JOB DUTIES AND RESPONSIBILITIES:
Serve as a member of the Executive Cabinet.
Implement measures to increase equitable student success.
In coordination with the faculty, develop a strategic academic plan for the College.
Drive change to forecast and shape the academic profile to meet student and industry needs.
Oversee the alignment and execution of relevant and timely non-credit and workforce training.
Supervise instructional staff, including the Associate Vice President of Instruction, deans, and instructional office staff.
Serve as liaison with state and federal entities, accrediting associations, public and private schools, other higher education institutions, community agencies, and business and industry concerning instructional matters.
Monitor and manage expenditures of the instructional budget.
Lead, inspire and ensure faculty commitment to equitable learning opportunities and outcomes.
Ensure staff and faculty represent the diverse student population through equity-centered and data- informed approaches.
Serve as a key College leader in Guided Pathways and serve on the Guided Pathways Strategic Planning team and Guided Pathways Advisory Council.
Guide the work of the Curriculum Committee and Instructional Planning Team to systematically review policies, programs, outcomes, and course offerings.
Provide appropriate training and support for adjunct, probationary, and tenured faculty.
Foster open, inclusive, and candid communication among administration, faculty, staff, and students on matters related to Instruction.
Provide leadership for instructional efforts associated with accountability, outcomes assessment, and accreditation.
Serve as chair or member of designated College committees, councils, and teams.
Provide leadership in accordance with the Mission and Vision established by the College, furthering values, tenets, and priorities of the College.
Ensure areas of responsibility operate effectively within the policies and procedures of the College and applicable governing agencies.

MINIMUM QUALIFICATIONS:
Master’s degree from an accredited institution.
Three (3) years of full-time teaching experience.
Five (5) years in upper management in instruction (Dean-level or above) and/or educational administration.

Ability to work well with people of all ages from academically, culturally, and socioeconomically diverse backgrounds.

The Programmer Analyst III provides advanced analysis and programming support for enterprise software applications and customer-facing business administrative systems for the College. Required Knowledge, Skills and Abilities
Advanced knowledge and experience with SQL and PL/ SQL . Knowledge of PHP , JavaScript, Java, bash, . NET , and use of APIs a plus.
Demonstrated strong analytical skills.
Experience in computer system analysis, design, and testing.
Knowledge of enterprise programming methodologies.
Knowledge of education ERP , specifically higher education ERP , a plus.
Knowledge of variety of operating systems (Linux & Windows preferred).
Experience with programming in relational DB’s (Oracle & MSSQL preferred).
Strong customer service skills and familiarity with service management methodologies.
Knowledge of project management methodology. Ability to plan, organize and follow through multiple projects simultaneously.

Review legal notices such as Notice and Orders, Compliance Certificates and Termination of Enforcement. Assist in recording documents as needed.
Assist in the development of code enforcement programs and in planning and implementation of changes to current programs.
Assist in the review and revision of code enforcement policies and procedures as needed and monitor staff to verify they are complying with policies and procedures.
Coordinate and standardize section code interpretation and participate in Department code interpretation and code change recommendations.
Represent King County in legal action by acting as expert witness, giving depositions, and answering interrogatories in litigation involving code enforcement actions.
Provide information to the public on code clarification, code interpretation and enforcement issues, and be available to represent the Code Enforcement Section at community meetings if needed.
Investigate reports of building, zoning, housing, grading, clearing/grading, critical-area, and nuisance code violations, including property research, site inspections, assessment of violations, interviews of involved parties, and making written and photographic records for evidence in hearings and trials.

