Job Summary
The employees occupying the positions of this class are responsible for performing and resolving technical and complex civil engineering tasks and problems within the framework of broad engineering and administrative guidelines within transportation. The Engineer I is an entry level engineer position in the Public Works Department. These employees operate from an office or in the field performing work under the supervision of an administrative supervisor. This is the first step in a career progression that continues to the Engineer II position and the Engineer III position. Engineer II employees work on more complex engineering tasks with less supervision and Engineer III employees manage the most complex engineering projects and are Certified Professional Engineers. The Engineer II position is the second step in a career progression that begins with Engineer I and ends with Engineer III. Engineer II employees perform tasks with limited supervision and require substantial use of independent judgment within the scope of advanced engineering assignments. Engineer I employees perform basic engineer work under the supervision of an administrative supervisor. Engineer III employees manage the more technical engineering projects and are Certified Professional Engineers. This transportation professional role is responsible for the review of land use and development engineering applications, plans, and reports for transportation concurrency, street and road standards. This position will be responsible to prepare transportation staff findings and presentations to the County hearings examiner regarding the required public improvements. Qualifications
Engineer I
Education and Experience:
• B.S. degree in Civil or related engineering.
- OR -
• High School Diploma or G.E.D. and two (2) years relative engineering work experience and possession of an E.I.T. certification.
Knowledge of: engineering principles, practices and the techniques and equipment involved; physical (hydraulics, mechanics, etc.) and mathematical (trigonometry, calculus, geometry, etc.) sciences and their application to engineering and field surveying computations and engineering design; construction materials, material testing and application; basic principles of supervision.

• Possess or be able to obtain a valid driver's license by date of appointment

Keeping Washington Clean and Evergreen The Climate Pollution Reduction Program (CPRP) within the Department of Ecology is looking to fill a Senior Cap-and-Invest Market Monitor (Financial Examiner 4) (In-Training) position. As a Senior Cap-and-Invest Market Monitor, you will play a critical role supporting the successful long-term performance of Washington’s cap-and-invest program by helping ensure that our market stays transparent and free of fraud through monitoring of auctions and trading in allowance and other related markets. What makes this role unique?
The Climate Commitment Act Implementation Group is leading the design and implementation of Washington’s cap-and-invest program, which employs market mechanisms to reduce greenhouse gas (GHG) emissions in a cost-effective manner. As part of the cap-and-invest program, businesses and entities will be required to obtain allowances tied to their emissions, which can be bought, sold, and traded. This market began in January 2023, the first auction was held in February 2023, and the proceeds will be invested in initiatives to decarbonize transportation and other sectors of the economy, promote clean energy, and advance equity and environmental justice. The Auctions and Market section helps bring companies into the cap-and-invest program, facilitates allowance auctions and trading, and safeguards the Cap-and-Invest Program’s integrity through ongoing market surveillance. In this position as a senior market monitor, you will be responsible for developing and implementing strategies to surveil the Cap-and-Invest Program. The position safeguards the auctions and the market program, which is a top priority of both the agency, Legislature and Governor’s Office. What you will do:
Contribute to analysis of entity behavior within the cap-and-invest program with a focus on activities that change the Washington allowance market and related commodities and futures markets.
Support potential market-related linkage work. In the event of linkage, work on the coordination of market-monitoring activities with linked program(s).
Maintain an up-to-date understanding of finance, econometrics, and/or related fields. Apply concepts from these fields in your market monitoring work.
Provide support to other CCA Implementation Group staff as entities join the cap-and-invest market, such as providing analysis of corporate association groups that allow entities to join the market.
Mentor, cross-train, and serve as strong positive example to other auctions and market unit staff.
Qualifications
The goal class for this position is Financial Examiner 4 (FE4) . We will consider applicants who meet the requirements for the FE3 and FE4 levels. If the finalist meets the requirements for the FE3, they will be hired in at that level and placed into a training program to become an FE4 within a specified period of time. Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent

