Mr. Rodriguez has over 30 years of human resource management, management, organizational and process development experience in the private sector (nuclear & coal generated energy, telecommunications, retail, legal, chemical manufacturing, mental/behavioral health, hospital, security, BPO), non-profit, and public sectors (municipal, county, state, federal). He has held management positions with companies such as Qualfon USA, T-Mobile, Ticketmaster, Alorica, Advanced Call Center Technologies, and Arizona Public Service Company, as well as the Texas cities of Austin, Arlington, Plano, Victoria, Harlingen, Weslaco, Edinburg, Cochise County, Arizona, and Tropical Texas Behavioral Center. Mr. Rodriguez has helped launch 4 major call centers, develop company-wide and city-wide pay and performance management plans, manage high volume recruiting and hiring programs, address major municipal police/fire civil service needs, re-engineer the organizational structure of the country’s largest nuclear power plant (Palo Verde), and successfully collaborated with the Teamsters, IBEW, CWA, AFSCME and various police/fire associations in achieving key fiscal goals.
He was an adjunct instructor at The University of Arizona, Sierra Vista, and South Texas College and consulted numerous Texas cities, such as San Benito, White Settlement, Midway, Corsicana, Friendswood, and Keller on police and fire matters and executive recruitment, and served on the Board of Directors and as the Marketing/HR Vice-President for the May Chemical Company in Dallas. He is also the organizer and director of Sand2Pearl, a non-profit corporation dedicated to human and community development. .
Mr. Rodriguez is a graduate of the University of Texas at Austin and conducted his graduate studies at the University of North Texas. A former Marine and member of the American Legion, Mr. Rodriguez is also a writer and an accomplished researcher with published work on performance appraisal practices.
