Job Purpose
The Student Success Data Analyst plays the lead role in supporting the data-driven decision-making functions of the institution directly related to student success and retention. This position serves the Offices of Institutional Research and Student Success by providing first-class reporting solutions and analyses to support improved outcomes for the College’s students and enrollment management activities of academic administration.
Minimum Requirements
Bachelor’s degree in business administration, computer science, mathematics/statistics, engineering, management information science, data processing or related field and experience with Tableau, Cognos/Argos, SQL , and/or SAS is required. Experience with data mining, including techniques of data extraction, documentation, analysis, and reporting is required. Experience working in a higher education environment is preferred. Candidates with an equivalent combination of experience and/or education are encouraged to apply.
Required Knowledge, Skills and Abilities
Required: Experience with Tableau, Cognos/Argos, SQL , and/or SAS . Advanced SAS programming experience is preferred. Working knowledge and practitioner of methods and techniques of data extraction, documentation, analysis, and reporting. Experience in analyzing data and presenting findings using a wide variety of descriptive and inferential statistics, including customizing the results based on the research needs and audience. Proficiency with MS Office including Outlook, Word, Excel, Teams, SharePoint and PowerPoint. Knowledge and understanding of the data and information that is important to an academic institution. Ability to establish and maintain effective working relationships with staff and to communicate effectively. Must be able to work well under strict deadlines and have exceptional attention to detail. Ability to manage multiple projects with shifting priorities in a fast-paced environment. Must understand the significance of maintaining data integrity and confidentially with student records; knowledge of and adherence to FERPA regulations. Preferred: Exceptional organizational skills and experience managing and documenting complex projects. Knowledge of higher education information systems such as Ellucian Banner and related data systems and repositories such as Salesforce, IPEDS , US News, and CSRDE .

What you will do!
As a Senior Application Developer, you will provide expertise and leadership to analyze, plan, develop, integrate, implement, and coordinate the operations, maintenance, installation, and construction of information systems. You will serve as a specialist dealing essentially with software. The majority of your job duties will involve planning, business analysis, research, problem solving and application development.
In this role, you will provide technical expertise for staff on new system development, system modifications and system updates. You will make technical recommendations to assist management in establishing standards, recommending changes in business processes for effective utilization of the system resources and reviewing new construction for conformance to overall system standards and business objectives.
Additionally, you will be assigned work in terms of program and project objectives, priorities, and timelines. You will work with substantial latitude for un-reviewed action and decisions and inform supervisors on progress, potentially controversial issues, or implications. Your work will be reviewed upon completion for compatibility and effectiveness in meeting the expected results. You will part of a team that supports mostly Public Health applications.
What we are looking for!

What you will do!
As a Senior Application Developer, you will provide expertise and leadership to analyze, plan, develop, integrate, implement, and coordinate the operations, maintenance, installation, and construction of information systems. You will serve as a specialist dealing essentially with software. The majority of your job duties will involve planning, business analysis, research, problem solving and application development.
In this role, you will provide technical expertise for staff on new system development, system modifications and system updates. You will make technical recommendations to assist management in establishing standards, recommending changes in business processes for effective utilization of the system resources and reviewing new construction for conformance to overall system standards and business objectives.
Additionally, you will be assigned work in terms of program and project objectives, priorities, and timelines. You will work with substantial latitude for un-reviewed action and decisions and inform supervisors on progress, potentially controversial issues, or implications. Your work will be reviewed upon completion for compatibility and effectiveness in meeting the expected results. You will part of a team that supports mostly Public Health applications.
What we are looking for!

(a) Six (6) years of information systems experience in .NET Development
OR
(b) An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field.

(c) A Bachelor's degree in Information Technology, Computer Science, or related field AND two (2) years of information systems experience in .NET Development
OR
(d) Master's degree in Information Technology, Computer Science, or related field may substitute for all of the above.

THE POSITION
As You Sow climate and energy program works to make a positive change in the world by moving companies to make progress on climate change. In this role, you will have an opportunity to work with As You Sow on these critical issues as a climate and shareholder advocacy researcher.
This position will provide research support primarily for As You Sow’s climate and energy program, which moves companies to develop and set science-based greenhouse gas emissions targets, establish net zero by 2050 goals, disclose climate transition plans, and achieve aligned emissions reductions. The Climate Research Associate will support scoring and benchmarking company climate performance, including updating the Road to Zero Emissions and Pay for Climate Performance reports, as well as conducting other research to support shareholder engagements and dialogues. Work will include researching a range of corporate policies and practices, including emission reduction targets, executive incentives for climate performance, climate and environmental justice, corporate governance, climate risk management, and climate regulations. The Climate Research Associate may, from time to time, assist with other program initiatives or research projects.

