James City County’s General Services Department is hiring an Inspection Supervisor to perform advanced technical work in the oversight and inspection of capital improvement construction projects for compliance with County, State, and Federal Ordinances, including but not limited to, Virginia Stormwater Regulations, Hampton Roads Planning District Commission Regional Construction Standards, Virginia Building Codes, and Virginia Department of Transportation Road and Bridge Standards.
Responsibilities:
Provides effective supervision of assigned staff including selection, performance management, employee relations, training, prioritizing, and assigning work in an efficient and effective manner, and related activities; plans, coordinates and directs the Capital Projects Inspectors I/II/III in the enforcement of applicable County, State, and Federal Ordinances and implementation of various Division programs and policies. Performs advanced inspections of Capital Improvement Projects on a daily basis to ensure that projects are in compliance with applicable Ordinances and approved plans; informs project managers, engineers and contractors of any deficiencies or deviations from approved plans and specifications, and issues inspection reports documenting required corrective action.
Assists project managers with schedules, pay applications reviews, reporting and monitoring, project updates for Departmental briefings, and project meetings.
Utilizes the PermitLink software to track all inspections, project activity, sureties, and enforcement actions.
Coordinates with third-party inspection services, commissioning agents, and other County inspectors to ensure inspection reports are received, addressed, and consistent with construction document and regulatory requirements.
Supports assigned staff and works with them to resolve complex construction issues, to prevent changes in project scope, maintain budgets, and keep projects on schedule. Provides project updates in a timely manner to the project managers and key project team members and providing appropriate correspondence as applicable.
Oversees inspector continuing education requirements and training certifications are adhered to, current, and schedule for renewals as applicable. Updates the Capital Projects Division on new construction methods, training opportunities, and reporting methods.
Oversees the field reporting and documentation methods to streamline the construction inspection process in an efficient and effective manner with emphasis on digital technology and mobile devices for on-site reference and reporting.
Requirements:
Any combination of education and experience equivalent to a high school diploma, supplemented by college level courses in engineering, hydrology, hydraulics, and soil conservation; considerable experience in engineering construction or soil conservation; experience in contract administration, dealing with the public and knowledge of computers.
Must possess, or be able to obtain within 30 days, a valid Virginia driver’s license and have an acceptable driving record based on James City County criteria.
Must obtain within 12 months of hire Erosion & Sediment Control Inspector, Erosion and Sediment Control Plan Reviewer, and Stormwater Inspector Certifications from the Department of Environmental Quality.
Knowledge of the principles and technical methods involved in erosion and sediment control, stormwater management, and construction standards and specifications; environmental laws, regulations, and Ordinances; principles and practices of engineering as applied to the construction of subdivisions and other sites.

This full-time position will provide project management for efforts within our microgrid and distributed energy portfolio. This position is expected to start on or near July 16, 2023.
The Project Manager will support projects within our growing portfolio of work related to clean energy microgrids and distributed energy . These key technologies are critical to enable a broad transition to renewable and clean energy systems. The successful applicant will help manage innovative projects that will help decarbonize the electricity grid and provide resiliency benefits to communities. We are selective with the projects we take on, focusing on those with potential for significant impact in accelerating progress towards the clean energy transition on a just and equitable pathway.
The person selected for this position will report directly to the Operations Director and be embedded with a team of engineers and researchers — including faculty, professional staff, and undergraduate and graduate students — who are committed to understanding, deploying, and improving these emerging technology systems. The successful applicant will be responsible for managing several projects in the research area simultaneously (depending on the size and scope of the projects). This position has the potential to develop into a program management role, involving strategic leadership within a research area and management of a portfolio of related projects.
We work in a hybrid environment that supports flexibility and connection. Screen permit applications for completeness based on a specific criterion for building, fire, and land use permit types.
Explain, calculate, and collect permit fees from customers.
Accurately and efficiently use permitting software, online portals, and available technology tools to receive, screen, route, and track application from intake to permit issuance.
Work closely with all levels of staff in King County to accomplish primary objectives.
Follow up with applicants at various permitting stages; compile and process notifications; ensure permit tracking systems are updated accurately throughout the permitting process.
Perform quality assurance of approved permits, verify fees and permit requirements, prepare issuance packages, and issue permits.
Customer Service:
Provide helpful and respectful customer service to citizens and County employees.
Answer a high volume of customer inquiries electronically, by phone, and/or in person in accordance with the division's available customer service options.
Explain application submittal requirements, application procedures, permitting processes and timelines.
Help customers who are upset or angry by communicating in a positive and professional manner.

What you will do:
Perform project management of OPRD statewide trails projects from inception to turn over. Based on available guidelines, previous projects and contracts, and advice from higher-level project managers or the supervisor, this position may perform scoping, cost estimating, design, engineering, AutoCAD design, permit processing, bid management support, trail construction management, consultant contract management and construction inspection and testing.
In this role, you will:
Works and consults closely with agency staff to define the project and the plans for trail construction.
Conducts research to ensure trail planning and projects comply with all pertinent regulations for the conservation and proper utilization of the natural resources; and the proper management of trails.
Manages all phases of several trail development projects at the same time including trail design and construction. Development of scopes, schedules and budgets for trail projects statewide.
Minimum Qualifications:
A Bachelor’s Degree in Construction Management, Business Administration, Public Administration, Architecture, Planning, or Engineering AND one year experience related to the class series concept; OR
An Associate Degree (or comparable college course work) in Architectural, Engineering or Construction technology; AND 30 months experience related to the class series concept; OR
Four years of experience related to the class series concept.

Ability to effectively fulfill the key responsibilities of the position as listed above; exercise sound judgment in the independent development of solutions to complex technical, administrative and managerial problems; direct and coordinate the inspection, negotiation and control of the work of private contractors; plan and utilize current technology in addressing personal and division responsibilities; communicate and express ideas effectively, orally and in writing; work responsively with community and business groups and group activists representing a wide variety of interests; effectively and collaboratively balance competing interests and approaches.

Salary Grade: M2.838 ($8,772.00 - $12,394.00) per month
