Job Summary
Inspects residential construction sites to assure that construction and materials conform to plans, local zoning, building, fire, gas, heating and plumbing codes. Notifies builders of corrections required. Inspections are frequently of residential construction, but may also include commercial structures such as schools, churches, apartment houses, retail stores and office buildings. Examines routine residential building plans. This position may be filled as a Building Inspector I, II or III depending on experience.
Qualifications
Building Inspector I:
Education and Experience:
High school or vocational school graduation or GED certificate.
Two (2) years of experience as a journey-level in building trades. – or – Completion of a recognized four-year building trades apprenticeship program, which may be substituted for work experience. – or – Certification as either a building inspector or plumbing inspector through ICC, IAPMO or other approved organization at the time of hire.
Must possess, or have ability to obtain, a valid driver’s license at the time of hire.

Building Inspector II

Building Inspector III
Must possess certification for building inspector, plumbing inspector and mechanical inspector through ICC, IAPMO, IMC or other approved organizations upon hire or promotion to the position.
Must possess, or have ability to obtain a valid driver's license at the time of hire.
Knowledge of: All phases of plumbing, building and mechanical inspection for commercial and residential structures; Uniform Building, Plumbing and Mechanical Codes and local zoning ordinances.
Ability to: Interpret residential and commercial building plans and specifications; conduct, proficiently, all phases of plumbing, building and mechanical inspection for commercial and residential structures; communicate clearly and tactfully, orally and in writing; effectively maintain harmonious relationships with customers, and diffuse difficult or highly charged situations.
Continuing Qualifications for Building Inspector Job Family
Incumbents must be able to successfully perform inspections of building, plumbing, and mechanical facilities to be considered fully effective in the Building Inspector job family. Incumbents may be hired at a lower level, but are expected to reach the full journey-level – Building Inspector III level – within the timeframes outlined below.
The Building Inspector I is the entry-level into the Inspector job family. An incumbent hired at the entry level is expected to obtain the qualifications to move to Building Inspector II.
Building Inspector II qualifications require certification as a residential building inspector, commercial building inspector, and plumbing inspector through ICC, IAPMO, or other approved organizations.
An incumbent at the mid-level must obtain the qualifications to move to Building Inspector III. Qualifications for a Building Inspector III require the additional certifications of residential mechanical inspector and commercial mechanical inspector through ICC, IAPMO, or other approved organizations.
Employees are required to meet the following minimum criteria within the timeframe outlined below:
Obtain their plumbing certification and at least one building certification within 12 months of hire or promotion.
Obtain at least one mechanical certification within 18 months of hire or promotion.
Incumbents who fail to meet these minimum qualifications will be considered “below expectations” in performance and will be subject to corrective action and/or discipline, up to and including termination, for failure to achieve performance standards.
[Note] A new hire will be required to serve a probationary period of six months from the original date of hire and/or according to contract and policy language. If the incumbent qualifies to promote to the next alternately staffed level during the probationary period, he/she may be promoted with manager’s approval but must still complete the original probationary period. Performs inspections of residential public curbs, driveways, sidewalks and construction sites as directed to ensure conformance with County standards, zoning codes and specifications and to assure proper drainage.
May check residential plans for construction or alteration to ensure that type of building, dimensions, and set-backs are in compliance with zoning code; checks construction features to assure proper foundation and support, use of acceptable materials, compliance with minimum fire, heating, plumbing and gas standards; advises builders about problems of drainage, water hammer, pipe expansion, and similar design items which are frequently overlooked.
Maintains a positive, professional approach to builders, installers, staff, and/or other interested parties.

Working Conditions
Anticipated schedule is Monday – Friday 8:00 am – 4:30 pm with occasional evening and Saturday based on class schedules and community events.
Work is performed either in or a combination of a construction site, office setting and classroom setting using technology. Requires good hand-eye coordination including visual acuity to use a keyboard and read technical information; arm, hand and finger dexterity, including ability to grasp. Sit, stand, bend, lift and move frequently during working hours. During course of day, interact with students, faculty and staff in person, by telephone and computers.
Employment Status

Working Conditions
Anticipated schedule is Monday – Friday 8:00 am – 4:30 pm with occasional evening and Saturday based on class schedules and community events.
Work is performed either in or a combination of a construction site, office setting and classroom setting using technology. Requires good hand-eye coordination including visual acuity to use a keyboard and read technical information; arm, hand and finger dexterity, including ability to grasp. Duties
What makes this role unique? As the Federal Facilities Underground Storage Tank (UST) Inspector and Leaking Underground Storage Tank (LUST) Site Manager, you will travel throughout the state to inspect and provide technical assistance at underground storage tanks located at a wide range of federal facilities, such as Department of Defense sites, national parks, and post offices. You will use your technical, project management, and communication skills as you coordinate initial investigations of petroleum product spills at underground storage tanks and leaking underground storage tank sites. What you will do:
Conduct underground storage tank installation/retrofitting and decommission inspections.
Conduct initial investigations in response to spills of petroleum products at UST and leaking underground storage tank sites.
Issue the appropriate enforcement action(s) to Responsible Parties (RPs) when violations are observed and documented.
Resolve enforcement actions by following the procedures in the UST Inspector Enforcement Manual and by supplying RPs with guidance in order to correct violations.
Provide testimony for Pollution Control Hearing Board hearings, case reviews, and court cases involving UST regulations and inspections.
Direct and coordinate owners and operators, contractors, local government agencies, and others on complex UST projects.
Create new guidance documents and develop new tools to assist UST inspectors.
Provide technical assistance, guidance, and expertise at UST and LUST sites.
Independently review cleanup project reports to determine if cleanup actions meet the substantive requirements of Model Toxics Control Act (MTCA); draft opinion letters.

