The Department of Community Justice (DCJ) is recognized as a national leader in both adult and juvenile community justice. DCJ routinely consults and makes use of evidence-based practices in our program and policy development. DER seeks an experienced professional to join our team as an Ecological Restoration Planner within the Technical Services Branch. The Technical Service Branch provides restoration planning, engineering assistance, knowledge management, and other services in support of DER’s restoration programs, operations, and communications.
The Ecological Restoration Planner develops and employs restoration planning and GIS capabilities to support the work of DER’s programs and partners. They will develop and oversee restoration planning, lead and support planning projects, and cultivate the Division's expertise, resources, and collaborations in these areas. The position will support the planning needs for a diverse range of restoration activities, including wetland restoration, river and stream continuity, dam removal, retired cranberry bog restoration, and regional restoration partnerships. The outcomes of this work will build DER and partner capacity to identify and pursue high-value restoration opportunities at the landscape level and increase the pace, scale, and impact of restoration throughout Massachusetts.
The Ecological Restoration Planner will be based in DER’s Boston office; the position will follow a hybrid schedule, consisting of in-office and telework. In-state travel to meetings and site visits is required.
DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES
These duties will be carried out in collaboration with DER’s Restoration and Operations sections, Department IT staff, and other Division staff.
Lead and Support Ecological Restoration Planning (50%)
Identify and prioritize Restoration Planning (RP) and GIS needs.
Lead and support team-based RP and GIS projects that advance the priorities of DER programs and external partners.
Develop a geospatial data management system for the Division and provide staff guidance and training for its use.
Develop GIS datasets and user interfaces that allow staff to easily access, query, and generate analyses, reports, and other outputs for DER’s restoration projects and other activities; ensure datasets are kept up-to-date and integrated with DER’s restoration project tracking system.
Provide and support GIS analysis tools and outputs to assist the evaluation and selection of proposals submitted in response to DER restoration project procurements.
Assist DER programs and external partners in the selection, development, and implementation of landscape-level RP, modeling, GIS analysis, and structured decision making (SDM) methods and tools to evaluate restoration needs; establish restoration goals; identify, assess, and prioritize restoration opportunities; develop implementation plans; and track and communicate restoration progress.

These work methods are necessary to oversee transportation programs and projects given a wide variety of technical, financial, partner relationships with the Regional Transportation Commission, Washington State Department of Transportation, local jurisdictions and other internal and external agencies. The position makes and implements work assignments with limited direction and guidance.
This position does have the option of working a remote hybrid schedule, however, the candidate selected MUST reside within Washington or Oregon. No exceptions.
Qualifications
Education and Experience:
Graduation from a four-year college or university with major course work in planning, architecture or a related field; AND two (2) years experience in a planning position comparable to a Planner II; or a Master’s Degree in urban planning (or other discipline appropriate to the assignment) AND one (1) year experience in planning in a position comparable to a Planner II; or substituting, on a month-for-month basis, experience related to the duties of the position for the required education.
Desired skills/ training:
Knowledge and skill in the use of computers for word processing and desktop publishing, creation of spreadsheets and computer-generated business graphics. Familiarity with interpreting or applying statistical data and results.
Proficiency in Microsoft Office.
Basic proficiency or knowledge of: Database, GIS, and Traffic Modeling software and methods.
Experience with hosting remote meetings using virtual communication platforms (Webex, Zoom, Teams, etc.)
Possession of a valid state Driver’s License
AICP, CTP, or other professional certification is beneficial, but not required.
Work environment and Physical Demands:
This is a technical position performed in an office environment with some field work. To perform the essential tasks, incumbents must be able to: see, read, communicate in person and over the phone, in writing and perform basic keyboard functions; and driving for field work requirements.

This position will be responsible for performing comprehensive assessments of inmates’ needs which contribute to criminogenic behavior and recidivism risk and will develop a discharge plan that addresses the identified needs, with the desired outcomes of reducing recidivism risk. Areas of concern will include mental health and co-occurring disorders and could include other factors including but not limited to substance abuse, lack of basic social and employment skills and other psychosocial issues that contribute to criminogenic behavior and recidivism. The incumbents will be responsible for developing Individual Reentry Plans (IRP) in collaboration with the client, and coordinating services or resources associated with achieving outcomes documented in the IRP. A high level of self-direction, organization and work efficiency is a requirement for this classification. This position is exempt and non-represented.

Bachelor’s degree from an accredited institution in social work, nursing, counseling psychology, mental health counseling, behavioral sciences, or related field is required plus at least two (2) years of experience in a community/social service agency. Licensure in the State of Washington in compliance with WAC 246-809 as a counseling professional highly preferred, but candidates who currently are registered as Agency Affiliated Counselors in Washington may be considered for the position if eligible for licensure. Proof of credentials will be required.
