Job Summary
The employees occupying the positions of this class are responsible for performing and resolving technical and complex civil engineering tasks and problems within the framework of broad engineering and administrative guidelines within transportation. The Engineer I is an entry level engineer position in the Public Works Department. These employees operate from an office or in the field performing work under the supervision of an administrative supervisor. This is the first step in a career progression that continues to the Engineer II position and the Engineer III position. Engineer II employees work on more complex engineering tasks with less supervision and Engineer III employees manage the most complex engineering projects and are Certified Professional Engineers. The Engineer II position is the second step in a career progression that begins with Engineer I and ends with Engineer III. Engineer II employees perform tasks with limited supervision and require substantial use of independent judgment within the scope of advanced engineering assignments. Engineer I employees perform basic engineer work under the supervision of an administrative supervisor. Engineer III employees manage the more technical engineering projects and are Certified Professional Engineers. This transportation professional role is responsible for the review of land use and development engineering applications, plans, and reports for transportation concurrency, street and road standards. This position will be responsible to prepare transportation staff findings and presentations to the County hearings examiner regarding the required public improvements. Qualifications
Engineer I
Education and Experience:
• B.S. degree in Civil or related engineering.
- OR -
• High School Diploma or G.E.D. and two (2) years relative engineering work experience and possession of an E.I.T. certification.
Knowledge of: engineering principles, practices and the techniques and equipment involved; physical (hydraulics, mechanics, etc.) and mathematical (trigonometry, calculus, geometry, etc.) sciences and their application to engineering and field surveying computations and engineering design; construction materials, material testing and application; basic principles of supervision.

Qualifications
Education and Experience:

Compensation Information
The new hire base pay for this role has a salary range of $131,000 to $184,000. The actual salary offered will be based on a wide range of factors, including skills, qualifications, relevant experience, and US location. The salary range provided reflects the base salary and in addition may also be eligible for discretionary Arista bonuses, commissions, equity, and benefits including medical, dental, vision, wellbeing, tax savings and income protection. Among the varied range of responsibilities held within this role, the right of way professional will perform the following:
Resolve complex and complicated land activities such as road vacations, surplus properties, tax foreclosures, identify and clearing encroachments and encumbrances from the right of way.

What makes this role challenging: This position works independently, under administrative direction of the OCR Financial and Project Section Manager. As the agency expert, you will serve as the liaison between the Reclamation and Washington State Department of Ecology on issues relating to the Yakima Basin. Provide water rights research, assessment information, water law advice and interpretation of Washington water code. Analyzes and creates trust water rights, writes reviews, and edits contracts for water leases and purchases. Meets and negotiates with the public and with staff from various agencies to find and acquire water rights, and drafts and files appropriate petitions and proposed orders with the Yakima Adjudication Court and/or water right change applications to Ecology to transfer water rights from out-of-stream to instream uses.
Act as liaison and resource between the Reclamation and OCR and the Water Resources Program on matters related to YRBWEP. Manages flow tracking at the Parker and Prosser gages, as well as interaction with committee and workgroups related to YRBWEP and the Yakima Basin Integrated Plan (YBIP). Assists in the development of policy and guidance relative to the YRBWEP goals. Communicates with Ecology experts, including Water Resources Section Manager, OCR Program Director, OCR Operations Manager, irrigation district personnel and various engineers and hydrogeologists as needed to meet project commitments.

The Project Manager will support projects within our growing portfolio of work related to clean energy microgrids and distributed energy. These key technologies are critical to enable a broad transition to renewable and clean energy systems. We are selective with the projects we take on, focusing on those with potential for significant impact in accelerating progress towards the clean energy transition on a just and equitable pathway.
The person selected for this position will report directly to the Operations Director and be embedded with a team of engineers and researchers — including faculty, professional staff, and undergraduate and graduate students — who are committed to understanding, deploying, and improving these emerging technology systems. The Project Manager will support projects within our growing portfolio of work related to clean energy microgrids and distributed energy. These key technologies are critical to enable a broad transition to renewable and clean energy systems. The successful applicant will help manage innovative projects that will help decarbonize the electricity grid and provide resiliency benefits to communities. We are selective with the projects we take on, focusing on those with potential for significant impact in accelerating progress towards the clean energy transition on a just and equitable pathway.
The person selected for this position will report directly to the Operations Director and be embedded with a team of engineers and researchers — including faculty, professional staff, and undergraduate and graduate students — who are committed to understanding, deploying, and improving these emerging technology systems. The successful applicant will be responsible for managing several projects in the research area simultaneously (depending on the size and scope of the projects). This position has the potential to develop into a program management role, involving strategic leadership within a research area and management of a portfolio of related projects.
We work in a hybrid environment that supports flexibility and connection. Our team members currently have the option to work onsite all the time, or alternate between working remotely and at least 25% onsite at the Schatz Center. During the initial onboarding period, the Project Manager could telecommute, but ultimately will need to live within commuting distance of the Schatz Center.
