Job Description

The Executive Ethics Commission (EEC) of the State of Illinois seeks a highly experienced leader to manage and authorize procurement activity as set forth in the Illinois Procurement Code (30 ILCS 500 et seq.) and the Governmental Joint Purchasing Act (30 ILCS 525 et seq.) for procurements for construction (primarily buildings) and related activities within the statutory jurisdiction of the Capital Development Board (CDB).

The EEC is a nine-member commission. Five commissioners are appointed by the Governor, and one commissioner each is appointed by the Attorney General, Secretary of State, Comptroller, and Treasurer. The Commission promotes ethics in public service and ensures that the State's business is conducted with efficiency, transparency, fairness, and integrity by facilitating compliance, implementation, and enforcement of the State Officials and Employee Ethics Act. The EEC appoints the Chief Procurement Officer (CPO), subject to Senate confirmation, and provides staff and other support in furtherance of the independent procurement role of the CPO. The Chief Procurement Office reviews and approves procurements for construction and construction-related services committed by law to the jurisdiction or responsibility of CDB, ensuring transactions under its jurisdiction are fair, transparent, accountable, and in the best interest of the State.


Responsibilities of the Chief Procurement Officer (CPO) include:

  • Ensure procurement practices are conducted in an ethical and economically efficient manner
  • Appoint State Purchasing Officers to function with delegated procurement authority and supervise that authority
  • Develop procurement rules and procedures in accordance with the Illinois Procurement Code and the Governmental Joint Purchasing Act
  • Communicate with the public, vendors, governmental units, and State officials in public meetings, hearings and other matters associated with procurement activities
  • Cooperate with the other State CPOs, as necessary, in the development of procedures to ensure uniformity, economy and efficiency in procurement practices where warranted
  • Ensure coordination of procurement activities with procurement related initiatives such as diversity, veterans, and green programs


Minimum Requirements:

  • Bachelor’s degree from an accredited institution with sufficient business-related academic preparation
  • Minimum of ten years of procurement related experience within the public sector (State, federal, or local)
  • Demonstrated eligibility to test with the Universal Public Procurement Certification Council as a Certified Professional Public Buyer (CPPB) or Certified Public Procurement Officer (CPPO), so that certification can be obtained within 12 months of appointment
  • Knowledge of State and/or Federal procurement and procurement-related laws, rules, and procedures
  • Superior organization and managerial skills; a dynamic, collegial, consensus building leadership style; strong negotiation skills; the ability to adapt and continuously improve the effectiveness of procurement procedures
  • Exceptional written and verbal communication skills



  • At least 5 years of experience in public administration with State of Illinois government and familiarity with State of Illinois’ procurement operations
  • Prefer a Juris Doctor, masters, or other advanced degree
  • Experience in a senior level role directing procurement operations and supervising procurement staff
  • Current certification by the Universal Public Procurement Certification Council as a Certified Professional Public Buyer or as a Certified Public Procurement Officer
  • Significant experience in construction or construction related procurements


Conditions of Employment

  • The Chief Procurement Officer appointment is for a term of five years and is subject to Senate confirmation. The term for this position will commence 7-1-2020 and will conclude 6-30-2025.
  • The preferred position location is in Springfield, Illinois, but Chicago, Illinois will also be considered as a potential headquarters location.
  • By law, the Chief Procurement Officer must be able to receive certification by the Universal Public Procurement Certification Council within 12 months of Prerequisites to test for certification include:


  1. 3 years of experience within the previous 10 years. A minimum of 50% of the required years of experience must be in public sector (remaining experience may be from either public or private sector)
  2. 72 contacts hours of procurement-related coursework/training completed within the previous 10 years

Benefits: The salary for the position of Chief Procurement Officer for CDB is adjusted each July 1 by a one percent increase, subject to appropriation. This position is eligible to be a member of the State of Illinois Group Insurance program with health, dental, vision, and life insurance coverage options. State employees become members of the State Employee’s Retirement System upon employment with the State of Illinois.
