Job Summary
The Concurrency Engineer is primarily responsible for the implementation of the county’s Transportation Concurrency Management System. Duties
What makes this role unique? As the Greenhouse Gas Reduction Specialist, you will have the opportunity to join a rapidly growing team helping to chart the path for how Ecology will reduce emissions of potent greenhouse gases affecting climate change. You’ll grow and learn valuable new skills while working with a wide range of individuals with diverse backgrounds, both inside Ecology and externally with businesses to stay compliant with Washington’s regulations. What you will do:
Act as an agency hydrofluorocarbon (HFC) specialist working to reduce statewide HFC emissions in both commercial and residential products.
Provide technical assistance to the regulated community to identify climate-friendly products.
Support the rule-writing team as we complete the development of compliance protocols.
Take a leading hand in developing standardized procedures and protocols for compliance and enforcement for small commercial and residential products. Support the development of guidance documents, fact sheets, and product purchasing recommendations.
Help outreach staff to develop educational materials, share information, and provide training to the community; this includes both formal training, such as workshops, and detailed one-on-one work sessions during compliance visits.
Qualifications
The goal class for this position is Environmental Specialist 3 (ES3) . We will also consider applicants who meet the requirements for the ES1 and ES2 levels. If the finalist meets the requirements for the ES1 or ES2 levels, they will be hired at that level and placed into a training program to become an ES3 within a specified period of time. We are seeking an entry-level professional to join our off-grid energy access team. The position will support administrative and research tasks including coordination with solar product manufacturers, data input and maintenance, and technical test report review and analysis. This is a full-time (40 hours/week) position, and is anticipated to start in July 2023.
This position will substantially contribute to our work on off-grid energy access. For context, more than 1 billion people worldwide are currently unable to access reliable grid electricity. Modern off-grid solar products help support these communities by providing clean and reliable energy for homes, farms and small businesses, and local facilities including schools and health clinics. As the technical lead for the VeraSol program, our off-grid energy access team develops and implements international test protocols for quality assurance to ensure that solar products and appliances are safe, durable, reliable, and perform as advertised. We work closely with national governments, manufacturers, and nonprofit organizations seeking to provide energy access and resilience across Sub-Saharan Africa and South Asia. To date, over 65 million off-grid solar products that were certified through the program have been sold, benefitting well over 100 million people.
We work in a hybrid environment that supports flexibility and connection. Our team members currently have the option to work on site all the time or alternate between working remotely and at least 25% onsite at the Schatz Center. During the initial onboarding period, the team member could telecommute, but ultimately will need to live within commuting distance of the Schatz Center.

Sr Network Engineer
This position is responsible for the application engineering of telecommunications outside plant in a local serving exchange environment. The responsibilities include planning and providing strategic guidance for OSP facility reinforcement for a geographical territory. Education and Experience:
High school diploma or GED and two years of experience emphasizing intensive public contact, customer service, processing of technical work such as interpretation and explanation of complex regulations to customers.
Experience or training in building codes and permit processes or other aspects of planning, zoning review, code enforcement, or land development is highly desirable or any combination of education or experience which would demonstrate the ability to perform the work.
Knowledge of: Laws, county codes, ordinances, and policies governing urban planning, land use and building codes; the objectives, principles, and techniques of urban and rural planning and land use control; land use and building permit processes, procedures and requirements; computer permit tracking system and geographic information systems (GIS) programs; standard office practices and procedures; business English; record keeping methods and procedures.
Ability to: Interpret legal documents such as zoning codes, ordinances, resolutions, and legal descriptions; organize, record, and tabulate technical information; accurately explain policies, procedures, laws, regulations, codes and ordinances, both orally and in writing; read and interpret maps, drawing of plots, building sites, water and sewage systems; apply sound judgment in making decisions independently in accordance with established policies, procedures, and regulations; effectively maintain harmonious relationships with customers, including co-workers; diffuse difficult or highly charged situations; follow oral and written instructions; operate standard office machines and equipment.
