The Multnomah County Department of Community Justice (DCJ) is seeking a Senior Manager for the Juvenile Services Division (JSD). This Senior Manager provides administration, oversight, planning and evaluation of JSD’s 64-bed regional detention facility and 16-bed Behavior Rehabilitation Services (BRS) Assessment & Evaluation (A&E) residential program. You will direct and approve through subordinate managers the planning, prioritizing, assigning, supervising, training, and review of the work of a diverse workforce by serving as a resource, providing direction, guidance, and leadership to staff and subordinate managers; advising subordinate managers on complex and sensitive concerns and issues; responding to and resolving confidential and sensitive inquiries; investigating complaints and recommending corrective actions as necessary; and selecting, directing, and managing the work of consultants.
You will analyze and review federal, state and local laws, regulations, policies, and procedures in order to ensure compliance with Oregon Detention Guidelines, applicable Oregon Revised Statutes (ORS), and Behavior Rehabilitation Services (BRS) Oregon Administrative Rules (OAR); serve as the Prison Rape Elimination Act (PREA) Facility Manager; conduct analysis on best practices and trends, and formulate and implement recommendations; develop, implement, and maintain quality management and change management plans and systems to ensure compliance and achieve expected outcomes.
You will develop, administer and monitor a budget of over $10 million; approve expenditures with strict adherence to County finance rules; develop justifications and make budgetary recommendations to the DCJ Executive Team; participate in forecasting additional funding requirements for staffing and resources; identify, obtain, and manage funding from grants, contracts and other funding streams; participate in the interpretation, negotiation, management, and enforcement of contracts; and coordinate the finalization of budgets to ensure the timely submission of the department budget.
Additionally, you will negotiate, problem solve, and collaborate closely with contractors and other partner organizations including the Oregon Youth Authority, Oregon Department of Human Services - Child Welfare, Multnomah County District Attorney's Office, State Court System, Multnomah Education Service District, Multnomah County Health Department, Annie E. Casey Foundation, other County departments and County Juvenile Departments, local law enforcement and state agencies.
You will also represent the county to the public, elected officials, other agencies, governments, and organizations including making presentations, participating in meetings, and conducting community outreach; and act as representative on internal and external committees, interagency task forces, special projects, and other community outreach activities.
JSD Senior Managers are responsible for a team of 5-7 subordinate managers who oversee employees who work in Detention and Residential Services or Court and Community Supervision Services. JSD Senior Managers serve as members of the DCJ Senior Leadership Team and the JSD Juvenile Leadership Team. This Senior Manager leads the Detention Leadership Team.

You will review outcome data and benchmarks through a review of management reports, research and evaluation data, results audits, performance appraisals and meetings with managers. You monitor and participate in the development and administration of the division budget, including forecasting of resources needed, expenditures, and recommend mid-year or other adjustments.

The role will support the Scientific Advisory Council and the Adult Resuscitation Sub-Council and, as requested, will serve as an internal and external ARC medical SME / liaison. The role will also assist with ongoing education by being involved in continuing education accreditation for Training Services. This is a 100% remote position. Position Description
America Votes Pennsylvania is seeking a well-organized self-starter for a full-time position as the Pennsylvania Program Director. The Pennsylvania Program Director plays a key role in the advancement of the progressive movement and winning elections in the state. This person will be the keeper and coordinator of some of the most exciting progressive electoral and issue work taking place in the state. The position works directly with the America Votes team, as well as dozens of progressive partners across the state, in the planning and execution of electoral and advocacy campaigns, the coordination of field programs, and the utilization of best practices to ensure quality plans and maximize our collective efforts. This position is ideal for someone who is ready for a mid-level role in a campaign environment and has a passion for helping others do their best work, loves canvass programs, and is excited about the details and tools that power direct voter contact programs. The position reports directly to the Pennsylvania State Director.

