The employees occupying the positions of this class are responsible for performing and resolving technical and complex civil engineering tasks and problems within the framework of broad engineering and administrative guidelines within transportation. The Engineer I is an entry level engineer position in the Public Works Department. These employees operate from an office or in the field performing work under the supervision of an administrative supervisor. This is the first step in a career progression that continues to the Engineer II position and the Engineer III position. Engineer II employees work on more complex engineering tasks with less supervision and Engineer III employees manage the most complex engineering projects and are Certified Professional Engineers. The Engineer II position is the second step in a career progression that begins with Engineer I and ends with Engineer III. Engineer II employees perform tasks with limited supervision and require substantial use of independent judgment within the scope of advanced engineering assignments. Engineer I employees perform basic engineer work under the supervision of an administrative supervisor. Education and Experience:

Possession of a valid Class B driver’s license to operate a motor vehicle. Requirement exists at the time of hire and as a condition of continued employment.

James City County’s Building Safety and Permits Division seeks an individual to perform advanced work supervising staff to ensure compliance of residential, commercial, industrial, and institutional structures with the Virginia Uniform Statewide Building Code and appropriate County ordinances. Responsibilities:
Responsible for the effective supervision of assigned staff including selection, performance management, employee relations, training, prioritizing and assigning work and related activities.
Manages the inspection process to ensure even distribution of work and schedules and deadlines are met; assigns field inspections and investigations; issues written determinations of compliance when required; handles unsafe structure complaints.
Manages plan review process; reviews plans of residential, commercial, industrial and institutional structures with lead inspectors to ensure familiarity with proper inspection methods and procedures; works in partnership with contractors, builders, citizens, and other County departments and outside agencies.
Assists director with interpretations of policies, codes, and regulations; assists staff in the proper use of the governing code and administrative office procedures; keeps staff informed of code changes; participates in the review of new and revised codes.
Supports the director in the administration of the division; collaborates with staff to ensure that functions of the division are completed; may manage the division in the director’s absence.
Requirements:
Any combination of education and experience equivalent to a Bachelor’s degree in engineering, architecture, or related field; licensed by the Commonwealth of Virginia as a registered architect or professional engineer preferred; and, some experience in plan review or inspection, interpreting and applying the codes, related laws and ordinances and progressively responsible supervision.
Must possess or be able to obtain the following certifications from the Commonwealth of Virginia within 18 months of hire date:
Building Plans Examiner
Residential Plans Examiner
Residential Energy Plans Examiner
Must possess or be able to obtain a Certified Building Official certification from the Commonwealth of Virginia within 36 months of hire date.
Must possess, or be able to obtain within 30 days of hire, a valid Virginia driver’s license and have an acceptable driving record based on James City County’s criteria.
Advanced knowledge in building code enforcement and administration; considerable knowledge of the means and methods of construction; knowledge of leadership techniques, principles and procedures to assign work, schedule, supervise, train, and evaluate the work of assigned staff; principles and processes for providing customer service including setting and meeting quality standards for services, and evaluation of customer satisfaction.
Skill in use of computer software, especially Microsoft Office Suite.
Ability to understand and correctly interpret and apply codes, related laws, and ordinances; read and understand construction documents; use automated data systems; develop and implement office policies and procedures; maintain effective working relationships with contractors, building owners, and the public; enforce codes with firmness, tact, and impartiality; recognize deficiencies and non-compliance in design and work.

Performs duties related to the enforcement of County codes and regulations in an officer or coordinator capacity. Responsibilities and duties include, but are not limited to, conducting field investigations, communicating with citizens, gathering pertinent information, preparing written reports, analyzing and interpreting the applicable code, determining appropriate enforcement action and pursuing legal remedies through the appeal hearings process. Contacts occasionally are adversarial in nature and the employee must use skill and judgment to resolve both technical and interpersonal problems in code compliance.
Employees in this position receive direction from the Code Enforcement Manager.
Qualifications
Education and Experience
High school or vocational school graduation or GED certificate.
Two years of related field experience in planning, zoning or building code enforcement, including direct contact with the public; or Three years of related experience conducting code violation investigations within a local government planning/community development office or department.
Any combination of education or experience that provides the desirable skills, knowledge and abilities equal to three years.
Current building inspector certification may be a requirement for certain positions in this classification.
Must possess, or have ability to obtain, a valid driver’s license at the time of hire.
CONTINUING QUALIFICATIONS FOR CODE ENFORCEMENT OFFICER JOB FAMILY:
The Code Enforcement Officer must obtain AACE Zoning Inspector or Building Code Inspector certification within two years of hire date.
An incumbent who fails to obtain one of the certifications desired within the designated time frame will be considered “below expectations” in performance and will be subject to corrective action and/or discipline, including termination, for failure to achieve performance standards.
Knowledge of: Legal process, enforcement of codes, laws and regulations pertaining to building construction, Clark County zoning ordinances and nuisance ordinance; conflict management and resolution techniques; governmental regulations, policies and procedures; principles and practice of communications.
Ability to: Communicate technical information and requirements in a clear and accurate fashion both verbally and in writing; develop and maintain effective working relationships with associates, management personnel, and the general public; apply discretion, judgment and organizational skills to a variety of projects, assignments and situations; ability to elicit voluntary compliance with County codes and regulations; and work independently.
