The Senior Director, Humanitarian Services Decision Support is responsible for the design, delivery and maintenance of all decision support tools and applications, including Power BI and ArcGIS, for gathering business information, analyzing that information such that visualizations can be distributed to key field and Headquarters decision-makers in Humanitarian Services and other lines of business. This work must align with the IT Enterprise Data Strategy and organizational policies.
Lead a team that establishes data governance and facilitates decision support and data visualization across Humanitarian Services. Gather input and involvement from stakeholders and customers across the organization. Moves the organization and business systems towards a common data model that is practiced horizontally across Humanitarian Services departments and vertically with the field Serves as the Product Owner for RCView, a data visualization platform that enables field leadership to assess service delivery geospatially.
Develop and manage a department budget.
Deliver data derived insight to key decision-makers when they need it to make informed critical decisions.
Lead and manage a team of data engineers, GIS analysts, and a data strategist.
Plan, develop, and implement a strategy for using information technology that aligns with the organization’s goals and plans.
Work with business leaders to create business process improvement plans. Assist business leaders in executing the plans. Work closely with the enterprise’s business planning leaders to ensure alignment.
Ensure all the team’s projects and programs reach their objectives, by measuring performance and adjusting plans.
In collaboration with IT, develop, maintain, and execute a Humanitarian Services data strategy that aligns with the IT Enterprise Data Strategy.
Oversees Humanitarian Service’s use and management of RC View (including ArcGIS and Power BI); and works closely with team members from IT, procurement, information security and business leadership to include other lines of business
Design systems to make data findability, accessibility, interoperability, and reusability.
Ensures alignment with the Enterprise Data Governance program
Education: Bachelors’ degree in information management, computer science, statistics, business, or related field
Experience: Minimum 8 years required –
Must understand development operations (DevOps), product management, and project management.
A working knowledge of relational databases, data analytics, data visualization and data integration tools.
Prior experience with ArcGIS, Power BI, MS SQL, Python, Informatica, Jira, cloud services and architectures
Demonstrated teamwork and communication skills horizontally and vertically across an organization; able to build effective teams, enable effective two-way communication and harness unity of effort.
Management Experience: Minimum 5 years of staff management required.
Essential Functions/Physical Requirements: Depending on work assignment, may require ordinary ambulatory skills sufficient to visit other locations; or the ability to stand, walk and manipulate (lift, carry, move) light to medium weights of up to 20 pounds. Requires good hand-eye coordination, arm, hand and finger dexterity, including ability to grasp, and visual acuity to use a keyboard, operate equipment and read technical information. Overall mobility is essential. May include sitting for long periods of time, driving a vehicle and working under challenging conditions.
Work Conditions: Work is performed indoors with some potential for exposure to safety and health hazards related to emergency services relief work. May travel and participate in meetings and conferences throughout chapter jurisdiction, state and Red Cross system. Because the Red Cross is a disaster response organization, staff may be asked to be on 24-hour call during period of major disaster.
