In this role, you will work on research and data services for the Adult Services Division. This team collects, interprets, analyzes, and disseminates information used by stakeholders for operational decision-making, policy formulation, mandatory reporting, quality assurance, and release to the general public. This position works under the direction of and in collaboration with the Research & Planning Operations Manager.
In this role you will be responsible for:
Analyzing data from a variety of data sources to answer key policy questions related to the supervision of adults supervised by the Department of Community Justice.

Keeping Washington Clean and Evergreen The Air Quality Program (AQP) is looking to fill the Senior Environmental Planner, Cap-and-Invest Program and Emissions-Intensive Trade-Exposed Industries (Environmental Planner 5) (In-Training) position. This position will be located at our Headquarters Building in Lacey, WA . Upon hire, you must live within a commutable distance from the duty station. The mission of the Air Quality Program (AQP) is to protect and improve air quality in Washington and to protect our State’s environment for current and future generations. In 2021, Washington’s Legislature passed the landmark Climate Commitment Act (CCA) – a sweeping piece of legislation that directs Ecology to develop and implement the state’s first Cap-and-Invest Program and commits our state to reduce its greenhouse gas emissions by 95% by 2050. Washington’s Cap-and-Invest program is only the second such economy-wide program in the nation, and Ecology has been directed by the Legislature to have it up and running by January 1, 2023. It’s a big task with even bigger long-term impacts on the state’s greenhouse gas emissions and the global fight against climate change. Air Quality’s CCA Implementation Group is hard at work and looking to hire a diverse range of mission-focused professionals to help us bring this important legislation to life. In this role, you will be the agency’s lead expert in emissions-intensive and trade-exposed industries (EITEs) as part of the State’s Cap-and-Invest program while furthering policy and statutory objectives and ensuring a successful program. This position will coordinate the design and development of key policies and guidance on EITEs and the auction and market program, which is a top priority of the agency, Legislature, and Governor’s Office. Duties
What you will do:
Develop and apply expertise in the design and implementation of policies concerning emissions-intensive, trade-exposed industries (EITEs).
Apply expertise in the interaction of EITE policies with greenhouse gas allowance auctions and market design, implementation, and compliance.
Provide technical support, advice, and expertise to support rulemaking.
Evaluate and review literature and analyses conducted by outside consultants and entities.
Analyze policies and best practices for EITE entity regulation from other jurisdictions (California, Quebec, and other relevant markets) and apply that analysis to Washington’s program.
Identify and analyze regulatory implications of existing and proposed federal and state laws, rules, and policies.
Consult regularly with regulated entities, state and local agencies, stakeholders, Tribal governments, and interested parties regarding the allowance auctions and market and EITE policies and rules.
Provide analysis and consultation in support of outreach to environmental justice groups and interested parties regarding EITE policies and rules.
Qualifications
The goal class for this position is Environmental Planner 5 (EP5) . We will consider applicants who meet the requirements for the Environmental Planner 4 level. If the finalist meets the requirements for the EP4 level, then they will be hired as an EP4 and will be placed in a training program to become an EP5 within a specified period of time. Required Qualifications: Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. Keeping Washington Clean and Evergreen The Air Quality Program (AQP) is looking to fill the Senior Environmental Planner, Cap-and-Invest Program and Emissions-Intensive Trade-Exposed Industries (Environmental Planner 5) (In-Training) position. This position will be located at our Headquarters Building in Lacey, WA . Upon hire, you must live within a commutable distance from the duty station. The mission of the Air Quality Program (AQP) is to protect and improve air quality in Washington and to protect our State’s environment for current and future generations. In 2021, Washington’s Legislature passed the landmark Climate Commitment Act (CCA) – a sweeping piece of legislation that directs Ecology to develop and implement the state’s first Cap-and-Invest Program and commits our state to reduce its greenhouse gas emissions by 95% by 2050. Washington’s Cap-and-Invest program is only the second such economy-wide program in the nation, and Ecology has been directed by the Legislature to have it up and running by January 1, 2023. It’s a big task with even bigger long-term impacts on the state’s greenhouse gas emissions and the global fight against climate change. Air Quality’s CCA Implementation Group is hard at work and looking to hire a diverse range of mission-focused professionals to help us bring this important legislation to life. In this role, you will be the agency’s lead expert in emissions-intensive and trade-exposed industries (EITEs) as part of the State’s Cap-and-Invest program while furthering policy and statutory objectives and ensuring a successful program. This position will coordinate the design and development of key policies and guidance on EITEs and the auction and market program, which is a top priority of the agency, Legislature, and Governor’s Office. Duties
What you will do:
Develop and apply expertise in the design and implementation of policies concerning emissions-intensive, trade-exposed industries (EITEs).
Apply expertise in the interaction of EITE policies with greenhouse gas allowance auctions and market design, implementation, and compliance.
Provide technical support, advice, and expertise to support rulemaking.
Evaluate and review literature and analyses conducted by outside consultants and entities.
Analyze policies and best practices for EITE entity regulation from other jurisdictions (California, Quebec, and other relevant markets) and apply that analysis to Washington’s program.
Identify and analyze regulatory implications of existing and proposed federal and state laws, rules, and policies.
Consult regularly with regulated entities, state and local agencies, stakeholders, Tribal governments, and interested parties regarding the allowance auctions and market and EITE policies and rules.