Provide guidance to Code Enforcement Officers in resolving difficult and/or unusual situations related to code enforcement cases.
Review case notes and enforcement files to determine adequacy of data entry, timing and frequency of inspections, and documentation of code violations.
Monitor timelines for Notice and Orders, billing of civil penalties, appeals, etc. to assure appropriate and timely follow-up.
Provide feedback to the PLM on employee work performance; and assist the PLM in case assignments to balance workload.
Provide training and technical guidance to Code Enforcement Officers.
Review and update form letters and public information materials as required, to reflect changes in code requirements and policies.
Assist Code Enforcement Officers with difficult public hearings and legal actions and assist in the field with difficult site inspections.
Review legal notices such as Notice and Orders, Compliance Certificates and Termination of Enforcement. Assist in recording documents as needed.
Assist in the development of code enforcement programs and in planning and implementation of changes to current programs.
Assist in the review and revision of code enforcement policies and procedures as needed and monitor staff to verify they are complying with policies and procedures.
Coordinate and standardize section code interpretation and participate in Department code interpretation and code change recommendations.
Represent King County in legal action by acting as expert witness, giving depositions, and answering interrogatories in litigation involving code enforcement actions.
Provide information to the public on code clarification, code interpretation and enforcement issues, and be available to represent the Code Enforcement Section at community meetings if needed.
Investigate reports of building, zoning, housing, grading, clearing/grading, critical-area, and nuisance code violations, including property research, site inspections, assessment of violations, interviews of involved parties, and making written and photographic records for evidence in hearings and trials.

Financial Administration 30%
Oversee the preparation of financial statements, financial filings and 990 reporting for all applicable LCV entities.
Collaborate and provide direct leadership across organizations to support knowledge base around financial processes, budgeting and the monthly review process.
Partner with external consultants, vendors and stakeholders to achieve results for the organization, including financial consultants, financial system vendors, consulting investment accountant, tax accountant, legal counsel, and Board members.

We are seeking a leader who will help us lead with a deep commitment to these values. The SVP, Finance will be focused on the executive leadership of the finance department and is responsible for overseeing the accounting and financial planning and analysis divisions of the department. The SVP, Finance will ensure all accounting operations are in compliance with GAAP, and internal accounting controls are maintained for data integrity, compliance, risk and provide quality analyses for organizational decisions. As a member of the Executive Team, the SVP, Finance participates in the development of organizational plans for LCV and our family of organizations including the League of Conservation Voters Education Fund, LCV Action Fund, LCV Victory Fund, GiveGreen United Action Fund, and Chispa AZ PAC. The SVP, Finance’s priorities are to manage financial strategy, develop and implement best practices, and lead the entire financial administration of our $150M organization.
The SVP, Finance will directly manage the Vice President of Finance (Financial Planning & Analysis) and the Vice President of Accounting, and indirectly support a team of 11 including a Financial and Budget Analyst, Director of Grants Management, Senior Revenue Accountant, Revenue Accountant, Finance Coordinator, Staff Accountants, Senior Director of Accounting and an interim contracted Accounts Payable Specialist. The SVP, Finance will work to enhance efficient financial operations and assist in the organizations’ compliance with relevant tax and campaign finance laws, regulations and filings. The Senior Vice President of Finance will thrive in our complex environment. This position will report directly to the Chief Operating Officer and will work closely with LCV’s President.
Responsibilities :
Financial Administration 30%
Oversee the preparation of financial statements, financial filings and 990 reporting for all applicable LCV entities.
Collaborate and provide direct leadership across organizations to support knowledge base around financial processes, budgeting and the monthly review process.
Partner with external consultants, vendors and stakeholders to achieve results for the organization, including financial consultants, financial system vendors, consulting investment accountant, tax accountant, legal counsel, and Board members.
Collaborate with COO and President on critical financial decisions, considerations and work closely with Legal on finance compliance processes to maintain accuracy and completeness of revenue and disbursements reported.
Maintain an adequate system of internal accounting controls throughout the company and between all entities.
Oversee major financial processes in conjunction with Vice Presidents of Accounting & Finance, i.e., Budgeting & Audit/990 process.
Support the VP of Accounting to monitor appropriate use of account numbers toward proper classification and recordkeeping of financial transactions; implement changes when appropriate.
Support the VP of Finance to monitor the set up and execution of our grants management processes & systems, financial analysis and reporting, variance analysis, net asset schedules, investment strategy and fiscal and grant budgeting process.
Oversee the provision of ongoing Cash Management, Cash Flow & Variance Analysis to senior management.
Assist the Legal/Compliance teams as needed with federal & state filings including FEC, state election agencies, LDA and charitable solicitation filings.
Strategic Finance 30%
Provide ongoing strategic financial direction and develop policies and procedures, manuals, training, and toolkits.
Monitor and advise on the financial health of the organization, assets, holdings, investments and reserves of $6M.
Ensure the organization remains in excellent financial standing, and monitor changes that may impact financial reporting.
Partner with the VP of Finance to oversee the organizational budget and conduct high level analysis for a wide range of needs including our CBA union process and negotiations that require financial analysis.
Support the development of business continuity and contingency plans to strengthen financial modeling and scenario planning.
Develop financial materials, training, narratives, presentations and visuals to support financial resource development and resource/tool building.
Lead the migration, integration and upgrades for all financial technology; manage the flow, use and utilization of cloud-based technology for the organization; explore new technology and dashboarding options as necessary.
Serve as a consultant/advisor to LCV's President, its 13 members of the executive team, and 40+ Board Members, on all financial matters regarding the company and its entities.
Participate in strategic planning & priorities, including the development of financial KPIs.
Evaluate & advise on impact of financial initiatives, including, short, mid and long term strategies for LCV.
Leadership 40%
Direct and manage the organization’s financial planning & analysis division with a critical eye on cyclical financial processes, annual filings, compliance and reporting for all LCV entities.
Provide coaching, mentoring, and values-based management to the accounting/finance team with an equitable and inclusive lens.
Lead efforts to create a departmental culture that is inclusive, respectful, racial justice aligned and equitable. Manage the department’s racial justice and equity goals.
Execute the financial strategy of the organization to meet financial goals.
Oversee the financial operations, ensuring a best-in-class office and high performing team.

