Manages department operations for procurement, maintenance, custodial activities, and construction projects.
Interprets, implements, and maintains compliance with all governmental and accreditation regulations.
Manages inventory on maintenance and custodial equipment and supplies. Researches replacement and upgrades in accordance to purchasing guidelines.
Conducts training for staff and contractors concerning safety procedures, safe operation of equipment, and machinery, materials handling and emergency issues.
Oversees snow removal and lawn maintenance operations on College property.
Manages annual physical plant budget to ensure efficiency in staffing and in use of materials and equipment.
Hires, trains, supervises and evaluates staff as well as manages contracted services.
Schedules and directs testing for fire prevention and safety as required by Local, State and Federal regulations.
Manages the College’s vehicle fleet, fuel system, and driving records of all employees that use fleet vehicles.
Partners with various College departments and divisions to prepare buildings and grounds for scheduled activities.
Receives, processes, and coordinates work requests for all facilities repair, maintenance, and custodial requests.
Monitors information sources regarding inclement weather and hazardous road conditions. Consults with the Vice President of Administration & Finance to make recommendations on College cancellations, late starts, and early dismissals.
Maintains records, files, maintenance agreements, contracts, and warranty information for equipment and mechanical systems.
Serves as liaison with architects, engineers, and contractors regarding new construction, major renovations, and remodeling.
Facilitates projects to ensure they are completed within time, design, and budget specifications.
Develops and implements short and long-range maintenance plans to ensure resources are effectively utilized.
Participates in College safety planning to ensure staff are educated on the regulations of state and local codes.
Oversees recycling and garbage disposal for entire campus as well as driving new green initiatives.
Evaluates and implements energy conservation methods.
Participates in reviews for ADA, EPA, DNR, OSHA requirements related to the college's campus and buildings.
Participates in campus committees as assigned.
Performs other duties as assigned.

Minimum Qualifications
Bachelor’s degree in Engineering, Business Management or Technology Management.
Three (3) years of experience in the operations, the maintenance, and the support of commercial buildings.
Must possess a current driver’s license valid in the State of Iowa and a driving record insurable by the College’s insurer. Must be able to obtain additional endorsements as needed.
Ability to obtain an OSHA 30-hour card for General Industry within twelve (12) months of hire.
Experience with commercial building construction, building systems and the required maintenance procedures for HVAC, electrical, plumbing, fire suppression systems, low voltage systems (security/camera).
Knowledge of financial rules, required compliance regulations, laws, and procedures.
Must possess supervisory skills.
Knowledge of budget management and fiscal monitoring.
Knowledge of state and local building, safety, ADA, and health codes.
Demonstrated ability to work with a culturally diverse student population, faculty, staff, and the general public.
Ability to demonstrate strong interpersonal communication.

Take notes at board and committee meetings, disseminate minutes and action items in a timely manner

The successful candidate will work with internal and external teams that optimize the customer service effort at the College. This role, under general supervision, performs support service duties of moderate difficulty in the event support field, pressure washing and minor building maintenance such as replacing ceiling tiles . Provides support for both on and off campus events, moves, and assists with furniture relocation.
Minimum Requirements
High school diploma and experience in event support, and furniture moves . Must be able to follow oral and written instructions. Must be able to submit detailed and complete records and paperwork associated with various special events, event support, furniture relocation, etc. Troubleshooting and resolving problems. Ensuring that special events have all the requested materials needed per the work order request. Identifying and assessing customer’s needs to achieve satisfaction. Handling customer complaints and providing appropriate resolutions and alternatives. Organizing and maintaining files and records. Assisting requesters/supervisors/managers/coordinators to ensure logistical arrangements for programs are met. A valid SC driver’s license, or the ability to obtain one within 30 days of employment, as the employee will be required to drive state vehicles to transport equipment and/or personnel. POSITION SUMMARY:
Under the direct supervision of the Utilization Manager and in collaboration with all Clinic Directors, the Medical Records Coordinator (MRC) is responsible for managing the medical records for all APLA Health & Wellness clinics, including preparing, scanning, and retrieving patient health records in response to internal and external requests. The medical records coordinator reviews medical records for compliance with approved policies and responds to medical records requests per APLA Health & Wellness medical records protocols/policies. The MRC is also responsible for eCW fax management for all APLA Health & Wellness clinic sites.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Responds to requests for patient records, both within the facility and by external sources, retrieving them and transmitting them appropriately.
Creates digital images of paperwork to be stored in the electronic medical record.
Responsible for safeguarding patient records and ensuring compliance with HIPAA standards.
Performs other clerical tasks as needed, such as answering phones and faxing.
Suggests means by which procedures for maintaining medical records can be improved upon.
Monitor a centralized eCW fax and appropriately distribute received records/information.
Ensures that it is easy to troubleshoot problems relating to the maintenance and regular update of medical records.
Contribute to departmental quality initiative or similar projects.
Act as back-up for referral coordinators when needed.