The Department of Local Services is recruiting for a Principal Planner (Project/Program Manager IV) who will lead both the Utilities Technical Review Committee and School Technical Review Committee and support the DLS mission by ensuring that the provision of facilities and services within unincorporated King County adhere to the plans and policies of King County. This role will be responsible for chairing the School Technical Review Committee, which is charged with the annual review of school district capital facilities' plans as required to impose impact fees and preparing legislation for referral to the King County Council. The position will also chair the eight-member Utility Technical Review Committee, which meets monthly.
JOB DUTIES:

Chair the Utilities Technical Review Committee (UTRC), which is responsible for overseeing the provision of water and sewer services in unincorporated King County. This position has multiple responsibilities outlined in the King County Code and the King County Comprehensive Plan including:
The review and commenting on draft water and sewer plans to ensure consistency with the King County Code and Comprehensive Plan;
The review and recommendation for adoption of final water and sewer plans to the King County Council;
The review and recommendation for approval by the Director of the Department of Natural Resources and Parks (DNRP) for final wastewater plans pursuant to KCC 28.84;
Provide necessary ordinance packages, letters, reports, or memoranda, related to utility plan recommendations to Council or DNRP Director;
Represent the UTRC at Council hearings when plans are considered by Council;
Serve as the appeal body to hear issues related to whether or not sewer service is available in the urban area in a timely and reasonable manner under K.C.C. 13.24.136(B) and produce the UTRC decision;
Serve as the appeal body to hear issues related timely and reasonable water service appeals under the County's four Coordinated Water System Plans and KCC 13.24 and produce the UTRC decision;
Represent the UTRC if any water or sewer timely and reasonable decisions are appeal to the Hearing Examiner or Superior Court;
Provide information to assist in the preparation of future County comprehensive plans;
Provide information to assist in the review of right-of-way construction permits under KCC 14.28;
Fulfill the County's responsibilities as set forth in state rules and regulations, including chapters 90.54 (Water Resources Act of 1971), 36.70 (Planning Enabling Act of the State of Washington), 36.70A (GMA), 36.94 (Boundary Review Board), 57.02 (Districts) and 70.116 RCW (Coordination Act) and chapters 173-240 (Ecology rule on wastewater planning) and 246-290 WAC (DOH rule on water system planning);
Be responsible for providing the notification to Tribal governments for utility plan review/approvals that may affect Tribal interests within their usual and accustomed fishing areas (K.C.C. 13.02.020);
Approve additions and determents to council-approved sewer and water comprehensive plans without referral to the council to serve developments that have received preliminary approval from the King County Council;
Approve extensions to utility plans if the requested extension satisfies the UTRC rule;
Issue the findings required under K.C.C. 13.24.134, relative to sewer expansion in rural and resource areas;
Approve utility franchise applications under K.C.C. 6.27.050;
Serve as the contact person for County utility questions;
Serve as the County liaison to the Boundary Review Board for utility annexation questions;
Maintain the County's library of approved water and sewer plans, the UTRC web presence and utility paper files;
Provide testimony and technical assistance to the King County Prosecuting Attorney; provide expert testimony in litigation;
Provide information to citizens and resolve complaints regarding water and sewer activities;
Prepare proposed code updates, in coordination with County, State and regional stakeholders as needed to support the program and department interests;
Develop code and customer education pathways as needed to support the program and department interests;
Work with the Prosecuting Attorney’s Office and County Council staff to help resolve legal issues and questions that arise form legislative proposals;
Provide professional and technical support on Comprehensive Planning, Subarea Planning, and other local and regional planning projects and programs;
Prepare and support State Environmental Policy Act review of program and department legislative proposals.

