The Oregon Health Authority (OHA), Public Health Division (PHD), Center for Health Protection (CHP), Oregon Psilocybin Services Program in Portland, OR is recruiting for an Oregon Psilocybin Services Section Manager to manage and oversee the Oregon Psilocybin Services Section and ensure operations are in compliance with pertinent and relevant statutes and regulations. The psilocybin services program is a new program that will be established and developed. There is a two-year development period from January 1, 2021 to December 31, 2022. Because this position will be involved in developing a new regulatory program and works with the advisory board on a tight implementation timeline there may be a need to work outside the typical work schedule.
Most of this work may be conducted remotely at an alternate worksite with full access to the needed operating systems and technology. However, there are times that the work will need to be conducted at the central work location listed in this announcement, the Portland State Office Building located at 800 NE Oregon Street, Portland, OR 97232. Work location can be changed at any time at the discretion of the hiring manager.
What will you do?
As the Oregon Psilocybin Services Section Manager, you will lead, manage and direct section staff and implement the psilocybin services program. You will develop rules, and manage projects, activities and budget. You will direct and plan operations which includes regulatory oversight of psilocybin service centers, service facilitators, and manufacturers.
While in this position, you will establish psilocybin services section goals, objectives, and priorities; and develop performance measures and other management controls using data-driven information. You will engage and motivate staff activities in line with performance targets by creating an environment conducive to collaboration, innovation and self-determination. You will work with staff to identify best practices and new approaches to promote continuous improvement and operational excellence.
You will oversee and direct the development and use of psilocybin databases, as well as oversee the analysis of data to determine if program goals are met, including equitable access to psilocybin services. You will develop and recommend administrative rules, policies and procedures related to psilocybin services; prepare legislative concepts, bill analysis, and testimony; and coordinate policies of the Oregon Psilocybin Services Section to ensure compliance.
