Within delegated authority, the Chief, Engineering Support Section (ESS) will be responsible for the following duties: • Directs the work of the Section, manages its resources and exercises supervisory control over the professional execution of the work carried out within ESS, ensuring that missions' engineering support requirements are met in accordance with established policies, procedures and standards in the most efficient and expeditious manner. • Oversees and coordinates the Section's ongoing support activities by directing responses to operational requirements, defining issues and means, taking decisions and rendering advice on the resolution of complex engineering support problems of great intricacy, monitoring/following-up on matters for which the Section has responsibility and approving all outgoing correspondence. • Establishes a broad range of performance goals (short- and long-term) and improvement projects for the Engineering Support Section to enhance responsiveness and efficiency of the engineering support to field missions, and monitors their implementation and related achievements. • Ensures the timely and responsive implementation of the Performance Appraisal System (PAS) within the Section and provides general guidance and counseling to the staff of the Section as necessary. • Provides general engineering policy guidance, technical support and specialist advice on the complex, multi-faceted civilian and military engineering support activities, such as vertical and horizontal construction projects; buildings management activities; technical services including maintenance, repair and rehabilitation programmes; engineering contracts such as specialized support services; and the acquisition of engineering/construction related equipment goods and related assets. • Establishes and manages a portfolio of contracts to meet engineering related requirements in accordance with established policies, developed programmes and category management strategies, with a total value in excess of US$ 160 million annually. • Supports the overall management and control of UN-owned facilities, infrastructure and engineering equipment, which involves asset redistribution, establishment of types and quantities of engineering assets to be kept on stockpile and decisions on priorities for engineering assets required by field missions. • Undertakes periodic inspection visits to field missions to remain current on problems and features of the construction, building management and military (combat) engineering related support operations. • Develops strategy and direction for the engineering support in field missions, determines corresponding support concepts and generic resource requirements, entailing the formulation or updating of policies, procedures and practices, including, but not limited to the development of improved-programming methods, the updating of engineering related documentation contained in the logistics directives and other field operations related manuals, and the collaboration in developing better contracting policies and contracts management procedures. • Oversees the development, implementation and up-dating of comprehensive guidelines and contingency plans on the engineering support in field missions, such as accommodation and other engineering standards, scales of issue, standardization of equipment, property control, memoranda of understanding, guidelines to troop contributing countries and Letters of Assist, and liaises on these issues with the counterparts in field missions, DOS and other Departments within the Secretariat. • Initiates, in liaison with other Divisions and Services of the Office of Supply Chain Management and counterparts in other Departments and UN Agencies, the long-range development planning for an efficient establishment, sustainment and liquidation of prospective UN peace-keeping or other missions and directs the formulation of corresponding master plans and procedures pertaining to engineering support aspects. • Deputizes for the Service Chief during absences. • Approves draft response to internal and external Audit notes, observations, or management letters on issues under the purview of the Section. Initiates remedial action as required. • Maintains close contacts or liaison with other offices in and outside of the Secretariat to ensure free exchange of information and provision of full assistance and co-operation on engineering and related support matters in connection with peace-keeping and other field mission activities. • Participates in initial, periodic and exit discussions and briefings with SRSGs, Force Commanders, Chief Military Observers, Chiefs of Staff, Chief Administrative Officers (CAO/DOA) and other senior officials of peace-keeping and other field missions. • Liaises with Executive Office (HQCSS) on matters relating to the Section's resource requirements such as staffing, personnel administration, equipment and supplies.

Education
Advanced university degree (Master’s degree or equivalent degree) in civil, mechanical or electrical engineering, Supply Chain Management or other related field is required. Work Experience

As a trusted advisor and strategic business partner, this position supports two large environmental programs within the agency: our Water Quality Program and Hazardous Waste & Toxics Reduction Program . You will have the opportunity to learn about the work we do to reduce toxics and clean up hazardous waste, and improve water quality. You will directly support these programs as they recruit and hire team members to take on important and long-lasting environmental initiatives and protect our natural resources across the state.

