Clark College is currently accepting applications for a full-time, 12-month, administrative exempt Risk Manager position in the Human Resources department. The Risk Manager is an integral part of the College’s effort to provide a safe and healthy environment across all locations. The position is a collaborative member of the Labor and Compliance team which also includes Employee Development, Environmental Health and Safety, Records Coordination, and Labor Relations. Under the direction of the Director of Labor and Compliance, the Risk Manager assesses, tracks, and monitors potential risks to protect the College from exposure that could have adverse consequences to the College’s operations. Position Responsibilities
Participates with others on loss prevention and control efforts identifying and analyzing potential exposure to loss; develops related goals and other program performance expectations.
Implements alternative risk management and mitigation techniques, strategies, and measures.
Participates in, and may direct, the development of new programs, initiatives, and incentives to reduce and mitigate risk.
Participates in contract review, MOU and other agreement processes for the College to ensure minimization of risk. Helps college administrators to develop, negotiate, and review contracts using the College’s Contract Review and Approval Process. Reviews clinical affiliation agreements with hospitals, clinics, and other provider agencies that programs have negotiated.
Participates in the development of the program budget and monitors performance against funding and expense requirements.
Serves as a liaison to College departments regarding risk factors and workers’ compensation.
Assists with the investigation, administration, and adjudication of tort claims filed against the College; contributes to the formulation of findings and makes recommendations for action and adjudication of claims for approval by the College.
Coordinates with the College’s liability insurance carrier to obtain certificates of coverage and to assess risk and liability exposures. Ensures the renewal and payment of insurance premiums in accordance with college policies and executive leadership approval. Conducts internal insurance claims investigations. Analyzes and advises on the College’s insurance coverage.
Ensures College’s risk management efforts are in compliance with existing laws and College policies and procedures.
Builds College-wide support and visibility for risk management and general loss control programs and initiatives.
Provides ongoing training and communication to College employees to ensure compliance and reduce risk.
Accumulates and analyzes data and develops comprehensive reports related to the risk management program.
Serves on a variety of related internal committees and/or task forces.
Conducts periodic risk prevention audits of the College assets, workers compensation program, and other liabilities within the scope of position responsibilities.
Makes recommendations to administration on reducing risk at the College.
Manages driver’s authorization program; ensures requirements are communicated to College faculty, staff, and volunteers.
Creates and maintains complete, accessible, and auditable files and records of work.
Participates in disaster recovery and emergency planning for the College in conjunction with administration and the College’s Environmental Health and Safety Manager and Emergency Planning Specialist.
Communicates with the College’s Assistant Attorney General and other government agencies as necessary on risk related matters.
Assists in the revision of relevant sections of the Washington State Administrative Code, when necessary.
Represents the College at regional, state and national meetings, as appropriate.
Develops and administers an Enterprise Management Program for the College.
Works primarily in-person and on campus. This is not a remote work position.

Qualifications
MINIMUM QUALIFICATIONS:
Associate’s degree in a related field (ex: risk management, human resources, public or business administration, or paralegal) AND three (3) years of comparable professional work experience OR equivalent related education/work experience.
A strong background in research, writing, and analyzing and understanding complex data, policies, and laws.
Experience working with risk management, public records, liability insurance, contracts, policies and procedures, and workers compensation claims.

The Clark County Geographic Information Services (GIS) division has a current opening for a Land Records Technician II. The Land Records Technician II position performs nearly the full range of process work associated with land records and parcel maintenance, and serves as a contact for customers (property owners, businesses, government agencies, etc.) regarding these technical issues. Employees in this classification perform a wide variety of advanced and complex technical process work, including interpreting, researching and mapping legal descriptions, providing customers with map products and information on parcel ownership, legal descriptions and parcel maintenance. This role researches, secures and processes easements, quitclaims and other related distribution rights-of-way documentation. Coordinates and maintains communication with both internal and external customers, including legal representation, municipalities, title companies, surveyors, environmental, Dominion Energy's Legal department, landowners and other entities pertaining to questions, the acquisition of, or proof of new and existing rights. Required Knowledge, Skills, Abilities & Experience
Entry-level: 1-2 years of real estate and/or industry-related experience (right-of-way, title research, land rights, easements, acquisitions, surveying, etc.).
Mid-level: 4-6 years of real estate and/or industry related experience (right-of-way, title research, courthouse research, land rights, easements, acquisitions, surveying, etc.).
Note: a partial year of related work experience of 6 months or greater will be considered one year towards the qualifications.
Entry-level requires basic knowledge of concepts and applications of real estate terms and principles; basic knowledge of drafting; ability to read and interpret boundary maps.
Skills: verbal and written communication, interpersonal, negotiation, persuasiveness, proficiency with Microsoft Office.
Abilities: work independently, process information quickly, deductive reasoning, research and analyze data and develop solutions, Microsoft Office and AutoCAD applications.

Responsible for maintaining and managing accurate workload records, learning and enforcing Rights-Of-Way policies and procedures. Researches land ownership and existing easement rights for property. Reviews easements for accuracy. Facilitates acquisition and/or prepares and secures permits from government agencies and railroads. Reviews and prepares quitclaims. Reviews, researches and answers questions from government agencies, landowners and customers. Assists in the response to requests for boundary line clarifications and adjustments from internal, external, and governmental authorities to determine company's right to serve new electrical customers. Assists with service restoration efforts as needed.
Mid-level will also negotiate land rights for assigned region.
Required Knowledge, Skills, Abilities & Experience
Entry-level: 1-2 years of real estate and/or industry-related experience (right-of-way, title research, land rights, easements, acquisitions, surveying, etc.).
Mid-level: 4-6 years of real estate and/or industry related experience (right-of-way, title research, courthouse research, land rights, easements, acquisitions, surveying, etc.).
Note: a partial year of related work experience of 6 months or greater will be considered one year towards the qualifications.
Entry-level requires basic knowledge of concepts and applications of real estate terms and principles; basic knowledge of drafting; ability to read and interpret boundary maps.
Skills: verbal and written communication, interpersonal, negotiation, persuasiveness, proficiency with Microsoft Office.
Abilities: work independently, process information quickly, deductive reasoning, research and analyze data and develop solutions, Microsoft Office and AutoCAD applications.
Mid-level requires (in addition to above): knowledge of paralegal; sound understanding of electrical distribution; drafting and title reseach; ability to read and interpret boundary, governmental and US geological maps; knowledge of GIS tools and mapping procedures.
Skills: excellent level of above-mentioned skills.
Military service members and veterans with ranks from E3-E5, W1-W2, or O1-O3, plus appropriate equivalent combination of education and years of experience as outlined above.
Education Requirements
Education Level: Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education: Associate's degree, Bachelor's degree.
Other Education: Business.
