Job Summary 

This position will manage and oversee the program and personnel activities for the Traffic Engineering Program that is responsible for the countywide safety program, signing and striping design and maintenance along with traffic engineering functions for unincorporated Clark County. Administrative responsibilities include development and refinement of program goals, setting and managing objectives and measurable outcomes, ensuring alignment with the County Code, State law, application of the MUTCD in a rural and urban environment . The position manages a field crew of 10 traffic maintenance employees, three engineering technicians and two professional engineer traffic engineers.  The position also manages an annual maintenance and engineering budget of approximately $3.6 million.  The position reports to the Transportation Division Manager, and works collaboratively with sections in other divisions such as Engineering Design, Project Management, Construction Management, Development Review.  The position also works closely with sections within the Transportation Division, including Preservation, Traffic Signals and Capital Programming. 

Qualifications

Typical tasks for this group include:

  • Management of professional and technical staff on the installation and maintenance of signs and pavement markings in accordance with local, state and federal standards
  • Managing processes such as Highway Safety Manual based safety program
  • Monitor and manage performance of engineers and technician’s work for traffic engineering design, safety evaluations and customer service calls
  • Manage and monitor performance of field crews performing ongoing maintenance activities in signing and pavement markings.
  • Working with traffic engineering staff regarding scoping of safety and mobility projects
  • Communicating with the public concerning transportation infrastructure conditions and upcoming work.
  • Using personal computers and software applications including GIS, word processing, spreadsheets and databases.

Knowledge of: The principles and practices of public sector organization and program operations; principles and practices of staff selection, supervision, training and evaluation; project and program management, including planning, scheduling, monitoring, and problem solving; methods and procedures of budget development, justification, and control; application and interpretation of county, state and federal laws, codes, and regulations relevant to transportation safety, design and operations;  pertinent federal, state, local laws, codes, and regulations; contract negotiation and administration; departmental policies and procedures; innovations, trends and best practices within the asset management area of expertise