Required: High school diploma or GED. A minimum of one year of experience in a community-based organization, clinic, dental office, or healthcare related field. Must be bilingual in Spanish.

Experience working with multiple benefits coverage programs including private insurance and government programs. Possession of proven organization, mathematical, and analytical skills; strong time management skills, effective interpersonal, communication skills and problem-solving skills; proven documentation and data entry management skills.
Knowledge of:
Advance computer skills including Microsoft Office, Excel; HIV disease, other health disparities and co-occurring disorders, Los Angeles County HIV and primary care service delivery system, HIPAA and OSHA guidelines, medical office filing systems, quality management and basic knowledge of the eClinicalWorks Electronic Health Record system. Knowledge of managed care eligibility and authorization process. Understanding of quality assurance and performance improvement procedures. Must have a valid SC Driver’s License, or ability to obtain one within 30 days of employment, as the employee will be required to drive state vehicles to transport equipment and/or personnel. Working across all levels of government, particularly county and state justice systems, this includes statutory analysis, legislative concept development, Oregon Administrative Rule analysis and management, contract development and administration, budgetary oversight, program technical assistance, trouble-shooting, barrier removal and care coordination across multiple service and funding systems including the Oregon State Hospital, Residential Treatment Systems, Community Mental Health Programs, local hospital emergency rooms, Acute Care units, Medicaid systems, Coordinated Care Organizations, and providers, with a focus on inclusion of peer run organization and consumer driven input. Prior Authorization Review Coordinator – Four Positions

What you will do!
Each of the four Prior Authorization Review (PAR) Coordinator positions below are responsible for receiving prior authorization (PA) requests for services covered by the Oregon Health Plan (OHP) and initiating the steps required to complete the processing, review and determination of the PA requests. These positions utilize Oregon Administrative Rules, member information and benefit package information to interpret applicable rules, regulation, decisions, policies and procedures to ensure that complete and accurate PA information has been received from the requestor and assisting the requester with compliance of program requirements. These positions also support Medicaid service providers by operating a provider hotline during normal business hours, and by managing a variety of tasks related to prior authorization and unit functions. These positions will also be responsible to work with policy teams to offer feedback toward process improvement and compliance with due process policies. In addition, these positions will work with the OHP Medical Leadership team for both complex clinical decisions and policy and process improvement strategies. We are hiring two positions to support review of Behavior Rehabilitation Services and two positions to support review of Personal Care Attendant Services.
Behavior Rehabilitation Services (2 positions). BRS is a program that utilizes a residential care or proctor care model to provide services to people who are multi-system involved. The service is intended to offer services with psychological emotional and behavioral conditions and disorders. This position is also responsible for supporting the Early and Periodic Screening, Diagnostic and Treatment (EPSDT) program by identifying and approving clinically necessary services for members younger than 21 years of age. In addition, this position will work with the OHP Medical Leadership team for both complex clinical decisions and policy and process improvement strategies. This position will ensure prior authorization criteria is met for BRS services and that services are approved in accordance with applicable BRS rules and state plan authority. This position may also assume supportive roles for the PRTF benefit program as needed.
Personal Care Attendant Services (2 positions). PCA services seek to support activities of daily living and instrumental activities of daily living for individuals diagnosed with chronic mental illness. PCA services are intended to improve or maintain an individual’s condition and mitigate further regression, minimizing the need of more acute services. PCA services need to be determined as medically necessary and medically appropriate to meet an individual’s personal care needs in their own or family home. This position is also responsible for supporting the in-home personal care program and agency with choice program. This position may also assume supportive roles to ensure prior authorization criteria is met for behavioral rehabilitation services (BRS) and psychiatric residential treatment services (PRTS) approved in accordance with applicable BRS rules, PRTS rules, and state plan authority.

