Job Description

The Department of the Interior is currently seeking qualified candidates for the Senior Executive Service (SES) position of Associate Director for Acquisition Services Directorate located in Herndon, VA. The incumbent would be responsible for the following:

  1. Serve as the Associate Director for Acquisition Services by providing executive-level leadership for the Interior Business Center (IBC) acquisition program in support of the Department of the Interior's (DOI's) bureaus and other Federal agencies in addition to formulating acquisition strategies to support and enable the achievement of business objectives.
  2. Oversee the establishment of acquisitions policies and practices consistent with DOI's policies and practices to leverage industry standards and processes to create efficiencies in acquisition management that utilizes current tools and techniques to publish IIBC standards and make them readily accessible for others.
  3. Manage major programs that involve acquisition of supplies, services, construction, information technology, research and development, consultant services, through the use of sole source and competitively awarded contracts, grants, cooperative agreements, and other transactions by participating fully in policy and program formulation matters and provides advice, assistance, and counseling in directing, controlling, and ensuring the adequacy for the IBC acquisition programs.
  4. Respond to Congressional, Comptroller General, Inspector General, and other inquiries relating to acquisition matters to ensure the appropriate internal controls and are in full compliance with Circular A-123 guidance and acquisition programs comply with the Federal Acquisition Regulations.
  5. Provide executive-level leadership to collaborate with customers to identify gaps of service and ensure systematic approaches occur throughout the program in support of performance criteria. In addition, ensures policies and procedures for coordination and communications with customers are appropriately addressed with an emphasis on acquisitions management and change management.