This position is based in Pennsylvania with Philadelphia preferred and will require travel around the state.
Responsibilities
Project Management: Support the state director in implementing America Votes' organizational goals, including REI goals. Participate in team creation of work plans and team benchmarks for success. Manage special projects to deliver on team goals.
Partner Support : Support coalition partners through the development of campaign plans (electoral, voting rights and issue campaigns). This may include providing technical and organizing assistance for individual partner organizations or groups of partners , responding to programmatic requests, and supporting the implementation of winning strategies. Develop or co-develop capacity-building opportunities for partners and work with the state team to assess program gaps and overlaps to maximize program impact for both issue and electoral efforts. Work with the state data director to support data needs of partner programs. Portfolio may include some grant management.
Support Coalition Management : Work with the state director by tracking electoral and advocacy programs aligned with the coalition plan, monitoring benchmarks, providing technical assistance including scaling up tactics and basic use of tools like VAN, and identifying gaps in collective strategy. This work may include providing logistical support to coalition meetings, leading core areas of the coalition coordination, leading strategic conversations around winning strategies, and/or managing work groups. Maintaining external communications with partners (i.e. may include weekly emails) and workgroup listservs, meeting follow-up, regular phone calls, etc. Lead and support the creation and development of written reports and products. Support and create content for reports and deliver presentations to diverse sets of stakeholders, sometimes on short timelines.
Direct Voter Contact Leadership : Lead coalition campaign work on field tactics implementation (like canvassing), including supporting the integration of best practices as well as managing universe coverage. Facilitate creative solutions to challenges related to electoral and issue campaigns. Support electoral and advocacy program implementation across partner organizations including script development and program timing and support some partners in using VAN (Voter Activation Network). This work includes planning, implementation and post-program assessment and may include developing systems or updating existing systems to manage the information.
Program Implementation Management : Lead meetings of coalition partners, which may include work groups on election-related topics such as down ballot (legislative, school board, etc) races. Support events of America Votes partners and allies including coalition meetings and trainings. Support program implementation through the voter file and other tools including basic VAN administration and support in using tools like Scale to Win.

Qualifications
Required
Ideal candidates will have at least 3-5 years of experience in progressive political campaigns, progressive non-profits or similar organizations (with a campaign focus), or similar transferable experience and a minimum two years of project management experience.
Experience working with underrepresented and/or historically marginalized communities, particularly in electoral or political settings.
Strong sense of ownership and resilience with respect to planning ahead, finding alternative paths when needed, and moving forward after setbacks. Demonstrated a bility to move people to action and hold them accountable with and without formal authority.
At least one cycle (minimum of 12 months) of experience with campaign field operations including canvass operations and script writing. Familiarity with VAN (Voter Activation Network) or similar systems. Understanding of canvass operations and how to scale programs required. Experience with data and targeting, including using data to inform strategic decisions in campaigns.
Demonstrated ability to build consensus, negotiate, and strategically disagree within a highly collaborative work environment; ability to be respected by progressive stakeholders, to be trusted to lead and to be able to practice confidentiality, discretion and legal compliance in the work.
At least two years of experience working in a coalition including experience facilitating and working within broad and diverse coalitions. Ability to build strong relationships with partners and allies and to cultivate those relationships over the long term.
Ability to work independently and to drive and manage own workload; ability to manage several tasks/projects concurrently and prioritize work effectively by making and meeting team goals.
Experience with data and targeting, using data to inform organizing and electoral campaign strategies. Understanding of common voter contact methods like canvass, mail, and phone programs and applying those to persuasion and mobilization efforts, including vote by mail.
Proficient in Microsoft Office / Google Drive with emphasis on using Excel, Powerpoint, Google Slides and Google Sheets. Must have the ability to manage a high volume of campaign data as well as create informational decks/slideshows.
Ability to travel within the state (as needed); ability to work irregular campaign style hours, especially during the peak months of the electoral cycle. As the health environment allows, meeting in person one-on-one, in small groups, and in large coalition meeting settings.
Candidates should have a spirit of service and curiosity, along with a diplomatic approach to problem-solving in work with outside partners and while working independently or on a team.

Knowledge of and experience with Pennsylvania political landscape and/or independent expenditure political campaigns.

Compensation
The minimum salary for this position is $65,000 an d depends upon the applicant's experience. Support Coalition Management : Work with the state director by tracking electoral and advocacy programs aligned with the coalition plan, monitoring benchmarks, providing technical assistance including scaling up tactics and basic use of tools like VAN, and identifying gaps in collective strategy. This work may include providing logistical support to coalition meetings, leading core areas of the coalition coordination, leading strategic conversations around winning strategies, and/or managing work groups. Maintaining external communications with partners (i.e. may include weekly emails) and workgroup listservs, meeting follow-up, regular phone calls, etc. Lead and support the creation and development of written reports and products. Support and create content for reports and deliver presentations to diverse sets of stakeholders, sometimes on short timelines.
Direct Voter Contact Leadership : Lead coalition campaign work on field tactics implementation (like canvassing), including supporting the integration of best practices as well as managing universe coverage. Facilitate creative solutions to challenges related to electoral and issue campaigns. Support electoral and advocacy program implementation across partner organizations including script development and program timing and support some partners in using VAN (Voter Activation Network). This work includes planning, implementation and post-program assessment and may include developing systems or updating existing systems to manage the information.
Program Implementation Management : Lead meetings of coalition partners, which may include work groups on election-related topics such as down ballot (legislative, school board, etc) races. Support events of America Votes partners and allies including coalition meetings and trainings. Support program implementation through the voter file and other tools including basic VAN administration and support in using tools like Scale to Win.

