As Corporate Projects Lead, you will join a team of high-impact advocates who engage with the country’s largest food companies on the most pressing issues affecting farmed animals. Your writing and communication expertise as well as your project management skills will underpin our Corporate Engagement work.
Your position plays a critical role in ensuring that THL can effectively engage with food companies about animal welfare, whether that be through the execution of new strategies, or the creation and management of educational websites, scientific reports, or other media. We want you because you know how to motivate audiences who might not think like you. You have experience managing multiple cross-departmental projects at once. You have a background in advocacy, communication, and strategic problem-solving. You can make decisions independently when faced with uncertainty and limited information. You’re ready to recognize corporations that make progress for animals and call out those that fail to stop cruel practices. This position reports directly to the Corporate Projects Manager.

You have experience in project management that will allow you to plan and execute complex, cross-departmental projects.

Job Summary
Clark County Public Works is currently seeking an experienced Right of Way professional who loves working in a team environment to join our Real Property Services’ (RPS) team. We are looking for a professional with strong communication and interpersonal skills who can maintain a high level of intra-departmental teamwork and customer relations. We have cultivated a positive, supportive work environment and expect a high level of professionalism. In addition, the successful candidate will have strong critical thinking and problem-solving skills, is quality focused, organized and thrives in a fast-paced work environment with shifting priorities and competing deadlines. As a Right of way Agent, you would perform technical work under the general supervision in a team environment and would be responsible for negotiating with property owners to acquire a wide range of property rights for public projects. You will be responsible for managing difficult and complex projects related to the acquisition of land and other real property rights including easements, leases, licenses, permits, operating agreements and other land management arrangements through the purchase, dedication, exchange and condemnation. In addition, this position would manage and dispose of surplus properties and property rights through leasing, surplus sales, and vacating roads. We are currently looking to fill this position as a Real Property Agent I, Real Property Agent II, or a Real Property Agent III depending on number applicants and qualifications. Preference is given to those professionals who have initiated or have obtained a designation with the IRWA International Right of Way Association. All qualified candidates are encouraged to apply. What you would do:
Among the varied range of responsibilities held within this role, the right of way professional will perform the following:
Resolve complex and complicated land activities such as road vacations, surplus properties, tax foreclosures, identify and clearing encroachments and encumbrances from the right of way.
Prepare/coordinate legal documents necessary to complete transactions such as purchase sale agreements, leases, easements, deeds, licenses, permits interagency agreements, and Memorandum of Understanding (MOU).
Recommend actions according to real estate processes, procedure, and law. Present and speak in front of County Council.
Negotiate and acquire private properties and land rights needed for public projects for various county departments. Contact property owners and negotiate for purchase, both permanent and temporary rights. Advise property owner(s) of their rights under all applicable laws and regulations, negotiates claims and/or settlements with owners. Perform all functions of the job by implementing practices under the Uniform Act and WSDOT guidelines.
Perform comprehensive research into property transactions such as deeds, contracts, easements, title searches, right of way restrictions, encumbrances, appraisals and value analysis, environmental impacts, interpret information and prepare findings in a written and presentation format.
Research and respond to routine inquiries by the public, other county departments, and outside agencies regarding right of way and various property in a timely manner.
Prepare valuation reports for partial acquisitions, easements, and permits for non-complex acquisitions in accordance with current federal, state and county laws, policies, and procedures.

Review a wide range of private development applications for compliance with county codes, policies and development standards, as set forth in adopted ordinances, and state and federal regulation.

Review and interpret trip generation information, traffic models and other supporting data.

