Job Description

JOB DUTIES IN ORDER OF IMPORTANCE: (These duties are illustrative only. Incumbents may perform some or all of these duties or other job-related duties as assigned.)

  • Conducts the office recruitment effort. Recruitment activities include, but are not limited to, development and posting of job announcements; maintenance of eligible job applications; coordination of hiring process with division managers which includes the interview process, background search and the administration of formal job offers to chosen candidates.
  • Responsible for coordinating and conducting new employee orientation and other on-boarding matters.
  • Assists in development and implementation of personnel policies and procedures.
  • Assists in office compliance with federal and state regulations concerning employment.
  • Assists the Office of Human Resources and Training on a daily basis on any and all HR processes and employment matters as needed and assigned by the Director of Human Resources and Training.
  • Provides information regarding personnel rules, regulations, policies and procedures to employees and others as required.
  • Conducts research on legal and non-legal matters related to employment law, HR policies, and HR practices; and provides recommendations to Director of Human Resources and Training on implementation of new policies and practices.
  • Completes legal compliance audits of all medical and personnel files on a regular basis.
  • Attends meetings on behalf of or represents the Office of Human Resources and Training when necessary.
  • Assists all senior staff on projects as assigned by Director of Human Resources and Training.
  • Coordinates and arranges meetings, prepares agendas, reserves and prepares facilities; records and transcribes minutes of meetings.
  • Coordinates training sessions and reserves rooms and equipment for sessions as needed.
  • Files correspondence and other records.
  • Acts as back-up to the Assistant Director of Human Resources and Training when needed.
  • Regular and Predictable Attendance is an essential function of this job.
  • Other duties and responsibilities as assigned.

MAJOR WORKER CHARACTERISTICS:

Proficiency in or experience with computer software applications, especially Excel and Microsoft Word software. High level of interpersonal skills to handle sensitive and confidential situations and documentation. Knowledge of customer service procedures and public relations; office management, HR policy and procedures.* Attention to detail in composing, typing and proofing materials, establishing priorities and deadlines. Good spelling, grammar and written communication skills. Ability to plan and work independently. Ability to work on team projects and assist the Office of HR and Training, as needed. Ability to maintain a high degree of confidentiality.

TRAINING AND DEVELOPMENT REQUIRED TO REMAIN IN THE CLASSIFICATION AFTER EMPLOYMENT;

Knowledge of Kronos timekeeping and MUNIS accounting/payroll system or any other systems used to maintain payroll and other HR functions.

MINIMUM CLASS QUALIFICATIONS FOR EMPLOYMENT:

Degree in Human Resources or a related field; OR high school diploma or equivalent with some college or technical school coursework preferred AND a minimum of three (3) years of job-related experience, preferably in a human resource department: OR any equivalent combination of education and experience that provides the required experience and competencies. 

MINIMUM PHYSICAL ABILITIES REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS

Capability to operate, maneuver and/or control the actions of machinery, tools, and/or materials used in performing essential job functions including a computer, printer, copier, fax machine, and general office equipment.

UNUSUAL WORKING CONDITIONS:

May need to travel to meetings, training sessions or other work-related appointments.

PHYSICAL DEMANDS:

Regularly required to move about the court complex and travel to Auto Title Branches.

This position is unclassified, exempt from collective bargaining, and overtime-exempt.
