Program Manager II - Communications Specialist

About the position:

 The Office of the County Council is seeking a Communications Specialist (Program Manager II)  to work under the direction of the County Council’s Legislative Information Officer. 

 This position is a critical part of the Council’s communications team and is responsible for developing and implementing communications strategies and media and community outreach activities for the Council and the County’s Spanish-speaking residents.

 What you’ll be doing:

Serving as a liaison between the Montgomery County Council and the Latino community

• You will work with media outlets, reporters nonprofit and community groups, and residents to provide information on public policy decisions and services and resources provided by Montgomery County government (MCG)
• You will focus on issues of importance to the Latino residents in Montgomery County

Media Outreach

• You will conduct outreach activities via social media in English and Spanish
• You will host and produce the Council’s weekly radio program on Radio America in English and Spanish
• You will produce video content for County Cable Montgomery, the County’s television station in English and Spanish
• You will work with Councilmembers, staff, MCG departments, outside agencies and nonprofit and private sector organizations to plan and coordinate press events
• You will prepare and review talking points, press releases, social media content and video content 

Community Outreach

• You will host Council Town Hall meetings and other community events in English and Spanish
• You will represent the Council at community meetings
• You will attend Council community events, special events, press conferences and public hearings

• You have a proven track record of media and community engagement results

 About The County Council:

The Montgomery County Council legislates for the peace, good government, health, safety, and welfare of Montgomery County, and establish policies under which a system of public administration and finance provides services effectively, efficiently, and equitably.

 Other important information:

This position requires working with a multilingual community. The successful candidate will be required to pass an advanced proficiency (Spanish)/English language examination assessing those skills required for oral and written communication and comprehension.

This position requires frequent meetings with the public and requires working evenings and weekends outside of the office based on the needs of the Council and community members.

Minimum Qualifications

Experience:  Five (5 years) of professional experience in public or media relations, media production, media relations, public relations or a related field. 

Education:  Graduation from an accredited college or university with a Bachelor's Degree.

Equivalency:  An equivalent combination of education and experience may be substituted.
