PRIMARY OBJECTIVE: Lead Bread’s policy and legislative efforts to end hunger by developing 1) policy proposals in collaboration with the P olicy & Resear ch Institute depar tment to r espond to the U.S. Congressional agenda; and 2 ) alongside the Organizing & Faith Engagement department, develop ing and implementing a legislative strategy to continue the gains made for people experiencing hunger and poverty in the United States and globally. P rovide overall leadership and direction for the Department, Government Relations .
PRIMARY RESPONSIBILITIES/ACTIVITIES:
Provide leadership in the development and implementation of legislative strategy, including priorities, congressional targets, and responses to Congressional action.
Provide leadership in developing and implementing the organization’s campaign strategies and tactics , including assisting in the develop ment of Bread’s legislative, grassroots, and digital advocacy strategies in coordination with the P resident /CEO , M anaging D irector and Strategy Council members .
Provide thought leadership on the development and prioritization of the organization’s public policy agenda, and the impact of public policies on communities disproportionately impacted by hunger and poverty, including historically marginalized communities based on race, gender, and class.
Work with the directors to deploy Bread’s grassroots, media outreach, church contacts, and coalition partners to maximize the impact on legislative priorities and strategy , including Bread’s digital advocacy network .
Manage the Government Relations team and encourage cross-departmental collaboration with all departments . This includes supervising and mentoring GR department staff members , fellows and interns ; assigning management responsibilities as appropriate to the Deputy Director ; overseeing the departmental budget including managing grant budgets and deliverables; and supporting collaborative interdepartmental relations .
Develop and manage a network of key stakeholders to achieve Bread’s policy and legislative agenda, including but not limited to members of Congress, congressional staff, executive branch officials , and trade associations and non-governmental organization colleagues . Lobb y and oversee Bread’s relationships with congressional offices and administration officials, especially at high- level meetings .
Promote an d oversee Bread’s coalition work ; and strengthen partnerships with think tanks and other advocacy organizations both secular and faith-based .
Inform the management team on legislative issues, facilitate policy discussions relat ed to legislative and policy positions, and collaborate on institutional priorities. Support Bread’s President /CEO and Managing Director in their lobbying, public speaking, and media work.
Help develop and oversee messaging directed to Congress, the administration and Bread members.
Review, edit, and ensure the accuracy and policy consistency of Bread publications and internal documents as they relate to policy. Work closely with Policy & Research Institute Co- Director s to address any discrepancies.
Ensure the accurate and timely tracking of activities in the organization’s information systems through ad hoc and standard reports , including the Evaluation Report.
Prepare materials for and represent the department at board meetings.
Serve as a member of Strategy Council and c hair internal work groups a s needed.
Other duties as requested by the President /CEO and Managing Director .

SKILLS/KNOWLEDGE REQUIRED:
Bachelors degree is required ; a Masters degree is preferred .
A minimum of 10 years’ relevant experience, with at least 5 years ’ experience of management experience . W ork with ecumenica l organizations preferred .
Commitment to the mission and faith basis of Bread for the World and ability to communicate the case for supporting Bread.
In-depth knowledge of the legislative process; demonstrated lobbying success and campaign wins; strong experience on Capitol Hill , in the executive branch, and/or with policy making organizations; and established congressional and executive branch contacts.

Experience approving decisions that commit financial and human resources to a course of action (60% tactical; 40% strategic decision-making ), which is subject to executive review.

Must be responsive to emails and phone calls off-site during evenings, weekends, and holidays to support time-sensitive matters.

Position Overview

Working in close collaboration with the entire USofCare Policy and External Affairs team, the State External Affairs Manager will report to the State External Affairs and Partnerships Director and may be responsible for overseeing the work of junior staff and managing interns.
Primary Responsibilities
The State External Affairs Manager is responsible for executing state campaigns focused on the objectives of USofCare and seeking opportunities to work with states interested in advancing components of USofCare’s proactive policy agenda, which is shaped by USofCare’s research about what people need and want from the health care system. Managing issue-specific campaigns, including developing work plans, meeting facilitation with external partners, identifying campaign collateral needs (fact sheets, talking points, etc.), and working with vendors or contractors to increase support for the policy;
Representing USofCare at meetings with state partners, state policymakers, and health care industry stakeholders, and advocating for change in alignment with USofCare’s policy positions;
Assisting in the development of messaging and communications on state-level campaigns; and
Providing project management on project-based grants;
Providing regular and timely updates regarding active and new opportunities for state campaigns to internal USofCare team members and relevant state partners;
Work with both internal USofCare colleagues and external partners to identify new opportunities;
Assisting the State External Affairs and Partnerships Director in developing the strategic vision for advancing USofCare’s objectives through state-level policy and in the day-to-day management of contractors, consultants, and ad-hoc requests;

