Represent King County in legal action by acting as expert witness, giving depositions, and answering interrogatories in litigation involving code enforcement actions.
Provide information to the public on code clarification, code interpretation and enforcement issues, and be available to represent the Code Enforcement Section at community meetings if needed.
Investigate reports of building, zoning, housing, grading, clearing/grading, critical-area, and nuisance code violations, including property research, site inspections, assessment of violations, interviews of involved parties, and making written and photographic records for evidence in hearings and trials.

What makes this role unique?
In this role, you will work with a multi-disciplinary team and use science to solve complex environmental and public health challenges. Working with other federal, state, local and Tribal response partners, spill responders serve as Ecology’s State On-Scene Coordinator leading the response and cleanup of complex environmental spills. The most challenging aspect of the work is coordinating with others under stress. However, every response is a new opportunity to collaborate with partner agencies and impacted citizens alike. You will use skill and empathy to mitigate stresses so that everyone involved is able to perform at their best and get the job done safely. What you will do:
Conduct responses to spills of oil and HAZMAT, abandoned waste, fish kills, pressurized cylinders, illegal drug manufacturing facilities, and other environmental and human health emergencies.
Under supervision, conduct operations to control, contain and cleanup spills, and investigate their cause.
Under supervision, perform hands-on cleanup actions at oil and HAZMAT spills and illegal drug manufacturing facilities.
As State On-Scene Coordinator, oversee cleanup actions of spillers and their contractors.
Complete detailed documentation of response actions.
Complete ongoing training related to growth and competence as a Spill Responder.
Ensure safe and appropriate management of dangerous wastes generated as part of emergency oil and hazmat cleanup activities.
Qualifications
Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

Duties
What makes this role unique?
In this role, you will work with a multi-disciplinary team and use science to solve complex environmental and public health challenges. Working with other federal, state, local and Tribal response partners, spill responders serve as Ecology’s State On-Scene Coordinator leading the response and cleanup of complex environmental spills. The most challenging aspect of the work is coordinating with others under stress. However, every response is a new opportunity to collaborate with partner agencies and impacted citizens alike. You will use skill and empathy to mitigate stresses so that everyone involved is able to perform at their best and get the job done safely. What you will do:
Conduct responses to spills of oil and HAZMAT, abandoned waste, fish kills, pressurized cylinders, illegal drug manufacturing facilities, and other environmental and human health emergencies.
Under supervision, conduct operations to control, contain and cleanup spills, and investigate their cause.
Under supervision, perform hands-on cleanup actions at oil and HAZMAT spills and illegal drug manufacturing facilities.
As State On-Scene Coordinator, oversee cleanup actions of spillers and their contractors.
Complete detailed documentation of response actions.
Complete ongoing training related to growth and competence as a Spill Responder.
Ensure safe and appropriate management of dangerous wastes generated as part of emergency oil and hazmat cleanup activities.
Qualifications
Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify. This is an In Training opportunity: The goal class for this position is an Environmental Specialist 3 (ES3). We will consider applicants who meet the requirements at the ES2 and ES3 levels. Must possess and maintain a valid driver’s license, be able to safely operate a motor vehicle.

Must be able to pass a detailed background check required to obtain and maintain a Transportation Worker Identification Credential (TWIC).
Must successfully complete initial SAFETRAC requirements and other required training outlined in Spills Program Policy and Procedures within 6 months of entering the position.
Must be prepared for a minimum 3-day field deployment within 1 hour of notification.
Must hold and maintain eligibility and certification (valid passport or enhanced driver’s license) to permit travel to Canada in the event of a transboundary spill.
This position is required to maintain a personal level of fitness necessary to pass a periodic medical surveillance exam, which may include a stress test.
This position is identified as an Essential Agency Employee and is expected to work during facility closures and natural disasters.
Must notify supervisor immediately if the employee is unable to obtain any of the above required licenses or certifications, or if any of the above are revoked, expired or suspended for any reason.
Must live within a 60-minute commuting distance of the Eastern Region Office in Spokane, WA.

Experienced working in the Incident Command System.

Perform periodic inspections of systems and facilities such as call boxes, alarms or street lights to ensure proper function and prevent failure.
Work assignments in the Dispatch center and/or fixed security posts within a residential building utilizing camera system surveillance.
Effectively operate and maintain all assigned equipment including, but not limited to; radios, uniforms, computers, vehicles, medical supplies.
Actively participate in college events designed to foster the relationship between the Department and members of the RISD community.
Required Knowledge/Skills/Experience:

Develop a thorough knowledge of all campus security posts as well as all campus properties and geography and effectively and efficiently conduct foot, fixed and mobile security patrols of all campus property, utilizing assigned systems, gear and protocols, to deter and detect unsafe or criminal activity, identify and detain individuals as appropriate, and provide community education.
Respond to medical emergencies and provide emergency medical care as required. Employ appropriate techniques as trained to deal with members of the community and public in mental distress and/or under the influence of alcohol and/or narcotic substances.
Independently and/or collaboratively with other officers and Public Safety staff, proactively respond to calls for service including but not limited to lock-outs, fire, mechanical and/or burglar alarms, alcohol violations, student code violations, escorts, parking violations, defacement/vandalism complaints, motor vehicle accidents, noise disturbances, trespassing violations, injury reports etc.
Conduct initial incident investigations, gathering information by interviewing and obtaining statements from witnesses, victims, and suspects, securing physical evidence and filing detailed reports using a computerized report system while maintaining appropriate confidentiality.
Perform periodic inspections of systems and facilities such as call boxes, alarms or street lights to ensure proper function and prevent failure.
Work assignments in the Dispatch center and/or fixed security posts within a residential building utilizing camera system surveillance.
Effectively operate and maintain all assigned equipment including, but not limited to; radios, uniforms, computers, vehicles, medical supplies.
Actively participate in college events designed to foster the relationship between the Department and members of the RISD community.
Required Knowledge/Skills/Experience:
Must pass a pre-employment background check, physical and psychological examinations, insurance and driver’s record check, and National Crime Records check and must be fingerprinted.
The incumbent is required to become a State of RI licensed EMT and to complete the RI College & University Public Safety Training Academy (or equivalent training as determined by the Director) within two years of the date of hire as a condition of continued employment.
Must complete Field Training and Evaluation Program to include training in CPR/First Aid, safe driving practices, OC spray, defensive tactics, expandable batons and handcuffing procedures within timeframe as approved by the Director.
Ability to function independently, with moderate supervision, completing assigned work in a timely manner is required, as is the ability to prioritize based on emerging circumstances and changing priorities.
Must work well under stressful conditions.
Possession and continuous maintenance of a valid driver’s license and safe driving record in accordance with RISD standards required.
Must possess strong human relations skills with a proven ability to interact with community members from diverse backgrounds.
Must be able to provide clear and professional verbal communication via radio and telephone to responding emergency agencies, and other officers.
Must be able to maintain a professional demeanor and appearance in uniform, directly engaging with members of the RISD community, Providence Police and Fire Departments, other college campus public safety departments, visitors, vendors, and the general public.
A High School Diploma, GED or equivalent combination of education and experience is required.
Minimum of one (1) to two (2) years of security employment, formal security training, or related experience is preferred.
Preferred Qualifications:
EMT Certification and two (2) years of EMT experience is preferred, but not required at time of hire.