ESSENTIAL DUTIES
Monitor and assess company reporting (sustainability reports, 10-Ks, company presentations), analyst reports, academic journals, media reports, and other relevant information sources.
Provide supporting research for shareholder resolutions, proxy memos, and responses to company no-action requests.
Research and work with team to score companies on topics relating to climate change and other relevant issue areas, including updating As You Sow reports and scorecards.
Preparing research briefs on climate related topics, which can include emissions reduction standards (including Science-Based Targets initiative, CA100+ Net Zero Company Benchmark, TCFD, etc.), carbon offsets, executive compensation and climate, deforestations impact, use of liquified natural gas, and other topics as needed.

Qualifications:

Experience with Microsoft Office Suite, particularly expertise with Microsoft Excel. Experience with AR Accounting, ASC 606 revenue recognition standards and revenue or grants/contract management software. Experience with conducting training to support staff around finance knowledge. Preferred – Experience working in a non-profit, political organization or campaign. Experience managing finance in national organizations or organizations at 100+million revenue or more. Collaborate with departmental staff to support their knowledge base around financial processes, budgeting and monthly review process.
Develop a projection process and budget owner meeting process.
Develop quarterly metrics and financial health dashboards to report to All Staff, Budget Owners, Departments and the Board Finance Committee and Audit Committee as needed.
Support the Director of Grants Management in the management of our Grants Management functions which track grant revenue and expenditures across entity, program, fiscal & contract year and department.
Work with other departments’ senior leadership on big picture support, knowledge transfer and guidance around grants management, budgeting and tracking.
Take an active role in working with the Board Finance Committee on presentation materials and communications with them on financial updates.
Conduct high level analysis for a wide range of needs including our CBA union process and all negotiations that require financial analysis and Strategic Plan Priority Areas. Manage finance report requests.
Work to build a bridge between finance and departments and partner with the Accounting team to set up effective help desk systems for communication, tracking and a ticket like system for requests, training and support.
Work with the President, SVP of Finance, Legal, and Development on major reporting, analysis projects and financial processes.
Work with the SVP of Finance, the COO and President on financial health decisions and considerations around asset management, investments, reserves and other assistance with compliance processes for the finance department to maintain accuracy and completeness of revenue and disbursements reported.
Monitor investment returns and relationship with organization’s investment brokers.
Support the development of business continuity and contingency plans.
Manage financial modeling and scenario planning.
Develop, implement, and maintain the organizational financial budgeting system and budget narrative process. Facilitate a collaborative organization-wide budget process.
Support the selection, management and migration of a new budgeting software.
Develop dashboarding capabilities for financial reporting and train staff to these resources.
Serve as a consultant and advisor to departments/programs on all financial matters.

Qualifications:
Work Experience: Required – Minimum of 10 years experience in budget development & FP&A functions, and management of finance staff within the nonprofit sector. Understanding of GAAP Accounting and Internal Controls. Experience with financial reporting and analysis in multi- entity or complex companies . Experience with Microsoft Office Suite, particularly expertise with Microsoft Excel. Experience with AR Accounting, ASC 606 revenue recognition standards and revenue or grants/contract management software. Experience with conducting training to support staff around finance knowledge. The Department of Local Services is recruiting for a Principal Planner (Project/Program Manager IV) who will lead both the Utilities Technical Review Committee and School Technical Review Committee and support the DLS mission by ensuring that the provision of facilities and services within unincorporated King County adhere to the plans and policies of King County. This role will be responsible for chairing the School Technical Review Committee, which is charged with the annual review of school district capital facilities' plans as required to impose impact fees and preparing legislation for referral to the King County Council. The position will also chair the eight-member Utility Technical Review Committee, which meets monthly.
JOB DUTIES:

