the summer season. Day to day, you’ll take direction from the facilities manager to respond to requests related to preventative maintenance and repairs. You will provide support in maintaining and improving the functionality of our facilities and grounds. No two projects are the same and you’ll have the opportunity to contribute to many different tasks and learn new skills regularly. Assist in facilities maintenance tasks as assigned
Follow established safety procedures and guidelines
Clean and maintain work areas to ensure a safe and organized environment

Assist in painting and plastering tasks as needed
Perform light electrical and plumbing tasks under supervision

The Preventative Maintenance Shop Supervisor plans, coordinates, supervises, assigns, and assist with the work of the Preventative Maintenance shop. Evaluates specific needs of each job, places orders for materials, and tracks cost. Determines work order priority and schedules work to be completed. Performs administrative tasks and accesses work orders in AiM via computer, or mobile device, to include ensuring work orders are assigned within 2 business days, work orders are properly scheduled, materials are ordered, received and dispersed in AiM, proper notes are added by staff and proper time and materials are posted. To perform a high level of preventive maintenance on a variety of light commercial mechanical equipment at an institutional setting. To work independently to perform preventive maintenance and repairs on HVAC auxiliary equipment, plumbing equipment related to mechanical equipment, electrical equipment such as motors, breakers and their associated controls. Duties include performing preventive maintenance, troubleshooting equipment problems and making repairs as required.
Minimum Requirements
A high school diploma or GED , completion of a technical training program in a maintenance trade equivalent. A minimum of two years related experience and/or training (building or equipment maintenance); or equivalent combination of education and experience. Valid Driver’s License with clean driving record. Candidates with an equivalent combination of experience and/or education are encouraged to apply.

Overtime and call back work is required after normal working hours and on weekends, as needed. To perform a high level of preventive maintenance on a variety of light commercial mechanical equipment at an institutional setting. To work independently to perform preventive maintenance and repairs on HVAC auxiliary equipment, plumbing equipment related to mechanical equipment, electrical equipment such as motors, breakers and their associated controls. Duties include performing preventive maintenance, troubleshooting equipment problems and making repairs as required.
Minimum Requirements
A high school diploma or GED , completion of a technical training program in a maintenance trade equivalent. A minimum of two years related experience and/or training (building or equipment maintenance); or equivalent combination of education and experience. Valid Driver’s License with clean driving record. Candidates with an equivalent combination of experience and/or education are encouraged to apply.

This position coordinates multiple project teams of designers, real property professionals, surveyors, traffic engineers, permitting personnel and other essential disciplines to deliver on complex and rewarding capital projects for the county. The position will be responsible for the delivery of capital projects in Public Works, including for Transportation, Parks, Clean Water, Bridges, Pavement Preservation, and the County Railroad. The position reports to the PM Section Manager and works collaboratively with sections throughout Public Works and other county departments. It will also work closely with state and federal agencies, utility service providers, and businesses in coordinating project activities, along with working directly with the public and neighborhood associations. Qualifications
Education and Experience: filling the position as a Capital Project Manager II:

Education and Experience, filling the position as a Capital Project Manager I:

Knowledge of: Principles and practices of civil engineering and administration of public works projects; organizational and management practices as applied to the development of projects; recent developments, current literature, and sources of information regarding project management; project estimating; planning, scheduling, monitoring, and problem solving; application and interpretation of County regulatory codes, state regulatory and legislative requirements, court decisions and Attorney Generals opinions concerning the wide variety of engineering functions; departmental policies and procedures, work standards and codes applicable to the job.
Ability to: Coordinate professional and technical staff with a team emphasis; analyze problems with consideration of consequences of proposed actions; identify alternatives and recommend solutions; implement recommendations in support of goals; interpret and apply Federal, State, and local policies, procedures, laws, and regulation s; supervise the preparation and maintenance of project documents and reports; communicate effectively both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work including a variety of County and other government officials, community groups, and the general public.

Examples of Duties
Duties may include but are not limited to the following:
Plans, oversees, and coordinates the activities and operations of assigned capital improvements projects. Ensures the timely, accurate, and cost-effective completion of projects.
Coordinates work of professional and technical projects staff at each project phase, with an emphasis on teamwork and collaborative problem resolution.
Ensures that all phases of projects proceed on schedule and that contractors, utilities and other organizations involved in projects meet specifications. Reviews progress reports and authorizes payments.
Performs grants administration, project estimating, and budget preparation and management for assigned projects as applicable. Procures outside resources as needed and provides contract administration. Submits and ensures payment of invoices for materials, professional services and other related cost items.
Reviews design plans and specifications for conformance to job requirements. Prepares, develops and checks complex specialized contract provisions and design agreements. Conducts pre‑bid and pre‑construction conferences detailing principle construction features and agreements.
Monitors project progress and conducts meetings to resolve problems and ensure timely completion. Participates in meetings and designs and implements agreements throughout the stages of the projects.
Utilizes computerized project management tracking systems and related programs in accomplishment of the work.
Prepares complex technical engineering and administrative reports and develops critical correspondence and comprehensive reports in support of engineering projects and decisions.
Coordinates with other sections and departments on issues related to capital projects, grant and contract administration, or related.
With input from the divisions of Transportation, Design and Maintenance, makes recommendations on scope of work changes necessary to complete assigned projects.
Directs investigations and develops resolutions of claims and complaints from contractors or property owners. Maintains office records of design, construction and other engineering activities, as required by County, State, and Federal regulations.
Coordinates with the Survey Section Supervisor/County Surveyor to ensure accurate, complete and quality field survey data is collected and that information is acquired in a cost‑effective, efficient manner. Assists in the preparation of complex property descriptions.
Develops and maintains effective relations with the public. Represents Public Works on various committees; at neighborhood organization and community meetings; public hearings; before governmental bodies and in legal processes.
Participates in the development, implementation and review of ongoing programs and existing methods ‑ assessing job effectiveness and cost efficiencies.
Participates in the formulation and updating of goals and objectives consistent with the mission of the Department.