Keeping Washington Clean and Evergreen The Water Quality Program within the Department of Ecology is looking to fill a Senior Water Quality Inspector position. This position is located in our Northwest Regional Office (NWRO) in Shoreline, WA. Duties
What makes this role unique?
You will provide statewide leadership and on-the-ground implementation of new and ongoing water quality initiatives involving stormwater and toxic pollutants, so that point and non-point sources of pollution are controlled. This priority work is located on the banks of the Duwamish River, an area of historical industry in a community which has been negatively affected by the environmental, social, and economic impacts of pollution. You will address high-priority toxic pollutants, using both traditional and non-traditional stormwater best management practices. You will work to reduce stormwater pollution in areas that are in close proximity to underserved populations. What you will do:
Plan, coordinate, and conduct inspections and enforcement actions for facilities that fall under the Industrial Stormwater General Permit, Constructions Stormwater General Permit, and Boatyard General Permit.
Help facilities within the Duwamish River estuary reduce the pollutants they discharge to this environment.
Work with the Industrial Stormwater General Permit Implementation team to clarify permit language, and identify and develop tools and guidance to help facilities meet permit requirements.
Develop sampling strategies to identify contaminants that aren't typically found in routine stormwater management and compliance activities.
Conduct compliance assurance activities to leverage compliance with permits, rules, and laws including enforcement actions.
Work with other Water Quality staff to implement and refine statewide initiatives to reduce stormwater pollution, with a focus on reducing pollution in overburdened communities.
Collaborate with professional engineers, planners and hydrogeologists to develop and implement stormwater treatment technologies, toxics reduction plans, and monitoring/assessment strategies.
Co-chair the Duwamish Inspectors Group to ensure work is coordinated among the multiple agencies working in this area. This includes sharing data, reviewing complaints, and identifying facilities for join inspections.
Represent Ecology at technical conferences, stakeholder forums, and public meetings involving stormwater management, toxic pollutant controls, and the Duwamish River.

What makes this role unique?
There is growing public health concern regarding the use of everyday consumer products that contain chemicals of concern. In fact, the largest source of chemical pollution is not coming from point sources like smokestacks or sewer pipes, but from the combined slow and steady release of chemicals from consumer products. The HWTR Program enforces Washington's toxics laws, including the Dangerous Waste regulations that many businesses need to comply with. We also offer technical assistance to businesses to reduce or eliminate their use of hazardous chemicals, work to identify safer chemical alternatives, support the development of green chemistry, and test consumer products for toxic chemicals. What you will do: As a senior planner, you will be responsible for the development of Chemical Action Plans (CAPs) and the more streamlined Action Plans (APs). CAPs and APs identify the potential health and environmental effects of persistent, bio-accumulative, and toxic (PBTs) chemicals or other chemicals of concern, and recommend strategies to reduce or eliminate those impacts. Ecology and Washington State Department of Health (Health) work together to develop CAPs and AP’s. The goal is to comprehensively assess the environmental and health effects of PBTs and chemicals of concern. A majority of the work involves active engagement and work with industry, tribes, local governments, and environmental groups in developing the plans. To do this, you will:
Convene a multi-disciplinary team between Health and Ecology, as well as a CAP/AP Advisory Committee. Provide project management and policy planning support to these teams.
Develop working relationships with chemical manufacturers, nongovernmental organizations, local governments, tribes, state or federal agencies, and impacted communities. This may involve handling highly charged public meetings in a respectful manner, and using other techniques to engage in meaningful dialogue beyond what is required in statute or rule.