Qualifications :
Work Experience:
Required - 15+ years of accelerated financial leadership; ideally as a Chief Financial Officer (CFO), in Financial Planning & Analysis and Accounting or other Senior Executive Leadership role in finance for a midsize to large, complex multi-entity set of organization, ideally in a progressive non profit or nonprofit advocacy sector (c3/c4/PAC). Experience managing intercompany transactions and consolidated financial statements.
Demonstrated knowledge and experience with GAAP, IRS codes, Internal Controls, and financial reporting and analysis.
Advanced technical experience: entire Microsoft Suite of products, ASC 606 revenue recognition standards, grants/contract management, nonprofit accounting, modern financial reporting and frameworks.
Preferred - Prior experience in a racial justice and/or environmental organization.

Duties
What makes this role unique? In this role, you will use a blend of business analysis and technology-vendor management skills. You will influence program managers, budget managers, and customers to make data driven decisions to ensure technology purchases align with statewide technology standards and purchasing policies. You will develop and continuously improve processes to collect, analyze and evaluate IT equipment usage data and recommend procurement strategies that are economical and benefit the agency. Activities include developing specifications for large, complex or unusual procurements projects such as major relocation projects, computer systems, and communications systems. What you will do:

Duties
What makes this role unique? In this role, you will use a blend of business analysis and technology-vendor management skills. You will influence program managers, budget managers, and customers to make data driven decisions to ensure technology purchases align with statewide technology standards and purchasing policies. You will develop and continuously improve processes to collect, analyze and evaluate IT equipment usage data and recommend procurement strategies that are economical and benefit the agency. Activities include developing specifications for large, complex or unusual procurements projects such as major relocation projects, computer systems, and communications systems. What you will do:
Independently perform market analysis on highly complex purchasing projects and take appropriate procurement methodology action to ensure project goals are met.
Collect, analyze and evaluate supply and equipment usage data, managing and controlling the IT inventory for all technology hardware coming into and leaving the agency.
Track existing inventory, warranty replacement schedules, and new equipment purchases
Ensure technology software licenses are in compliance with software licensing agreements.
Work in collaboration with the ITSO staff who manage software and licensing processes; to support license compliance and contract auditing type documentation.
Design, create and publish reports/charts on various metrics as directed by management.
Understand and ensure agency IT procurements are in alignment with current and future IT infrastructure requirements
Submit equipment orders for desktop hardware and peripherals.
Receive and inventory, desktop hardware and peripherals.
Maintain tracking system for IT technicians to configure and deploy IT hardware and peripherals
Develop and continuously improve processes that ensure technology software requests have been properly vetted and are approved for use within Ecology
Maintain and update approved agency computer and component list
Ensure proper approvals are obtained for purchases, when purchases do not follow traditional Purchase Tracking System routing.
Qualifications
Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.
Option 1:
Five (5) years of experience in large scale procurement, stock control, receipt, storage and issue functions in either government or business.
Option 2:
An Associate of Arts degree in business administration, procurement, logistics or supply management or allied field; or one of the following professional certifications: Certified Professional Public Buyer (CPPB), Certified Public Purchasing Officer (CPPO), Certified Purchasing Manager (CPM), Certified Professional in Supply Management (CPSM) or other related certification.
AND
Three (3) years of full-time experience in large scale procurement, stock control, receipt, storage and issue functions in either government or business.
Option 3:
A Bachelor's degree or higher in business administration, procurement, logistics, supply management or allied field. AND One year of experience in large scale procurement, stock control, receipt, storage and issue functions in either government or business. The following duties may be performed but are not limited to:
Directing all aspects of the department’s procurement and property strategies.
Ensuring all procurement and property activities are accomplished through a legal and ethical framework that maintains compliance with the Public Contracting Code, Attorney General Model Public rules, Department of Administrative Services (DAS) rules, Governor Executive Orders, and policies.

