This is a full-time, permanent, management service position which is not represented by a union.

The Oregon Health Authority (OHA), Public Health Division (PHD), Office of the State Public Health Director (OSPHD)  in Portland, OR is recruiting for an Business Operations Manager to provide high-level consultation, technical guidance, management and oversight on a broad range of division fiscal, operational and administrative systems for public health programs within the Public Health Division (PHD).

What will you do?
As the Business Operations Manager, you will advise center administrators, and section and program managers in the development and management of program level budgets; provide oversight of contracts and agreements; monitor human resources administration, position management and facilities planning; and assure all programs comply with state and federal laws and policies in these areas.

In this position, you will provide high-level analysis to PHD executive leadership and program managers on the short- and long-term implications of administrative, policy and programmatic management decisions.  You will provide direction on the most effective utilization of human, fiscal and equipment resources so that PHD program outcomes and program impact are achieved and meet the goals and objectives mandated by law and the priorities established by the legislature, the governor, the Oregon Health Authority, and federal and other funding agencies.  In addition, you will represent and advocate for the division with other state and local agencies, federal granting agencies, other programs and divisions within the Oregon Health Authority, and with other community partners and contractors.

The position has delegated authority to make budget and spending decisions, and works with a high degree of independence, this position provides operational and fiscal expertise to a variety of program areas with varying complexity and differing requirements, with a biennial budget exceeding $70 million.

What are we looking for?

Requested Skills

  • Minimum requirements: A bachelor's degree in business administration, public administration, finance, or any degree demonstrating the capacity for the knowledge and skills; AND four years professional-level evaluative, analytical and planning work OR; any combination of experience and education equivalent to seven years of professional-level evaluative, analytical and planning work.
  • Demonstrated knowledge and experience working with financial data management systems, including ORBITS, SFMS, and PICS systems for budget, accounting, and position management functions.
  • Experience performing complex fiscal analyses and formulating information into business plans and policy recommendations.
  • Extensive knowledge of how to analyze business problems using Excel and financial modeling. 
  • Experience identifying emerging trends and making clear and compelling business planning recommendations to leadership.
  • Strong analytical skills and ability to integrate data and information from multiple sources, across programs and departments, in decision-making.
  • Experience overseeing processes to solicit, award and manage grants and/or special payments to local health departments associated with local delivery of health-focused program elements.
  • Experience assessing, evaluating and measuring service performance of connecting business systems and turning results into performance improvement implementation plans.
  • Experience analyzing proposed legislation for organizational impact, drafting assessment reports, and developing fiscal impact statements and policy option packages. 
  • Proficiency in Word, Excel, and Outlook.
  • Experience promoting a culturally competent and diverse work environment.