This position will engage with state-level advocates, policymakers, and other stakeholders in support of advancing USofCare’s policy priorities and will require building strategic relationships with a variety of stakeholders to respond to needs as they arise. Additionally, the State External Affairs Manager is responsible for:
Tracking proposed policies that align with USofCare’s objectives (legislative and regulatory) at the state level and conducting analysis necessary to develop organizational positions on various health care issues;
Managing issue-specific campaigns, including developing work plans, meeting facilitation with external partners, identifying campaign collateral needs (fact sheets, talking points, etc.), and working with vendors or contractors to increase support for the policy;
Representing USofCare at meetings with state partners, state policymakers, and health care industry stakeholders, and advocating for change in alignment with USofCare’s policy positions;
Assisting in the development of messaging and communications on state-level campaigns; and
Providing project management on project-based grants;
Providing regular and timely updates regarding active and new opportunities for state campaigns to internal USofCare team members and relevant state partners;
Work with both internal USofCare colleagues and external partners to identify new opportunities;
Assisting the State External Affairs and Partnerships Director in developing the strategic vision for advancing USofCare’s objectives through state-level policy and in the day-to-day management of contractors, consultants, and ad-hoc requests;
Prioritizing diversity, equity, and inclusion principles, including utilizing the organization’s equity lens to inform all work; and
Contributing to other organizational initiatives as needed.

Compensation and Location
United States of Care offers a very generous benefits package including medical, dental, and vision insurance; 403b with match and paid time off. The State Impact Center is recruiting a Communications Manager to begin immediately. Our offices are located in New York City, and we are following NYU Law School’s return to in-person work plans, with remote accommodations available, as needed. The Communications Manager will play a key role in furthering the Center’s mission of promoting and amplifying the work of state attorneys general on climate, clean energy, and environmental issues. This will include outreach to media contacts, press events, and reports to highlight important issues and attorney general activity within our subject areas.
The Communications Manager will be responsible for developing creative and captivating messaging around climate, clean energy, and environmental issues, including working with the team’s digital specialists.
Our small, collaborative team values each person’s contributions to reports, newsletter topics, and other work, and the Communications Manager would be involved in planning, leading, and executing the Center’s range of communications projects. The Communications Manager will have a supervisory role over a small digital and communications team. Diversity is a core value of the Center. Core Responsibilities:
Strategic Communications: driving development of communications strategy for the Center, including around press releases, media contacts, events, and digital presence.
Media Relations: developing and maintaining relationships with reporters covering climate, energy, environmental, and environmental justice issues; developing story ideas and pitching reporters.
Messaging and Content: packaging legal content and analysis for a variety of audiences; working with the Center’s subject matter experts to provide media interviews and draft content; drafting talking points, reports, op-eds, newsletters, and other materials.
Alliance Building: conducting outreach to communications counterparts in attorney general offices and other organizations.
Project Management and Team Supervision: supervising the digital and communications team, including providing feedback and pursuing opportunities for professional development for team members; collaborating with attorneys and other Center staff on joint projects.
Events: planning events, conferences, and press events with multiple attorneys general, and representing the Center at these as well as other events hosted by other organizations.
Requirements and Qualifications:
Experience: 4-6 years of communications experience in the legal, public policy, government affairs, campaigns, or related fields.
Communications Strategy: experience in developing and executing communications strategic plan with ability to track progress.
Outreach: experience in connecting with members of the press and other communications professionals.
Writing: ability to communicate clearly/coherently, including digesting and translating topics for a lay audience.
Project Management: experience developing and leading reports and other communications products; experience at planning events; collaborative and team-oriented; shows judgment and seeks input as needed; experience supervising is a plus.
Editing: ability to edit material drafted by subject matter experts for appropriate audience; attention to detail (e.g., polishing and finalizing documents).
Deadlines: ability to triage tasks and complete time-sensitive work (e.g., drafting and posting time-sensitive items on the Center’s social media, responding to press inquiries).
Design: familiarity with graphic design in Photoshop, Indesign, Illustrator, or Canva is a plus.
