Job Description

Position Summary: This position will lead creative development and execution of analysis within VT-ARC’s Strategy, Policy, and Planning Division (SPPD). Directly supports the Air Force’s Office of Scientific Research program to maintain a portfolio of leap-ahead technologies, analyzing and reporting on relevant technology areas, studying, and reporting on historical and ongoing technology development, identifying organizations or individuals of interest, and conducting outreach to those identified for partnering efforts. Applies a leadership and analytics background, organizational ability, and communications skills to accomplish the required objectives. Participates in customer technology strategy discussions with the aim of identifying, documenting, and tracking key strategic and technological findings and program issues. Experience with the Defense S&T community, a creative approach to developing insightful analytic products, and experience applying multi-disciplinary analytic techniques is highly desired.


  • Generate insights to inform Air Force S&T investments and enhance the Air Force technology workforce
  • Participate in the design, planning and execution of complex research projects to support science and technology analysis and forecasting
  • Maintain awareness and knowledge of emerging technologies across scientific and engineering domains
  • Compile and interpret complex technical content for customers and stakeholders. Communicate research findings via technical reports using a variety of visualizations
  • Develop and maintain relationships with peers and external project partners in industry and academia
  • Develop technology and innovation-based roadmaps and reports associated with clients’ efforts to advance future innovation efforts in support of the United States Air Force

Required Education, Certification, Skills, Capabilities:

  • Bachelor of Science (B.S.) or Bachelor of Arts (B.A.) in data analytics, engineering, mathematics, economics, or related field
  • 3-5 years of post-education experience performing as an analyst with the ability to organize objectives and formulate plans and processes combined with a demonstrated ability to develop and present analytic products
  • Experience conducting scientific literature research, compiling results, and drawing conclusions from the corpus of information. Experience searching major science and technology magazines, blogs, and other open-source periodicals keeping abreast of the emergence and use of new technologies
  • Strong interpersonal, teambuilding, verbal-, and written-communications skills. Excellent customer service skill to build positive business relationships with clients and partners

Desired Education, Certification, Skills, Capabilities:

  • Masters of Science (M.S.) or Masters of Arts (M.A.) in data analytics, engineering, mathematics, economics, or related field
  • 5-10 years of analytic experience within the DOD, particularly focused areas around the Science and Technology community
  • Experience in technology forecasting, technology scouting, and SBIR/STTR uses and technology transfer
  • Experience conducting or assisting in original scientific research
  • Experience analyzing science, technology, and innovation using Scientometrics or intellectual property analytics methodologies
  • Experience in technical writing creating documents and diagrams that capture key concepts, methodologies, results, and discussions of a technical nature in an organized manner

Primary Work Location: Arlington, Virginia – Hybrid Work Policy with liberal Telecommuting (currently)

Special Work Conditions: Possible travel to other CONUS locations.  Occasional work outside of corporate core business hours.