Serve as the liaison to the school districts throughout the year as they propose school projects within unincorporated King County.
Chair the Utilities Technical Review Committee (UTRC), which is responsible for overseeing the provision of water and sewer services in unincorporated King County. This position has multiple responsibilities outlined in the King County Code and the King County Comprehensive Plan including:
The review and commenting on draft water and sewer plans to ensure consistency with the King County Code and Comprehensive Plan;
The review and recommendation for adoption of final water and sewer plans to the King County Council;
The review and recommendation for approval by the Director of the Department of Natural Resources and Parks (DNRP) for final wastewater plans pursuant to KCC 28.84;
Provide necessary ordinance packages, letters, reports, or memoranda, related to utility plan recommendations to Council or DNRP Director;
Represent the UTRC at Council hearings when plans are considered by Council;
Serve as the appeal body to hear issues related to whether or not sewer service is available in the urban area in a timely and reasonable manner under K.C.C. 13.24.136(B) and produce the UTRC decision;
Serve as the appeal body to hear issues related timely and reasonable water service appeals under the County's four Coordinated Water System Plans and KCC 13.24 and produce the UTRC decision;
Represent the UTRC if any water or sewer timely and reasonable decisions are appeal to the Hearing Examiner or Superior Court;
Provide information to assist in the preparation of future County comprehensive plans;
Provide information to assist in the review of right-of-way construction permits under KCC 14.28;
Fulfill the County's responsibilities as set forth in state rules and regulations, including chapters 90.54 (Water Resources Act of 1971), 36.70 (Planning Enabling Act of the State of Washington), 36.70A (GMA), 36.94 (Boundary Review Board), 57.02 (Districts) and 70.116 RCW (Coordination Act) and chapters 173-240 (Ecology rule on wastewater planning) and 246-290 WAC (DOH rule on water system planning);
Be responsible for providing the notification to Tribal governments for utility plan review/approvals that may affect Tribal interests within their usual and accustomed fishing areas (K.C.C. 13.02.020);
Approve additions and determents to council-approved sewer and water comprehensive plans without referral to the council to serve developments that have received preliminary approval from the King County Council;
Approve extensions to utility plans if the requested extension satisfies the UTRC rule;
Issue the findings required under K.C.C. 13.24.134, relative to sewer expansion in rural and resource areas;
Approve utility franchise applications under K.C.C. 6.27.050;
Serve as the contact person for County utility questions;
Serve as the County liaison to the Boundary Review Board for utility annexation questions;
Maintain the County's library of approved water and sewer plans, the UTRC web presence and utility paper files;
Provide testimony and technical assistance to the King County Prosecuting Attorney; provide expert testimony in litigation;
Provide information to citizens and resolve complaints regarding water and sewer activities;
Prepare proposed code updates, in coordination with County, State and regional stakeholders as needed to support the program and department interests;
Develop code and customer education pathways as needed to support the program and department interests;
Work with the Prosecuting Attorney’s Office and County Council staff to help resolve legal issues and questions that arise form legislative proposals;
Provide professional and technical support on Comprehensive Planning, Subarea Planning, and other local and regional planning projects and programs;
Prepare and support State Environmental Policy Act review of program and department legislative proposals.

EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS:
The ideal candidate will have the following qualifications:
Ability to chair and facilitate a multi-disciplinary and multi-jurisdictional team.
Ability to draft utility plan review letters, ordinance transmittal letters, ordinances, and detailed written reports on how school district plans or water/sewer plans comport with King County Code and the Comprehensive Plan.
Strong verbal and written communication skills, including ability to effectively interpret statues, rules, and technical information for non-technical audiences simply, clearly and concisely, communicate with tact and diplomacy.
Ability to work on multiple projects simultaneously and meet established project deadlines.
Ability to establish and maintain effective working relationships with a diverse group of individuals including elected officials, school district officials, business, utility, environmental, regulatory and community leaders, general public, and team members.
Ability to provide recommendations and/or decisions with minimal guidance on issues that may not have established or clearly defined guidelines, policies or directives.
Thorough understanding of how utility organizations (districts, cities, for-profit public water systems, homeowners’ associations, mutual etc.) operate, public utility development and management issues.
Knowledge of water supply management and planning, policy, and law at the local and state level in such areas as water utility planning, water supply options, Growth Management Act, ground water management, and resource management, demand forecasting, water conservation, and integrated water resource management.
Thorough understanding of how school districts prepare capital facilities plans and prepare for future student populations.
Thorough understanding of the King County Comprehensive Plan and King County Code (K.C.C.) related to franchises (K.C.C. 6.27); ground water (K.C.C. 9); water and sewer comprehensive planning (K.C.C. 13.24 and 13.28); right of way construction permits (K.C.C. 14.28) and the school technical review committee (K.C.C. 21A.28.154.)
Thorough understanding of the Washington State Growth Management Act as it relates to the provision of facilities and services in both designated urban and rural areas.