The Toxics Cleanup Program (TCP) within the Department of Ecology is looking to fill a Senior Underground Storage Tank Inspector/Site Hazard Assessment and Washington Ranking Specialist (Environmental Specialist 4) position. This position is located in our Bellingham Field Office (BFO) in Bellingham, WA . In this role, you will prevent environmental contamination by protecting the land, water, and air of the state through regulatory oversight of underground storage tank facilities, investigations on potential occurrence of a release, and site hazardous assessments. Regulatory oversight is achieved through education, UST technical compliance (TC) inspections, UST installation inspections, UST decommission inspections, complaint investigations, issuing enforcement actions, initial investigations, and site hazardous assessments. Education, inspections, and enforcement actions result in increased compliance with state UST and MTCA regulations. What makes this role unique?
As a Senior Underground Storage Tank (UST) Inspector, you will conduct UST system inspections following the Environmental Protections Agency's TC guidance and demonstrate an ability to apply sound professional judgment in identifying and resolving violations of UST regulations. UST Inspectors provide technical assistance and education on UST related topics for the Toxics Cleanup Program. They also act as regional contact for external customers and statewide contact for internal customers regarding UST regulations, forms, technical questions, and direct and coordinate with owners and operators of UST systems, UST service providers, local government agencies, and others on complex UST sites. You will also conduct Initial Investigations of potential releases of hazardous substances. Following the Initial Investigation, you will conduct Site Hazardous Assessments ranking the potential exposure risk posed by the hazardous substance. What you will do:
Conduct UST technical compliance, decommissioning, and installation inspections.
Promptly respond to UST complaints.
Conduct Initial Investigations under the provisions of MTCA of potential of a release or threatened release of a hazardous substance.
Conduct Site Hazardous Assessments involving ranking the potential exposure risk posed by a hazardous substance within a relative scoring system.
Issue the appropriate enforcement action(s) to responsible parties and resolve enforcement actions.
Provide technical assistance, expertise, and education concerning UST systems and the regulations that apply to them.
Direct and coordinate owners and operators, contractors, local, state and federal government agencies, and others on complex UST projects.

This position is located in our Northwest Regional Office (NWRO) in Shoreline, WA. Duties
What makes this role unique?
You will provide statewide leadership and on-the-ground implementation of new and ongoing water quality initiatives involving stormwater and toxic pollutants, so that point and non-point sources of pollution are controlled. This priority work is located on the banks of the Duwamish River, an area of historical industry in a community which has been negatively affected by the environmental, social, and economic impacts of pollution. You will address high-priority toxic pollutants, using both traditional and non-traditional stormwater best management practices. You will work to reduce stormwater pollution in areas that are in close proximity to underserved populations. What you will do:
Plan, coordinate, and conduct inspections and enforcement actions for facilities that fall under the Industrial Stormwater General Permit, Constructions Stormwater General Permit, and Boatyard General Permit.
Help facilities within the Duwamish River estuary reduce the pollutants they discharge to this environment.
Work with the Industrial Stormwater General Permit Implementation team to clarify permit language, and identify and develop tools and guidance to help facilities meet permit requirements.
Develop sampling strategies to identify contaminants that aren't typically found in routine stormwater management and compliance activities.
Conduct compliance assurance activities to leverage compliance with permits, rules, and laws including enforcement actions.
Work with other Water Quality staff to implement and refine statewide initiatives to reduce stormwater pollution, with a focus on reducing pollution in overburdened communities.
Collaborate with professional engineers, planners and hydrogeologists to develop and implement stormwater treatment technologies, toxics reduction plans, and monitoring/assessment strategies.
Co-chair the Duwamish Inspectors Group to ensure work is coordinated among the multiple agencies working in this area. This includes sharing data, reviewing complaints, and identifying facilities for join inspections.
Represent Ecology at technical conferences, stakeholder forums, and public meetings involving stormwater management, toxic pollutant controls, and the Duwamish River.

