The Aquatic Restoration and Resiliency Coordinator (ARRC) provides technical and scientific support for conservation initiatives in support of The Nature Conservancy’s measures of conservation success. The ARRC will facilitate efforts of the St. Lawrence and Eastern Lake Ontario Partnership for Regional Invasive Species Management (SLELO PRISM), a partnership program working to protect the region from the impacts of invasive species. TRIO Upward Bound (UB), a federally funded TRIO program, is designed to assist high school students from first generation and low-income backgrounds to complete secondary school and enter postsecondary education programs. The program serves 60 students at Westminster High School.

Provide academic advising, develop individualized student development plans, and monitor academic progress.
Provide financial literacy and career planning activities.

Establish and maintain appropriate record keeping and accounting systems in accordance with FRCC and U.S. Department of Education guidelines.
Implement a student data base management system that is secure and accurately reflects student eligibility, academic performance and participation.
Develop partnerships with appropriate stakeholders:
Communicate program goals, objectives, and needs of target students to the FRCC and WHS community.
Leverage WHS and FRCC resources for UB participant use.

Develop and maintain relationships between the program and the community, including schools, postsecondary institutions, and other public and private community organizations and institutions.

Duties
What makes this role unique? In this role you will serve as the subject matter expert and HR lead in Position Allocation and Classification. You will also provide consultation and training to HR staff and agency managers on the designated area of expertise. This position is not transaction-focused, rather the focus is on consulting, creating, and improving. What you will do:
Work with team mates to ensure DEIR is integrated into position descriptions and the hiring process. We are working to ensure unnecessary barriers do not exist when seeking employment with Ecology, including updating our required minimum qualifications to account for alternative ways to be qualified, instead of always relying upon degrees, wherever possible.
Collaborate with assigned programs to identify workforce issues and be empowered to help resolve them. We encourage our HR Business Partners to identify creative solutions wherever possible, and not rely upon “the way we’ve always done it”. These opportunities may include working on classification & compensation proposals, modifying existing procedures, and working to ensure proposed policy meets our customers’ needs.
Become an expert in human resource management, and employee and labor relations; be the strategic partner and advocate to the executives, managers, and supervisors in assigned programs for workforce planning, employee performance management, labor relations, and all other human resource management and personnel functions.
As an expert in position allocation and classification, you will develop and maintain expert level knowledge and serve as the agency expert in this area. Use expert level knowledge to develop training, tools and training for HR staff, agency supervisors and managers or employees.
Provide accurate and research-based guidance on performance management, labor relations, and disciplinary processes to Ecology managers and supervisors so that actions align with Just Cause principles and stand up through the scrutiny of grievances and arbitrations.
Work collaboratively to support the goals of the programs/offices and the mission of the agency by strategically partnering with program staff to manage issues related to Classification and Compensation in assigned programs. Provide expertise and consultation on job classifications, compensation and workforce planning. Analyze position descriptions and make allocation determinations. Represent agency in classification appeals and coordinate preparation. Perform FLSA designation review and determinations. Serve as the coordinator for the agency WMS Banding Committee.
Consult with employees and supervisors and provide assistance regarding state and federal employment laws, civil service rules, collective bargaining agreements, agency policies, career development opportunities, classification and pay and other issues. Investigate and analyze problems having broad potential impact, making recommendations, providing options, or suggesting necessary actions on matters.

Work is performed either in or a combination of an office setting, classroom setting using technology. Requires good hand-eye coordination including visual acuity to use a keyboard and read technical information; arm, hand and finger dexterity, including ability to grasp. Employment Status
Regular, part-time, hourly evening position averaging 28 hours per week during the fall and spring semesters and 25 hours per week during the summer term.
This position offers a choice of retirement programs – IPERS (defined benefit) or TIAA (defined contribution) which is available up on hire. Employees working an average of 20 hours or more per week for one-year, may be eligible for additional benefits including but not limited to: Single dental and vision insurance, Flex Plus (IRS 125) plan and paid time off.
Salary will be commensurate with the candidate’s education and experience.

The salary range for this role is $45,000 to $53,000. ESSENTIAL FUNCTIONS AND RESPONSIBILITIES Clinical Practice
Interview and evaluate the behavioral health needs of program participants in their home by using a variety of assessment techniques and instruments; assess and re-asses behavioral health needs of program participants
Develop individualized treatment plans for each program participant and update plans every six months
Provide intensive individual counseling to program participants at their level of understanding and acceptance
Conduct clinical assessments and provide counseling to clients when necessary
Provide crisis intervention services to clients
Coordinate referrals for behavioral health treatment; act as a liaison to community treatment programs
Facilitate communication with client’s Medicaid managed care health plan, care coordinator, primary care provider and/or psychiatrist to meet integrated health needs
Conduct and document intake assessments, program discharges, and referrals
Schedule all client visits; make reminder calls and organize electronic and hard copy calendar
Document assessment information as required in the program participants’ files; input information into data tracking system and on paper charts; ensure quality of counseling files
Assist with the implementation of the client Peer Support Group

Implement counseling program procedures and clinical forms
Provide expertise to partner agency staff concerning behavioral health including substance use and mental health and treatment modalities
Provide consultation related to therapeutic needs for program participants partner agency staff (e.g., Case Managers, Supervisors)
Train AFC and partner agency staff on behavioral health topics including substance use and mental health
Provide case-conferencing consultation at case manager request
Research and stay abreast of evidenced-based treatment modalities and interventions as well as assessment materials

Assist with agency-wide activities as directed, including Annual Meeting, AIDS Run & Walk, World of Chocolate and others
Maintain and update job knowledge by participating in training and educational opportunities, reading professional publications, and participating in professional organizations

Preferred Qualifications
Master’s in TESOL and/or Education and/or teaching certification.
Experience teaching Adult Education and Literacy (AEL), IELCE, IET, I-BEST, and/or adult ELL classes.
Experience in skilled trades and workforce training.
Experience with instructional/classroom technology.
Working Conditions
Requires skills for succeeding in an office environment, using technology. Requires good hand-eye coordination including visual acuity to use a keyboard and read technical information; arm, hand and finger dexterity, including ability to grasp. Work is performed in an office setting. Sit, stand, bend, lift and move intermittently during working hours. During course of day, interact with students, faculty and staff in person, by telephone and computer.