Keeping Washington Clean and Evergreen The Air Quality Program within the Department of Ecology is looking to fill a Climate Commitment Act Environmental Justice Planner position. This position is located in our Headquarters Office in Lacey, WA . The Climate Commitment Act (CCA) includes the responsibility for Ecology to identify overburdened communities, and then take action to monitor and evaluate the air quality, and reduce pollutants in these communities. The Transportation Department is seeking a Senior Transportation Planner who is self-motivated and team-oriented to join our progressive team of transportation professionals in the Neighborhood Traffic Safety Services (NTSS) Division. Community Engagement – Identifies, develops, and conducts thoughtful public engagement plans and activities for stakeholder involvement through the concept development phase of traffic safety projects, including creating presentation materials for open houses and public forums and creating on-line surveys. Forms and leads neighborhood traffic committees to seek community input. Presents projects to the public, Transportation Commission and City Council.
Traffic Safety Concerns – Responds to residents’ requests about transportation concerns (e.g., speeding, school congestion or traffic safety issues, parking, and pedestrian safety). Applies planning principles, transportation regulations, city code, and standards to address traffic and parking concerns in neighborhoods. Performs field reviews, analyzes traffic data, and develops recommendations based on set guidelines, policies, and City standards.
Education and Encouragement – Supports and grows the NTSS education and encouragement efforts such as the Walk to School Day Event. Oversees the coordination of the annual Walk to School Day Event by identifying participating Bellevue schools and providing resources and materials to support school participation.
School Zone Flashing Beacons – Coordinates the operations of 90 school zone flashing beacons, including establishing standard operating procedures (SOP’s) and program policies, establishing and maintaining the schedule and coordinating with the ticketing camera vendor.
Project Support – Serves as a consultant on project teams such as reviewing school redevelopment projects, serving as a support role on discrete Capital Investment Program (CIP) projects, and other transportation safety projects.
Programmatic Support – Plays an active role in the evolution of the Neighborhood Traffic Safety Program, applying best practices and innovative practices to keep Bellevue moving forward.
Supervision Received and Exercised
The Senior Transportation Planner will work under the general supervision of the Neighborhood Traffic Safety Services Manager.
No formal supervisory responsibilities but may act as lead to other staff.
Qualifications Education and Experience Requirements:
Graduation from an accredited four-year college or university with a degree in transportation planning, land-use planning, urban planning, public administration, or a closely related field.
Five or more years of experience that provides the applicant with a comprehensive knowledge of planning principles, practices, and techniques as they relate to transportation. Included in the five years’ experience must be two years of project management experience.

The Program Manager reports to the Director of Condition Management to provide operational leadership for the program. Role Summary
MSHP seeks a Program Manager for Condition Management.
The Program Manager reports to the Director of Condition Management to provide operational leadership for the program. The program provides remote monitoring device connectivity for patients and related condition management for high risk patient populations across MSHS. Working with MSHP leadership, the Manager will support all activities related to the program’s daily operations, operational and clinical metrics, supporting implementation and expansion. The manager is responsible for maintaining the clinical operations, workflows, informatics tools, training and managing efficiencies of staff, analytics and program dashboards. The manager will serve as a point of contact for MSHS IT, Digital Health, Consumer Digital and other partnering stakeholders. The manager will serve as the primary point of contact for key cross-functions for the condition management and effectively communicate the goals, vision, and methods for achieving desired outcomes. The manager will develop content for education and initiatives and support issue identification, resolution.
Responsibilities
Responsibility #1 Clinical Operations
Serves as an operations owner for condition management and contributes to all aspects, including process implementation, and ongoing evaluation and improvement
Develop relationships with strategic vendors to execute complex workflow operations involving multiple team members
Supports with training for all new condition management programs and initiatives
Lead related clinical informatics design and workflows in collaboration with IT
Manage billing, IT, analytics tools to maintain efficient operations
Maintain relationships with leaders across the system to advance condition management programs and obtain inputs for clinical workflows
Implement methods to hotspot populations who would benefit from condition management as related to MSHP VBC goals and outreach workflows
Interface with teams from across the health system (including clinical, IT, legal, operations, compliance, and connected devices) to advance condition management program
Develops and reviews staff, patient and provider satisfaction feedback to inform program improvement and provide stakeholder updates
Responsibility #2 Personnel Management

Qualifications
Education and Experience
Bachelors' degree with at least 4 years of experience at a management consulting firm, in healthcare management, or in a similar environment with demonstrated excellence in managing high-stakes, complex initiatives and in client and executive-facing roles
Advanced analytical capabilities required; experience with healthcare claims analysis and clinical quality measures highly preferred
Experience mentoring and developing junior employees
Demonstrated passion for improving healthcare is a requirement; experience with population health, healthcare delivery systems, payers, and startups is a plus