Keeping Washington Clean and Evergreen
The Toxics Cleanup Program (TCP) program within the Department of Ecology is looking to fill an Underground Storage Tank Inspector (Environmental Specialist 3) position. The position is located in our Central Regional Office (CRO) in Union Gap, WA .
Underground Storage Tank (UST) inspectors fill an important role by preventing pollution. In this role, you will visit gas station owners in seven counties throughout central Washington. You will help them understand why monitoring of their USTs is so important, and make sure their testing and monitoring falls within our state regulations. If necessary, you will issue penalties. You will work with a senior UST inspector and shadow them on inspections until you are ready to be on your own. This position offers the opportunity to travel and create your own schedule.

Petroleum contamination represents the largest percentage of polluted sites in the state of Washington. The inspector role of preventing leaks from tanks is critical. This job is also the public face of Ecology, so excellent communication skills are required.

Work to help decommission outdated or non-functioning USTs.

Job Summary
The Transportation Department is looking for a motivated individual with experience in civil and utility construction and management of traffic with significant construction projects for a position as a Senior Right-of-Way Inspector. This Senior Inspector position oversees and inspects permitted work in the City’s rights-of-way by developers, contractors, franchise and non-city utilities and others to ensure conformance to codes and standards and regulations. This work involves ensuring motorist, bicycle and pedestrian safety during all phases of construction and collaboration with other internal and external facing City services. The successful applicant would be part of a close-knit team of inspectors, engineers and permit review staff.
Essential Duties and Responsibilities
Inspect commercial and private development projects, and franchise and non-city utility projects to assure compliance with city, state, and federal standards and minimize traffic impacts within the rights of way.
Oversee and inspect construction projects daily, or as required. Make on-site inspections to review progress of work, work to standard, and observe and mitigate any vehicular traffic, bicycle, and pedestrian impacts.
Resolve in the field features of the construction plans that conflict with existing features or will not work as designed through providing clear guidance or seeking guidance.
Inspects, directs, and approves activities for proper use and placement of temporary traffic control devices to assure compliance with Manual on Uniform Traffic Control Devices.
Inspect and document activities violating City's Right of Way Code and other appliable City Codes, Policies and adopted standards.
Communicate professionally and effectively with contractors, developers, property owners, business, city staff, and general public regarding assigned projects.
Maintain daily inspection reports, time keeping, data, and project related emails by completing daily reports on projects assigned in various databases and software applications.
Perform duties assigned by Transportation Emergency Management during major catastrophic events from response through recovery.
Escort oversized loads and equipment when required.
Ability to work off hours is required.
Qualifications
Experience, Skills and Education Graduation from an accredited two-year college or university or an equivalent combination of experience and education.
Other
A current, valid Washington State Driver's License and a good driving record, and the ability to maintain a good driving record in accordance with City standards is required.
A Traffic Control Supervisor (TCS) certification is preferred.
American Public Works Association or Washington State Department of Transportation Inspector Certification is preferred.
Desired Knowledge, Skills, and Abilities:
Five or more years in transportation roadway system infrastructure and/or utility system construction or equivalent inspection experience
Experience in both major private development construction and public works
Knowledge of construction means and methods, materials, and contractor practices in the following areas: structural walls, reinforced concrete, cement and asphalt concrete and flatwork, storm, sewer, water, earthwork, landscaping, irrigation, construction scheduling and work sequencing, signalization, illumination, and channelization.
Knowledge of safety procedures, traffic control, and the ability to obtain a certification with the designation of a Traffic Control Supervisor.
Analytical and detail oriented
Excellent verbal and written communication skills.
Ability to make and defend decisions and to know when to request assistance.
Ability to work in adverse weather conditions.
Ability to work overtime with minimal advance notice.
Knowledge and ability to de-escalate, problem solve, and resolve construction conflicts in the field.
Ability to work with other City staff, general contractors and the general public.

Job Summary
The Transportation Department is looking for a motivated individual with experience in civil and utility construction and management of traffic with significant construction projects for a position as a Senior Right-of-Way Inspector. This Senior Inspector position oversees and inspects permitted work in the City’s rights-of-way by developers, contractors, franchise and non-city utilities and others to ensure conformance to codes and standards and regulations. Inspects, directs, and approves activities for proper use and placement of temporary traffic control devices to assure compliance with Manual on Uniform Traffic Control Devices.
Inspect and document activities violating City's Right of Way Code and other appliable City Codes, Policies and adopted standards.
Communicate professionally and effectively with contractors, developers, property owners, business, city staff, and general public regarding assigned projects.
Maintain daily inspection reports, time keeping, data, and project related emails by completing daily reports on projects assigned in various databases and software applications.
Perform duties assigned by Transportation Emergency Management during major catastrophic events from response through recovery.
Escort oversized loads and equipment when required.

Qualifications
Experience, Skills and Education Graduation from an accredited two-year college or university or an equivalent combination of experience and education.

A current, valid Washington State Driver's License and a good driving record, and the ability to maintain a good driving record in accordance with City standards is required.
A Traffic Control Supervisor (TCS) certification is preferred.
American Public Works Association or Washington State Department of Transportation Inspector Certification is preferred.
