Ocean Associates, Inc. (OAI) is seeking a candidate to assist the National Marine Fisheries Service (NMFS) Office of Protected Resources (OPR) Permits and Conservation Division in Silver Spring, MD. OAI supplies personnel support services on contract to government and industry clients for marine fisheries and protected species.

DUTIES:
Processing and assisting with requests for scientific research, enhancement and photography permits and authorizations pursuant to Section 104 of the Marine Mammal Protection Act (MMPA), Section 10(a) (1)(A) of the Endangered Species Act and NMFS' policies, including: reviewing applications for directed takes; coordinating with applicants; conducting analyses; responding to public comments; and drafting all necessary documents.
Conducting and assisting with necessary National Environmental Policy Act (NEPA) analyses and Endangered Species Act (ESA) consultations on the issuance of permits indicated
Critically analyzing and assisting with the compilation and analysis of scientific literature, agency documents, and other applicable information to assess impacts of activities on marine mammals and developing/evaluating mitigation and monitoring to support agency findings under the MMPA, ESA, and NEPA
Communicating program policies, requirements, and issues to the public and other Federal Agencies, as well as to other NOAA programs and leadership.
Travel may be necessary on a limited basis to attend meetings or workshops, in accordance with Federal Travel Regulations
Location: Remote/Telework
Start Date: As soon as possible after completing a background investigation
Salary and Benefits: This is a full-time position with benefits. Salary: $34.00 to $38.00 per hour.
Required Knowledge and Experience:
Bachelor of Science degree or higher, from an accredited college or university with a major directly related in a field of study. Three (3) years of experience in related field to the stated duties, or combination of education and experience totaling seven (7) years. Education beyond Bachelor’s Degree can be substituted for experience; Master’s Degree and 2 years of relevant experience or a PHD and one year of relevant experience.
Experience conducting activities related to understanding the biology or ecology of marine mammals and evaluating the impacts of human activities on them (e.g., experience conducting research or enhancement activities on marine mammals, and experience in technical writing and analysis of scientific information.
Working knowledge of the ESA, MMPA, and NEPA
Ability to work independently, reliable, self-starter, self-motivated and strong attention to detail
Skill in oral and written communication in order to develop and present scientific assessments and analyses.
