Job Summary

This position manages English Language Learning (ELL), Family Literacy, and Integrated English Literacy and Civics Education (IELCE) programs as part of the Adult Education and Literacy (AEL) program at the Van G. Miller Adult Learning Center. Supervises students, staff, and volunteers for this noncredit programming for adults. Serves as a key member of the AEL Leadership Team and assists the Director of Adult Education and Literacy Programs in strategic planning, implementation of initiatives, continuous program improvement, and sustainability efforts. Assumes the responsibilities of the Director in their absence.

Essential Job Functions

Important responsibilities and duties may include, but are not limited to, the following:

  • Manages and develops ELL, Family Literacy, and IELCE programming and classes.
  • Oversees the day-to-day operations of the ELL, Family Literacy, and IELCE programs.
  • Works with a diverse population of non-native English speaking adult students.
  • Supervises in-person, remote, on-site, and off-site classes.
  • Assists in recruiting, interviewing, hiring, supervising, observing, and evaluating ELL, Family Literacy, and IELCE instructors.
  • Serves on hiring committees for other AEL staff.
  • Provides and/or coordinates orientation, training, in-service, and professional development for new instructors and volunteers.
  • Provides technology support for instructors and students.
  • Coordinates class assignments for students and teaching assignments for staff.
  • Plans and implements new programs, classes, and initiatives.
  • Assists Director in development of ELL, Family Literacy, IELCE, and AEL grant applications and reports.
  • Coordinates curriculum and develops teaching objectives for each level of ELL.
  • Evaluates, selects, and orders curriculum and materials; and continues to develop the curriculum for the programs.
  • Coordinates registration, assessment, orientation, and textbook selection.
  • Establishes policies and guidelines for ELL, Family Literacy, and IELCE programs.
  • Substitute teaches ELL, IELCE, U.S. citizenship, and work-based classes as needed.
  • Plans and holds annual ELL Next Step Ceremony recognition event.
  • Oversees the maintenance of accurate records, attendance, assessments, measurable skills gain attainment, time and effort, and other reports as required by the federal and state Department of Education.
  • Maintains compliance with federal, state, and college laws, policies, and standards.
  • Cooperates and collaborates with agencies, the college, and the community to provide services and classes.
  • Makes recommendations to the Director on budgetary needs.
  • Assists Director in providing return on investment information to the college concerning programs.
  • Assists Director in seeking and working toward sustainable program funding.
  • Serves as a positive voice to community groups about ELL, Family Literacy, IELCE, and AEL.
  • Works actively both on and off-site to improve AEL student recruitment and retention rates.
  • Seeks opportunities for students to gain employability skills as well as employment information and assistance.
  • Encourages connections between students and college and work opportunities working with the Transition Specialist, AEL Career Pathway Specialist, and other college staff.
  • Serves on the planning and implementation team for Integrated Education and Training (IET) and work-based training and classes for students.
  • Collaborates with workforce development and other partners to improve programming and services related to employment and employability of students.
  • Partners with other departments to help students transition from ELL to the High School Completion program, IET, short-term training programs, and college credit classes.
  • Attends college meetings and serves on committees.
  • Assumes the responsibilities of the Director in their absence.
  • Performs other duties as assigned.

 

Minimum Qualifications

  • Bachelor’s degree in Education, TESOL, or related field.
  • One year of teaching experience.
  • Demonstrated ability in grant writing/implementation/reporting.
  • Demonstrated ability to interpret federal and state laws, rules, regulations, and procedures in order to manage programs, projects, or services.
  • Demonstrated ability to train, supervise, and coordinate work of staff.
  • Demonstrated ability to establish and maintain effective working relationships with diverse populations.
  • Knowledge of adult education and family literacy research, theory, methods, instructional strategies, and curriculum.
  • Demonstrated ability to communicate effectively in written and oral formats.
  • Must be highly proficient using all Google Suite and Microsoft Office.
  • Ability to travel to and from appointments and meetings.

Preferred Qualifications

  • Master’s degree in TESOL.
  • Experience teaching adult ELL.
  • Experience with instructional/classroom technology.

 

Working Conditions

Requires skills for succeeding in an office environment, using technology.  Requires good hand-eye coordination including visual acuity to use a keyboard and read technical information; arm, hand and finger dexterity, including ability to grasp. Work is performed in an office setting.  Sit, stand, bend, lift and move intermittently during working hours.  During the course of the day, interact with students, faculty and staff in person, by telephone and computer.

 

Employment Status

Full time position with comprehensive benefits program including health, dental, vision, life, and LTD insurance, a Section 125 plan for medical and dependent care expenses; personal and sick leave; and a choice of retirement programs—IPERS (defined benefit) or TIAA (defined contribution). Salary will be commensurate with the applicant’s education and experience. Anticipated hours will be flexible including evenings and weekends.
