Job Description

The Department of the Interior is currently seeking qualified candidates for the Senior Executive Service (SES) position of Director, Office of Restoration and Damage Assessment located in Washington, DC. The incumbent would be responsible for the following:

  1. Serve as the Director, Office of Restoration and Damage Assessment by overseeing the Restoration Program Fund, including establishing priorities for allocation of monies to initiatives or projects, identifying information management needs to effectively coordinate and administer Restoration fund activities, and ensuring collection and reporting of Program information.
  2. Lead the intra- and extra-agency effort to develop and adopt policies and guidance that reflect a consistent Department-wide approach for the conduct of individual bureau damage assessment programs and management of damage assessment cases, allocate appropriated funds, ensure accountability, promote the efficient allocation by bureaus of scarce Department resources, develop a framework for identifying problems that raise significant management or policy issues for the Department, effectively respond to congressional and other outside inquiries regarding the status of the Departmental program, fully utilize all participating Departmental bureaus and offices and their expertise, provide a corporate database for tracking sites and recoveries and estimating workload, and develop mechanisms including performance-based measures for assessing the success of the program.
  3. Apply innovative management techniques to achieve a coherent management structure using technical and administrative support from all participating bureaus and offices within the Department.
  4. Serve as the central Departmental manager for the Program's budget and financial issues, policy guidance, and internal controls, and will apply a Departmental perspective to ensure the views and needs of all participating bureaus and offices are taken into account, representing fairly the views and needs of each while clarifying and promoting a "big picture" course of action.
  5. Responsible for articulating the Department's damage assessment and restoration needs and accomplishments within the Department as well as to interested external constituencies, including other Federal agencies, Congress, the states, the press, and others.