Qualifications
Required
Ideal candidates will have at least 3-5 years of experience in progressive political campaigns, progressive non-profits or similar organizations (with a campaign focus), or similar transferable experience and a minimum two years of project management experience.
Experience working with underrepresented and/or historically marginalized communities, particularly in electoral or political settings.
Strong sense of ownership and resilience with respect to planning ahead, finding alternative paths when needed, and moving forward after setbacks. Demonstrated a bility to move people to action and hold them accountable with and without formal authority.
At least one cycle (minimum of 12 months) of experience with campaign field operations including canvass operations and script writing. Familiarity with VAN (Voter Activation Network) or similar systems. Understanding of canvass operations and how to scale programs required. Experience with data and targeting, including using data to inform strategic decisions in campaigns.
Demonstrated ability to build consensus, negotiate, and strategically disagree within a highly collaborative work environment; ability to be respected by progressive stakeholders, to be trusted to lead and to be able to practice confidentiality, discretion and legal compliance in the work.
At least two years of experience working in a coalition including experience facilitating and working within broad and diverse coalitions. Ability to build strong relationships with partners and allies and to cultivate those relationships over the long term.
Ability to work independently and to drive and manage own workload; ability to manage several tasks/projects concurrently and prioritize work effectively by making and meeting team goals.
Experience with data and targeting, using data to inform organizing and electoral campaign strategies. Understanding of common voter contact methods like canvass, mail, and phone programs and applying those to persuasion and mobilization efforts, including vote by mail.
Proficient in Microsoft Office / Google Drive with emphasis on using Excel, Powerpoint, Google Slides and Google Sheets. Must have the ability to manage a high volume of campaign data as well as create informational decks/slideshows.
Ability to travel within the state (as needed); ability to work irregular campaign style hours, especially during the peak months of the electoral cycle. As the health environment allows, meeting in person one-on-one, in small groups, and in large coalition meeting settings.
Candidates should have a spirit of service and curiosity, along with a diplomatic approach to problem-solving in work with outside partners and while working independently or on a team.

Compensation
The minimum salary for this position is $65,000 an d depends upon the applicant's experience. We are seeking an entry-level professional to join our off-grid energy access team. The position will support administrative and research tasks including coordination with solar product manufacturers, data input and maintenance, and technical test report review and analysis. This is a full-time (40 hours/week) position, and is anticipated to start in July 2023.
This position will substantially contribute to our work on off-grid energy access. For context, more than 1 billion people worldwide are currently unable to access reliable grid electricity. Modern off-grid solar products help support these communities by providing clean and reliable energy for homes, farms and small businesses, and local facilities including schools and health clinics. As the technical lead for the VeraSol program, our off-grid energy access team develops and implements international test protocols for quality assurance to ensure that solar products and appliances are safe, durable, reliable, and perform as advertised. We work closely with national governments, manufacturers, and nonprofit organizations seeking to provide energy access and resilience across Sub-Saharan Africa and South Asia. To date, over 65 million off-grid solar products that were certified through the program have been sold, benefitting well over 100 million people.
We work in a hybrid environment that supports flexibility and connection. Our team members currently have the option to work on site all the time or alternate between working remotely and at least 25% onsite at the Schatz Center. During the initial onboarding period, the team member could telecommute, but ultimately will need to live within commuting distance of the Schatz Center.

As the third-party administrator of the Flexible Housing Pool (FHP), the Center for Housing and Health (CHH) is charged with maintaining a portfolio of quality, readily accessible housing for program participants. The Flexible Housing Pool is a multisector investment in housing that aims to expand the number of units available to people in Chicago and Cook County experiencing homelessness. CHH is a supporting organization of AIDS Foundation Chicago.
The Reentry Housing Program pilot builds off the success of the Flexible Housing Pool’s core model to support program participants’ long-term housing stability; increasing income; and improving access to healthcare through community partnerships. The Reentry Program Manager will coordinate the FHP Reentry Housing Program pilot for individuals and families at-risk for homelessness and involved with the Illinois Department of Corrections (IDOC). This position will serve as CHH’s liaison to IDOC; This position will offer direction to partner organization intensive case managers and supervisors regarding the implementation of the project’s policies and procedures and will have shared responsibility for the overall quality of services provided.
The Manager will provide oversight of the development, implementation, and monitoring of the program pilot’s goals and objectives, including reduction of recidivism for participants involved. The pilot phase will be at least twelve months with the intention to build a sustainable model.

The Referral Specialist will work with the AIDS Foundation Chicago (AFC) Keep Empowering Young adults to Succeed (KEYS) and Housing Navigation programs funded by the U.S. Department of Housing and Urban Development (HUD), including HUD’s Housing Opportunities for People with AIDS (HOPWA) programs, state and city government agencies, and private foundations.
