Clark County is a leader in technology and applications for the traffic signals and ITS field and has spent the last 12 years building a world class traffic signal and ITS system. Clark County owns and operates approximately 100 traffic signals and maintains approximately 25 traffic signals for other neighboring agencies. At this time, 28 county signals have fully adaptive operation. In the next two years, an additional 24 existing county signals will be converted to adaptive operation.


The County’s ITS system includes a fully routed Ethernet communications network and over 1,100 IP addressable field devices and over 20 servers running ITS applications. Clark County is publishing connected vehicle data to the Internet and has begun installing connected vehicle DSRC radios at intersections.


As the Intelligent Transportation Systems (ITS) Engineer for the Public Works Department, you will be working with a progressive team of engineers and technicians who are working to improve the safety and mobility of the public road system in Clark County with a $3 million annual budget. You will be responsible for the county’s full featured ITS program which includes, managing a fully routed Ethernet fiber optic network, over 1,100 Ethernet devices, street lighting design, implementation of connected vehicle devices, design of enhanced pedestrian crossings, data stations, along with working on traffic signal operations. This also includes; planning, organizing, and overseeing the activities and operations of ITS engineering and operations.


The Intelligent Transportation Systems (ITS) Engineer will also need to Think Big and carry a long-term vision to continue the trend, pushing the technology to improve safety and mobility for residents of Clark County while delivering excellent customer service. You will take on the key role in the expansion of the CV system, along with working with the county’s IT department regarding cybersecurity needs for the field network. You will continue leading the county’s ITS program to provide meaningful improvements for safety and mobility along with developing and tracking performance metrics for how the system is working and work with vendors and manufacturers to get their products to do what you need them to do, not just accept what they tell you their products will do.

Education and Experience:


  • A Bachelor’s degree from an accredited institution in civil engineering, traffic engineering, electrical engineering or other related field and/or a combination of experience and specialized training
  • To include a minimum of five (5) years of progressively responsible experience in design and operation of traffic signal systems, routed Ethernet networks and ITS systems
  • Understanding of traffic signal design and operations
  • Certification as a Professional Civil Engineer or Professional Electrical Engineer in the State of Washington, or the ability to obtain one of these within six months of hire
  • A valid driver’s license at the time of hire


The ideal candidate will have the following strengths:


  • Involvement in transportation industry in organizations such as International Municipal Signal Association, Institute of Transportation Engineers, American Public Works Association, Women’s Transportation Seminar, Target Zero or other such organizations
  • Thorough understanding of communications network cybersecurity
  • Understanding of connected vehicle technology, including risks, challenges and opportunities for the implementation of CV systems
  • Two years of previous supervisor and/or lead experience
  • Establish and maintain effective working relationships at all levels of the organization
  • Excellent written and verbal communication skills
  • Able to speak in public to present information to large groups


Knowledge of: MUTCD, WSDOT standards, NEMA TS2-1 signal standards, routed Ethernet communications, Systems Engineering, traffic signal design, traffic signal timing, video and radar vehicle detection systems, connected vehicle technology, cybersecurity, school flashing units, server based traffic signal central systems, server based adaptive traffic signal operation.


Ability to: Manage multiple time sensitive projects, lead and motivate a highly capable group of engineers and technicians, creatively think, find new solutions.
