As a Wastewater Project and Financial Specialist, you’ll provide technical and financial assistance to funding recipients to advance wastewater infrastructure projects statewide. You’ll help manage and oversee individual funding agreements with municipalities, Tribes, and sewer districts. You’ll collaborate with Ecology engineers and project managers, monitor project performance, conduct site visits, and play a lead role in providing oversight for state and federal funding programs. What you will do: Develop relationships with local, state, and federal partners, Tribes, and other eligible funding recipients to support wastewater infrastructure needs. Negotiate and write new funding agreements, in coordination with regional engineers and project managers.  Serve as a senior financial manager on funding agreements for several large and complex wastewater projects across the state. Assess project compliance with funding agreement terms, funding program guidelines, agency policy, and state and federal funding program requirements through review and processing of quarterly progress reports, payment requests, backup documentation, project deliverables, and site visits throughout the project duration, specifically at critical milestone stages. Collaborate with colleagues in the Financial Management Section to promote funding opportunities through various workshops for funding applicants and recipients. Collaborate with Fiscal staff on annual development of grant and loan agreement template documents to ensure all state and federal conditions and requirements are accounted for. Review, analyze, and develop policies, procedures, and guidelines necessary to implement financial assistance programs with an emphasis on contract language, state and federal requirements, and fiscal accountability. Duties We are seeking an experienced hydrogeologist and leader to join our team in Central Washington – home to some of the state’s most diverse and complex geology and hydrogeology. In this role, you will manage a team of skilled technical professionals conducting hydrogeologic evaluations and investigations that guide water right decisions and safeguard the region’s critical water resources. Your team plays a key role in collecting and analyzing groundwater data through our monitoring network, providing the essential information needed to understand long-term aquifer trends and support sustainable water management. You will also supervise our regional Well Drilling Coordinator, ensuring compliance with Washington’s well drilling statutes and regulations. Additionally, you will provide expert hydrogeologic insight and guidance to senior managers, helping shape policies and management strategies that protect water resources while supporting the economic vitality, public health, and environmental well-being of our communities.  What you will do: Supervise a team of at least four staff members in the Central Region’s Technical Unit. Plan and conduct professional geologic and hydrogeologic investigations and research.  Review proposed groundwater and surface water development projects.  Investigate the hydraulic continuity between surface and groundwater and assess their potential impacts on water management decisions.  Oversee the central Washington groundwater well monitoring network and prepare well hydrographs for water management purposes.  Review, or oversee the review of, water right reports submitted by consultants through Conservancy Boards and the Cost Reimbursement Programs. What you will do: Perform senior-level review of facility engineers’ inspection reports to ensure accuracy and consistent decision-making across all facilities.  Conduct audits of Bechtel National, Inc’s (BNI) procedures in support of United States Department of Energy (USDOE) requirements; review BNI’s quality assurance/quality control (QA/QC) program and Caliber’s audit of BNI’s QA/QC program to ensure procedure compliance; and identify and perform additional Ecology audits as needed, including similar oversight of Integrated Disposal Facility (IDF) processes.  Review documentation required for the certification of the WTP and other facilities, ensuring compliance with permit requirements.  Obtain and review USDOE processes and procedures for documenting final certification of the WTP and other facilities under construction, evaluating their adequacy and appropriateness; identify deficiencies and work together with the permittee to achieve voluntary compliance. What you will do: Emergency Response to Spills & Threats: Respond to high-priority and complex environmental and human health emergencies, including oil spills, hazardous substances, abandoned waste, pressurized cylinders, fish kills, and illegal drug labs. Incident Command & Coordination: Serve as Initial Incident Commander / State On-Scene Coordinator, directing spill containment, cleanup, resource deployment, and multi-agency coordination. Duties What makes this role unique?   In this role, you will contribute to the agency and program missions by managing and directing the Eastern Operations Modeling/TMDL/Groundwater Unit staff, which conduct Surface water, Groundwater, and Effectiveness Monitoring studies. You will be responsible for developing and implementing scientifically credible, well-coordinated monitoring programs designed to meet multiple agency objectives involving the management and regulation of Eastern Washington freshwater resources. You will also manage highly technical staff of research scientists, biologists, and engineers in-charge of independently planning, developing, directing, conducting and/or overseeing hydrologic/hydrogeologic projects for surface water and/or groundwater investigations. You will make decisions that are guided by familiar and reliable policies, published guidelines and regulations with established limits, and broad departmental policies and actions. These decisions require judgments that are usually made in known and familiar areas where there are reliable precedents and regulations and the judgment is tactical.  Occasionally you will make decisions that require analysis in unknown or unexplored areas and recommend actions that may impact programs at a strategic level. What you will do:   Manage recruiting and hiring of unit staff in accordance with the collective bargaining agreement by and between the State of Washington and Washington Federation of State Employees (WFSE) and with civil service rules. Plan, lead, organize, and control the work performed by the unit.  Ensure appropriate and optimal use of the unit's resources and enhance the effectiveness of employees through timely appraisal and professional development opportunities.  Support effective communications throughout the agency.  Maintain the highest standards of personal/professional and ethical conduct and support the state's goals for a diverse workforce. Perform File & Data Reviews;  Review permits, emission data, facility records, and prior inspection files to identify applicable requirements, compliance issues, and questions in advance of site visits. Determine Regulatory Compliance;  Evaluate industrial processes, equipment, and emissions and use applicable laws, regulations, and permits to make objective compliance determinations. Provide Technical Assistance;  Educate facility staff on air quality requirements, control technologies, best practices, permit conditions, and corrective actions needed for compliance. Document Inspections & Maintain Records;  Prepare written inspection reports, document observations, submit field data, and maintain accurate records in electronic and paper systems consistent with agency policies. Conduct Enforcement Actions;  Initiate and support enforcement actions when violations are identified; collaborate with agency staff and the Attorney General’s Office, and testify in hearings as required. Manage Source Registration Information;  Update and maintain source information in the registration system; notify facilities of overdue reports or fees; track compliance obligations.