What makes this role unique?
The Climate Commitment Act Implementation Group is leading the design and implementation of Washington’s cap-and-invest program, which employs market mechanisms to reduce greenhouse gas (GHG) emissions in a cost-effective manner. As part of the cap-and-invest program, businesses and entities will be required to obtain allowances tied to their emissions, which can be bought, sold, and traded. This market began in January 2023, the first auction was held in February 2023, and the proceeds will be invested in initiatives to decarbonize transportation and other sectors of the economy, promote clean energy, and advance equity and environmental justice. The Auctions and Market section helps bring companies into the cap-and-invest program, facilitates allowance auctions and trading, and safeguards the Cap-and-Invest Program’s integrity through ongoing market surveillance. In this position as a senior market monitor, you will be responsible for developing and implementing strategies to surveil the Cap-and-Invest Program. The position safeguards the auctions and the market program, which is a top priority of both the agency, Legislature and Governor’s Office. What you will do:
Contribute to analysis of entity behavior within the cap-and-invest program with a focus on activities that change the Washington allowance market and related commodities and futures markets.
Support potential market-related linkage work. In the event of linkage, work on the coordination of market-monitoring activities with linked program(s).
Maintain an up-to-date understanding of finance, econometrics, and/or related fields. Apply concepts from these fields in your market monitoring work.
Provide support to other CCA Implementation Group staff as entities join the cap-and-invest market, such as providing analysis of corporate association groups that allow entities to join the market.
Mentor, cross-train, and serve as strong positive example to other auctions and market unit staff.
Qualifications
The goal class for this position is Financial Examiner 4 (FE4) . We will consider applicants who meet the requirements for the FE3 and FE4 levels. If the finalist meets the requirements for the FE3, they will be hired in at that level and placed into a training program to become an FE4 within a specified period of time. Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

Participates in contract review, MOU and other agreement processes for the College to ensure minimization of risk. Helps college administrators to develop, negotiate, and review contracts using the College’s Contract Review and Approval Process. Reviews clinical affiliation agreements with hospitals, clinics, and other provider agencies that programs have negotiated.
Participates in the development of the program budget and monitors performance against funding and expense requirements.
Serves as a liaison to College departments regarding risk factors and workers’ compensation.
Assists with the investigation, administration, and adjudication of tort claims filed against the College; contributes to the formulation of findings and makes recommendations for action and adjudication of claims for approval by the College.
Coordinates with the College’s liability insurance carrier to obtain certificates of coverage and to assess risk and liability exposures. Ensures the renewal and payment of insurance premiums in accordance with college policies and executive leadership approval. Conducts internal insurance claims investigations. Analyzes and advises on the College’s insurance coverage.
Ensures College’s risk management efforts are in compliance with existing laws and College policies and procedures.

Position Responsibilities
Participates with others on loss prevention and control efforts identifying and analyzing potential exposure to loss; develops related goals and other program performance expectations.
Implements alternative risk management and mitigation techniques, strategies, and measures.
Participates in, and may direct, the development of new programs, initiatives, and incentives to reduce and mitigate risk.
Participates in contract review, MOU and other agreement processes for the College to ensure minimization of risk. Helps college administrators to develop, negotiate, and review contracts using the College’s Contract Review and Approval Process. Reviews clinical affiliation agreements with hospitals, clinics, and other provider agencies that programs have negotiated.
Participates in the development of the program budget and monitors performance against funding and expense requirements.
Serves as a liaison to College departments regarding risk factors and workers’ compensation.
Assists with the investigation, administration, and adjudication of tort claims filed against the College; contributes to the formulation of findings and makes recommendations for action and adjudication of claims for approval by the College.
Coordinates with the College’s liability insurance carrier to obtain certificates of coverage and to assess risk and liability exposures. Ensures the renewal and payment of insurance premiums in accordance with college policies and executive leadership approval. Conducts internal insurance claims investigations. Analyzes and advises on the College’s insurance coverage.
Ensures College’s risk management efforts are in compliance with existing laws and College policies and procedures.
Builds College-wide support and visibility for risk management and general loss control programs and initiatives.
Provides ongoing training and communication to College employees to ensure compliance and reduce risk.
Accumulates and analyzes data and develops comprehensive reports related to the risk management program.
Serves on a variety of related internal committees and/or task forces.
Conducts periodic risk prevention audits of the College assets, workers compensation program, and other liabilities within the scope of position responsibilities.
Makes recommendations to administration on reducing risk at the College.
Manages driver’s authorization program; ensures requirements are communicated to College faculty, staff, and volunteers.
Creates and maintains complete, accessible, and auditable files and records of work.
Participates in disaster recovery and emergency planning for the College in conjunction with administration and the College’s Environmental Health and Safety Manager and Emergency Planning Specialist.
Communicates with the College’s Assistant Attorney General and other government agencies as necessary on risk related matters.
Assists in the revision of relevant sections of the Washington State Administrative Code, when necessary.
Represents the College at regional, state and national meetings, as appropriate.
Develops and administers an Enterprise Management Program for the College.
Works primarily in-person and on campus. This is not a remote work position.

Qualifications
MINIMUM QUALIFICATIONS:
Associate’s degree in a related field (ex: risk management, human resources, public or business administration, or paralegal) AND three (3) years of comparable professional work experience OR equivalent related education/work experience.
A strong background in research, writing, and analyzing and understanding complex data, policies, and laws.
Experience working with risk management, public records, liability insurance, contracts, policies and procedures, and workers compensation claims.