As a trusted advisor and strategic business partner, this position supports two large environmental programs within the agency: our Water Quality Program and Hazardous Waste & Toxics Reduction Program . What you will do:
As a Technical Services Lead, you will provide a broad range of engineering technical expertise and coordination within the Park Development Program including; leading coordination of Facilities Investment Program; providing technical support to Park Development staff, Region staff and other OPRD staff; and Coordinating and facilitating work of Construction Project Managers.
In this role, you will evaluate and establish standard procedures for implementing project scoping, budgeting, design and construction project management for the Park Development Program and assist with the monitoring, evaluating and reporting on accomplishments.
Additionally, you will serve as the Senior Worker for the Park Development Program and will hold a State of Oregon engineering stamp. You will also train, plan, direct, and review the work of other engineering professionals and technicians.
Minimum Qualifications:
(a) A Bachelor's degree in either Civil, Electrical, Structural, or Mechanical Engineering, Construction Management Engineering, or Energy Management Engineering; AND Four (4) years of engineering experience.

Job Summary
The City of Bellevue Transportation Department is seeking a motivated leader to fill our Traffic Engineering Manager position to provide direction and leadership for the Traffic Engineering division within our Transportation Department. You will have the opportunity to lead an innovative team that works to use the latest industry standards and guidance to maintain a safe and efficient transportation network for all users.
Reporting to an Assistant Transportation Director, you will serve on the Assistant Director’s Management Team, and provide oversight and guidance in the development and administration of projects to facilitate the resolution of traffic engineering concerns. You will also be involved in the expansion of our bicycle and pedestrian facility networks and in the operations of transit throughout Bellevue. The Traffic Engineering team serves as the traffic expert on all capital projects in the city, supports our development review team in assessment of traffic operational aspects of new developments and prepares full plans, specifications and estimates on safety projects developed by the team.

Essential Duties and Responsibilities
Through a staff of six engineers and one senior engineering technician, manage and supervise:
Operation of all traffic control facilities and devices, such as roundabouts, stop and yield signs, pavement markings, parking rules, speed limits and truck routing.
Management of multiple division programs to improve traffic operations and safety, including crash reduction studies, crosswalk evaluation and design, clear zone evaluations, traffic spot improvements, traffic data management and curb management.
Expert review of the traffic engineering elements for capital improvement projects, regional projects, planning studies, and new developments. This includes review of access control, street lighting, traffic signals, channelization, signing, pedestrian access and bicycle facility type.
Program and administer annual capital budgets to improve traffic, pedestrian, and bicycle operations and facilities.
Review and update of traffic related ordinances through the Council approval process including preparation of agenda memos, study session presentations and drafting management briefs.
Oversees the coordination and development of engineering plans and specifications, competitive bid process and management of contractors and vendors.
Attend weekly manager's meeting with the workgroup assistant directors and peer Mobility Management division managers. Coordinate with other division mangers to ensure effective and informed decision making and communication on department issues.
Assign questions and concerns from residents, outside agencies and the general public regarding traffic control facilities and day to day traffic operations. Ensure requests are prioritized and tracked. Modify staff responses as needed and lead higher profile or politically sensitive responses.
Develop budget proposals for various staff and programs. Answer budget inquiries from budget reviewers, management and the public. Develop and track performance measures for all programs and functions. Participate with Assistant Director in budget monitoring and implement direction on budget adjustments during the fiscal year.
Assist in the development of work plans to ensure coordination between engineering and our operations and maintenance division.
Lead presentations regarding Division systems, projects and programs to Council and other governing entities. Lead responder to traffic related media inquiries including on-camera and radio interviews.
Serve as the expert witness on the operation of the traffic systems in matters of litigation. Assist in defending the City against tort liability lawsuits relating to traffic operations.
Develop Division goals and objectives; ensure that staff has appropriate project understanding.
Mentor, develop and evaluate staff.
Maintains regular contact with consulting engineers; construction project engineers; city, state and federal agencies; professional and technical groups; and the general public regarding division activities and services.
Establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity and teamwork.
Supervision Received and Exercised
Works under the general supervision of a Transportation Department Assistant Director.
Exercises supervision over engineers and engineering technicians.