What you will do!
Each of the four Prior Authorization Review (PAR) Coordinator positions below are responsible for receiving prior authorization (PA) requests for services covered by the Oregon Health Plan (OHP) and initiating the steps required to complete the processing, review and determination of the PA requests. These positions utilize Oregon Administrative Rules, member information and benefit package information to interpret applicable rules, regulation, decisions, policies and procedures to ensure that complete and accurate PA information has been received from the requestor and assisting the requester with compliance of program requirements. These positions also support Medicaid service providers by operating a provider hotline during normal business hours, and by managing a variety of tasks related to prior authorization and unit functions. These positions will also be responsible to work with policy teams to offer feedback toward process improvement and compliance with due process policies. The service is intended to offer services with psychological emotional and behavioral conditions and disorders. This position is also responsible for supporting the Early and Periodic Screening, Diagnostic and Treatment (EPSDT) program by identifying and approving clinically necessary services for members younger than 21 years of age. In addition, this position will work with the OHP Medical Leadership team for both complex clinical decisions and policy and process improvement strategies. This position will ensure prior authorization criteria is met for BRS services and that services are approved in accordance with applicable BRS rules and state plan authority. This position may also assume supportive roles for the PRTF benefit program as needed.
Personal Care Attendant Services (2 positions). PCA services seek to support activities of daily living and instrumental activities of daily living for individuals diagnosed with chronic mental illness. PCA services are intended to improve or maintain an individual’s condition and mitigate further regression, minimizing the need of more acute services. PCA services need to be determined as medically necessary and medically appropriate to meet an individual’s personal care needs in their own or family home. This position is also responsible for supporting the in-home personal care program and agency with choice program. This position may also assume supportive roles to ensure prior authorization criteria is met for behavioral rehabilitation services (BRS) and psychiatric residential treatment services (PRTS) approved in accordance with applicable BRS rules, PRTS rules, and state plan authority.

Team Support and Resources

Partner with program staff to develop proactive communication and outreach strategies to stakeholders to increase awareness of programs and program participation.
Collaborate internally with program managers, CEO’s environmental justice specialist and public information officer, and externally with state agencies, to align outreach and engagement activities with a particular focus on equity.
Direct Outreach and Engagement
Manage the ReCharge Colorado program including contract management, invoice processing, developing scopes of work, reviewing and approving deliverables, monitoring contractor performance, and ensuring successful achievement of program goals and objectives.
Work with ReCharge coaches and ReCharge Equity Advisor to organize and enhance community connections and events with an equity focus.
Direct ReCharge coaches and the ReCharge Equity Advisor in coaching activities as needed to keep responsive to the market and community needs.
Lead development of new engagement activities and initiatives and support existing activities to advance transportation programs statewide.
Represent the Colorado Energy Office/Transportation Programs through community-facing events and relationships with community members and groups, and act as liaison between public and internal stakeholders.
Facilitate and track community and stakeholder input, work with transportation team to evaluate and respond, as needed, to inform program development and refinement.
Develop relationships with existing and lead outreach and engagement efforts to new stakeholders.
Communications and Other
Serve as team lead to collaborate with CEO Public Information Officer (PIO) to ensure communications and digital accessibility needs are met, oversee review and updates of team website content, and draft and post social media content.
Lead design, production, and delivery of outreach and engagement materials and collateral.

Required Qualifications:
Bilingual in English and Spanish: writing, reading and oral
Graduation from an accredited college or university with a Bachelor's degree in Social Sciences or related field.

Minimum three years professional outreach and stakeholder engagement experience OR seven years professional experience without a degree
Proven track record of building and managing relationships across diverse stakeholder groups

Valid driver's license
Ability to travel up to 15% of the time

Serves as a liaison between the customer and the appropriate staff. Handles customer inquiries and requests in a professional, courteous, helpful and timely manner. Prepares and maintains all account files including correspondence, operational records and customer surveys to ensure accurate documentation of blood drive activity. Assists team in system data integrity. Using approved templates and/or campaign materials, may localize blood drive collateral (posters, flyers, table tents, paycheck stuffers) to include location, date, time, goal, etc. Provides review and initiates applicable follow up for the Print Cost Model and exceptions process. Sends blood drive confirmations to blood drive coordinators/blood drive sponsors and ARC Chapters on an annual, semi-annual and/or quarterly basis. Sends thank you notes to customers to help ensure the prospect for future customer activity with ARCB Handles all inside sales support for assigned Recruitment District team. Includes management of the donor pre-sign up process, CRM Status Report review, and DRMS Condensed Report review with Reps for accuracy. May manage High School scholarship tracking and check requests. May manage inventory and distribution of donor premiums/giveaway items. Assists in orientation for new team members. WHAT YOU NEED TO SUCCEED: High School or equivalent required. Minimum 3 years related experience or equivalent combination of education and related experience required. Basic knowledge of computer office products, word processing, spreadsheet, database and presentation applications highly desirable. Must possess outstanding organizational and communication skills. Effective problem-solving skills in managing multiple priorities. A current valid driver's license and good driving record is required.
