The Oregon Health Authority (OHA), Health and Policy Analytics Division(HPA), Office of Health Analytics section in Portland/Salem, Oregon is recruiting for a Waiver Monitoring Research Analyst to coordinate, administer and monitor the data needs for the Oregon Health Plan 1115 Demonstration Waiver(s) with respect to qualitative and quantitative data, including but not limited to: data collection, data sources, data analyses, allowable data uses, data interpretation and data visualizations. This position will work closely with the Quality Improvement Coordinator and other departments within HPA to develop systems for monitoring the waiver related data as required by CMS (elaborate).
We are also looking for an Evaluation Research Analyst to coordinate, administer and manage the data needs between HPA and the independent evaluator(s) of the Oregon Health Plan 1115 Demonstration Waiver(s) with respect to qualitative and quantitative data, including but not limited to: data collection, data sources, data analyses, allowable data uses, data interpretation and data visualizations. This position will also provide the guidance and subject matter expertise for other HPA evaluation priorities of varying levels of complexity.
Working conditions: This work may be conducted remotely with full access to needed operating systems and technology. On occasion, in state and out of state travel may be required. Work location can be changed at any time at the discretion of the hiring manager .

What will you do?
Primary person providing guidance and subject matter expertise regarding qualitative and quantitative data to the independent evaluators and internal staff for all HPA evaluation.
Oversee the work of lower -level research analysts and coordinate assigning and reviewing the work of others .
Oversee data quality and validation efforts, report generation and processing, fulfillment of data requests, and ad hoc analyses for internal and external interested parties.
Ensure equity principles related to research, data collection, data analysis and communication are fully integrated into analytic and evaluation work.
Communicate efficiently and effectively with OHA program staff and general leadership. Provide expertise needed to independently design, plan, and conduct research needed to evaluate and monitor the activities and goals of HPA programs and services.
Coordinate opportunities for internal and external interested parties (e.g., OHA and other agency staff, health plans, health service providers, etc.) to provide input for evaluations.
Working with the Evaluations Manager and the Program and Evaluation Policy Advisor, collaborate with staff across the Health Policy & Analytics Division (HPA) to provide data support and coordination for all evaluation work.

Minimum Requirements
A Bachelor's Degree in any disciplines that included six-quarter units in statistics or quantitative analysis methods and procedures, and three years experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. Two of the three years must have included coordinating complex research projects. Desired Attributes
Masters’ of Public Health, Public Administration, or other degree demonstrating capacity for knowledge and skills.
Experience in policy and program evaluation methods.
Experience using healthcare data.

Experience with data visualizations tools, such as Power BI, SharePoint BI and/or Tableau.
Experience using a wide variety of evaluation methods.
Experience collecting, analyzing and disseminating granular data on race, ethnicity, language, disability, sexual orientation and/or gender identity.
Experience producing written reports, visualizing and presenting data effectively for diverse audiences, and synthesizing research findings into actionable information.
Experience working with independent evaluators and external interested parties.
Experience in project management.
Proficient in MS Office skills (Excel, Word, Publisher, PowerPoint)
Additional preference may be given to candidates with public sector work experience.

The Communications Coordinator will work closely with the Communications Director and the Midwest Renewable Energy Association (MREA) Training Team to further develop and improve MREA’s marketing and communications initiatives, with a specific focus on MREA’s training programs. The position will coordinate with the MREA Communications and Training Program Working Groups to promote and market course offerings through social media, email marketing, paid advertising, and print materials. The position will work closely with the MREA Training Team to further develop stakeholder engagement and program promotion on the MREA website and the Midwest Solar Job Resource Center (SolarEnergy.Jobs). Job Description
The Communications Coordinator will work closely with the Communications Director and the Midwest Renewable Energy Association (MREA) Training Team to further develop and improve MREA’s marketing and communications initiatives, with a specific focus on MREA’s training programs. The position will coordinate with the MREA Communications and Training Program Working Groups to promote and market course offerings through social media, email marketing, paid advertising, and print materials. The position will work closely with the MREA Training Team to further develop stakeholder engagement and program promotion on the MREA website and the Midwest Solar Job Resource Center (SolarEnergy.Jobs). Additionally, this individual will support MREA communications efforts as needed and be responsible for promotional partnerships, advertising solicitation and collection, and training-related press releases to advance MREA’s mission and grow participation in MREA programs and membership.
Key Responsibilities
General Administration
Participate in MREA staff meetings, working groups, and planning sessions as needed
Follow MREA remote work procedures, including scheduling and activity reporting
Help to maintain MREA database, data entry

Coordinate with the Communications Director and other MREA staff to monitor, optimize, and maintain website SEO and Google Ad Words
Assist with the graphic design and editing of MREA publications, event collateral, and marketing and outreach materials.
Coordinate with the Communications Director to maintain MREA’s social media accounts
Assist with content generation and scheduling across platforms
Track, measure, and analyze social media and digital marketing efforts and regularly present findings at Communications Working Group meetings
Work with the Communications Director to incorporate findings into overall promotional strategy
Work with necessary staff to review, maintain, and develop promotional budget(s)

Serve on OPRD committees as requested
Support Host Coordinator in volunteer administration
MINIMUM QUALIFICATIONS:
(a) Two (2) years of experience as an administrative or program support specialist . Administrative support entails those duties beyond clerical or secretarial such as: interpretation of laws, rules, and regulations; administrative data collection and analysis; evaluation and explanation of administrative processes, operations, or projects.
OR
(b) An equivalent combination of training and experience.
*One year of post-secondary education may be substituted for up to One (1) year of the required experience.

Experience performing technical or administrative program support functions requiring independent judgment and decisions under general guidance concerning a course of action to be taken.
Strong written and verbal communication skills with a variety of people to answer questions and gather/exchange information.
Ability to use policy and procedure manuals, handbooks, or specialized reference materials to research information.
Ability to communicate with persons of diverse points of view to resolve problems.
Experience interpreting, explaining and applying laws, rules, policies, and procedures to specific situations, some of which may be non-routine, to process information and data, answer questions and explain decisions.
Experience gathering and organizing data and preparing reports.
Experience operating a computer terminal or other interface (tablet, smartphone, etc) and a variety of computer programs to enter, update, correct and retrieve information.
Willingness to continually update computer skills and knowledge on an on-going basis to adapt to changes in technology.
Experience in promoting a culturally competent and diverse work environment.