Other Tasks (Engineer in Public Works)
Develops, or provides direction and coordination of the development of construction design plans and specifications for complex engineering projects involving road, bridge and drainage control structures; sewage collection and treatment facilities; water quality, traffic signal, and transportation systems. Certifies with Professional Engineer's seal and signature that engineering designs conform with accepted professional engineering standards and practices and the requirements of law.
Inspects proposed highway routes, bridge and other structure placements and recommends final route or placement to achieve efficient, economical design as to grade, curves, cross‑section, soils excavation problems, transportation, maintenance, drainage features, etc. Develops detailed final cost estimates and financing proposals for project implementation.
Conducts in‑depth studies and analyses on the effectiveness of current Public Works policies/comprehensive plans, suitability of existing structural facilities, feasibility of proposed designs and design concepts, etc. Interprets results and makes recommendations regarding comprehensive plans, designs, and Public Works improvement projects.
Utilizes the computer as an aid in analyzing and developing solutions to engineering problems.
Prepares construction reports for matching funds and cooperative contracts with Federal, state and city governments. Reviews design plans and specifications for conformance to job requirements. Prepares, develops and checks complex specialized contract provisions and design agreements. Conducts pre‑bid and pre‑construction conferences detailing principle construction features and agreements.
Coordinates with other sections and departments on issues related to grant and contract administration.
Coordinates with Planning and Permit staff in the review of development plans for sewer and storm drainage; residential and commercial street development; and profiles of short‑plats and sub‑divisions to ensure compliance with County standards and policies. With input from the divisions of Transportation, Design and Maintenance, makes recommendations regarding changes necessary for achieving compliance. Represents Public Works at public hearings on proposed developments.
Performs inspections of construction projects. Ensures that all phases of several road projects proceed on schedule and that specifications are met by contractors, utilities and other organizations involved in projects. Reviews progress reports and authorizes payments.
Directs investigations and develops resolutions of claims and complaints from contractors or property owners. Maintains office records of design, construction and other engineering activities, as required by County, State, and Federal regulations.
Coordinates with the Survey Section Supervisor/County Surveyor to ensure accurate, complete and quality field survey data is collected and that information is acquired in a cost‑effective, efficient manner. Directs the preparation of, and prepares, more complex property descriptions.
Requests and monitors material quality control review, sampling and analysis; preparation of soil profiles (testing and sampling) in connection with highway location and construction design; evaluation of new materials, construction materials, new test equipment and related activities. Ensures record files relative to sampling and testing are complete and accurate.
Prepares, and provides direction in the preparation of, resolutions and documents for developments and Local Improvement Districts. Represents Public Works at public hearings; conducts and certifies elections and petitions for the formation of a Local Improvement District as necessary. Develops right-of-way data, information pamphlets, and procedural manuals. Works with the Prosecuting Attorney in preparation of bond sales for Local Improvement District financing. Recommends alternative financing methods as may be possible.
Develops and maintains effective relations with the public. Represents Public Works on various committees; at neighborhood organization and community meetings; public hearings; before governmental bodies and in legal processes.
Prepares complex technical engineering and administrative reports and develops critical correspondence and comprehensive reports in support of engineering projects and decisions.
Participates in the development, implementation and review of ongoing programs and existing methods ‑ assessing job effectiveness and cost efficiencies.

Offer includes a $1,500 sign-on bonus. Will require on-call responsibilities. WHAT YOU NEED TO KNOW: The Maintenance Tech III will provide customer service for Regional Fleet Management. Assist with the management of fleet operation for the Region. Manage the Regional Fleet Programs for motor vehicle registrations, operational and organizational maintenance, vehicle emergency safety equipment, issue, use, and inventory. Accountable for ARC gasoline and minor maintenance cards, enforcement of authorized use of ARC vehicle, vehicle sales, accident, recovery and claims, and formulation and compliance of fleet budgets. Provide support, development and/or leadership guidance to all volunteers. Under limited supervision, the Maintenance Tech III will perform repairs and maintenance in the Biomedical facility, or on machines and equipment. The Maintenance Tech III typically performs work in one or more of the maintenance trades: carpentry, plumbing, painting, machine and equipment repair, electrical, sheet metal fabrication, and welding. Conduct routine, periodic, or special inspections to determine repair and maintenance work necessary to prevent breakdowns of facilities, machinery, and equipment. Use hand and power tools to test, inspect, troubleshoot, and repair machines and equipment. Use blueprints, sketches, layouts, wiring diagrams, drawings, and specifications. Provide support, development and/or leadership guidance to all volunteers. Facility is 32,000 sq. feet. Also, will manage a fleet of 13 vehicles. Perform all duties and responsibilities in compliance with standard operating procedures and other applicable Federal, State and local regulations. WHERE YOUR CAREER IS A FORCE GOOD: Maintain and repair organization's facilities and properties involving routine tasks and responsibilities. Correct minor electrical, plumbing, carpentry, and structural problems. Paint structures and equipment as needed. Document installation and repairs as required by regulatory agencies. Repair appliances and equipment. Operate and service boilers, chillers, motors, fans, pumps and related mechanical equipment. Estimate time and material costs of various projects. Requisition new supplies and equipment. Review maintenance records to identify recurring deficiencies; plan and implement corrective maintenance or repairs. May troubleshoot and repair all building HVAC related equipment. WHAT YOU NEED TO SUCCEED: Education: High School or equivalent required. May require a trade license. Experience: Minimum 5 years of related experience or equivalent combination of education and related experience required. Related experience includes skill and knowledge of painting, HVAC, carpentry, plumbing, masonry and electrical work is required. Skills & Abilities: May require a valid driver's license and clean DMV record. Must have basic writing and communication skills. May be required to have basic computer skills. May have on-call duties. Ability to work on a team. Travel: May drive vehicle to other locations. A current, valid driver's license with good driving record is required. Physical Requirements: Regularly required to use hands to finger, handle or feel, reach with hands and arms and talk or hear. Regularly lift and/or move objects 10-50 lbs. frequently; lift and/or move objects that weigh more than 100 lbs. with assistance or the use of a powered industrial truck.