What you will do:
As the Contracts, Procurement and Property Manager, you will serve as a member of the Central Business Services Division of the agency and as the Designated Procurement Officer (DPO) as defined in OAR 736-146-0012. You will direct and manage the department’s contracting, procurement, property and SPOTS program.
In this role, you will manage the development and implementation of administrative rules for the authority granted in ORS 279A.050(6)(d) to procure “all goods and services, public improvements and personal services relating to state parks”.
The Central Business Services Division provides Procurement, Property, Communications, Budget, Accounting, Payroll, HR and IT services to the rest of the agency. Additionally, the Division has responsibility for the Recreation Grant and Community programs. The Recreation Grant and Community programs serve state agencies, counties, cities and non-profit organizations.
The following duties may be performed but are not limited to:
Directing all aspects of the department’s procurement and property strategies.
Ensuring all procurement and property activities are accomplished through a legal and ethical framework that maintains compliance with the Public Contracting Code, Attorney General Model Public rules, Department of Administrative Services (DAS) rules, Governor Executive Orders, and policies.
Developing and maintaining the department’s administrative rules, procurement policies, procedures and processes in conformance with the Public Contracting Code and all corresponding rules, policies and procedures.
Reviewing legislative concepts and legislation to incorporate changes for existing administrative rules and developing additional administrative rules as needed.
Developing reports for the OPRD Commission including the Delegated Authority Report.
Providing procurement, property and contract training to staff and contractors.
Providing updates and guidance to staff on contracting law.
Regularly attending reverse vendor trade shows that assist contractors on how to do business with the state of Oregon.
Directing policy changes and process enhancements for tracking the agency vehicle usage.
Leading the agency’s SPOTS card program, responsible for policy, procedure, review of audit, training, and rules related to the agency’s use of the SPOTS card used for travel and procurement.
Reviewing monthly audit findings to ensure compliance with laws, rules and policies related to SPOTS, travel, meal and refreshments, procurement and property.
Minimum Qualifications:
(a) Three (3) years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation. OR (b) Two (2) years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation; AND 45-48 quarter hours (30-32 semester hours) of graduate level coursework in management. OR (c ) Three (3) years of professional experience as a program/project leader, assigning and reviewing work of professional staff (e.g., engineers, etc.) including project responsibility for developing goals and objectives, project evaluation, and monitoring and controlling or preparing a budget.

Overseeing compensation functions including base salary structure, compensation law compliance, job descriptions, and job codes. Providing input on budget regarding all facets of compensation. Conducting equitable benchmarking and maintaining pay equity.

Talent Development and Promotion: Collaborating with management team, anticipating future organization talent needs to build internal bench-strength and preparing robust talent pathways. Activity will include development planning, developing job ladders, succession planning, talent development forums, staffing strategies, and other talent management processes. Ensuring that all processes for promotions and special appointments are transparent, aligning with equity and inclusion goals, and developed in consultation with organizational leaders.
Recruitment: Overseeing the entire recruitment and hiring process, including supporting and training hiring managers. Managing relationships with outside recruiters (with recruiting team). Working with senior leadership to develop long range staffing plans. Reviewing and revising processes for recruiting and hiring to better achieve the goals of diversity, equity, and inclusion.
Performance Management: Supervising development and utilization of performance evaluation system; providing training and coaching for managers on performance management; ensuring quality reviews are being done on a timely basis across the organization. Bachelor's degree, advanced degree preferred, plus formal HR professional certification commensurate with responsibilities.
