ABOUT THIS JOB
The Office of Equity and Environmental Justice (OEEJ) within the Department of Ecology is looking to fill a Budget Equity Senior Analyst (Management Analyst 5) position. As the Budget Equity Senior Analyst, you will serve as the agency’s technical and strategic expert to develop, coordinate, and assess the agency’s work to meet Ecology’s budget equity priorities and statutory obligations. You will lead the development and implementation of protocols to meet budget equity obligations under the Healthy Environment for All (HEAL) Act, section RCW 70A.02.080 (Download PDF reader) . We are looking for someone with a passion for advancing equity and justice in governance, and who shares our commitment to building an anti-racist and equity-focused institution. Duties
What makes this role unique?
This new position will work closely with Office of Equity & Environmental Justice colleagues to innovate and establish new protocols and practices that incorporate equity strategies into agency budget development and funding decision-making.
What you will do:
Serve as an agency subject matter expert on the HEAL Act, section RCW 70A.02.080 (Download PDF reader) , providing guidance to agency programs on implementation of agency budget equity initiatives.
Coordinate development of agency strategic planning goals and metrics for budget equity obligations.
Guide agency programs on analyzing, tracking, and reporting progress with equitably distributing funding and expenditures to overburdened communities and vulnerable populations.
Analyze and track how budget decisions and expenditures affect and benefit vulnerable populations and overburdened communities.
Evaluate and create opportunities for overburdened communities and vulnerable populations to meaningfully participate in agency expenditure decision processes.
Build and support public understanding about agency practices and progress towards advancing budget equity goals.

LOCATION: This position can be located in any of the following locations (duty station):
Headquarters Office in Lacey, WA. Northwest Region Office (NWRO) in Shoreline, WA . Central Region Office (CRO) in Union Gap, WA . Eastern Region Office (ERO) in Spokane, WA . Upon hire, you must live within a commutable distance from the duty station. Please Note: If the final location of this position is determined to be in our Northwest Region Office (NWRO) in Shoreline, WA . there will be an additional 5% pay increase due to its location in King County. In this instance the salary range will be $6,348 - $8,539 per month. Tele-work options for this position: This position will be eligible for up to a 90% tele-work schedule. Qualifications
Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

Job Purpose
Responsible for auditing and the appropriate processing of accounts payable transactions including the recording and/or updating of all related transactions in the online Banner system, supporting documentation and any necessary correspondence. Assists with various accounting functions. Works in the Accounts Payable area of the Controller’s Office to process payments totaling ~$60m for ~10,000 vendors/individuals per fiscal year utilizing a complex, integrated, multi-module accounting system.
Minimum Requirements
High school diploma and three or more years of professional accounting experience. Bachelor’s degree in accounting or a related field (with accounting courses) and at least one year of accounts payable experience preferred. Preference may be given for Banner Finance experience. Candidates with an equivalent combination of experience and/or education are encouraged to apply.
Required Knowledge, Skills and Abilities
Ability to interpret and apply South Carolina laws and institutional policies, with regards to accounting and disbursement functions, in a fair and equitable manner. Working knowledge of spreadsheets, word processing, and databases. Knowledge of the principles, practices, terminology and theories of accounting. Knowledge of modern office practices and procedures. Position Summary
Project Analysts and Associates at Blue Forest focus on the development of conservation finance projects while coordinating and contributing to other aspects of Blue Forest workstreams, including research and science efforts, communications, education and capacity building, and building and maintaining partnerships. This typically includes working on two to three projects simultaneously and, over time, developing a specialization (e.g., geographic, issue area, modeling, communications) that advances project development across the organization.

One role will be a generalist focused fully on project development
One to two hires will have a portion of their role that leans into the scientific modeling side of project development, benefit scoping and evaluation, science communication, and research.

Individual FRB Project Development (50-75%)
Support the development of multiple FRB projects from conception to execution, including bringing structure and processes to innovative and ambiguous projects. Project workstreams will include:
Partnering with land managers (such as the Forest Service) on implementation strategies for priority restoration projects
Researching and engaging potential project beneficiaries
Quantifying and communicating project benefits with internal and external science partners

Position Summary
Project Analysts and Associates at Blue Forest focus on the development of conservation finance projects while coordinating and contributing to other aspects of Blue Forest workstreams, including research and science efforts, communications, education and capacity building, and building and maintaining partnerships. This typically includes working on two to three projects simultaneously and, over time, developing a specialization (e.g., geographic, issue area, modeling, communications) that advances project development across the organization.

One to two hires will have a portion of their role that leans into the scientific modeling side of project development, benefit scoping and evaluation, science communication, and research.

Researching and engaging potential project beneficiaries
Quantifying and communicating project benefits with internal and external science partners

Senior Financial Engineer, Kiwi Lines of Business – Consulting Services (Remote, EST preference)
The Senior Financial Engineer partners with clients to deliver exceptional strategic advisory services and identify, develop, and lead process re-engineering and systems implementations.
Essential Responsibilities
Technical
Conduct interviews with the client staff to fully understand financial tasks and processes of the organization.
Assist in reviewing accounting procedures and processes (system walkthroughs) to provide a tool for analysis.

Review chart of accounts, Financial Dimensions structure, make recommendations and set-up in the system

Configure and manage a metrics dashboard to monitor strategic measures, metrics & Key Performance Indicators (KPIs).
Set-up month end closing processes.
Assist in the research of new applications and technology.

Client Management
Manage client expectations as defined in the engagement contract and work plan.
Advise clients on best practices in configuring their financial management software systems and assist with installation, maintenance and troubleshooting.
Provide deliverables to the client Senior Management on a timely basis and in compliance with Kiwi’s Quality Management System.
Oversee team of Analysts to manage client workload, encourage them to take ownership of clients and their consultant role.
Act as a liaison between all Kiwi and client parties and communicate proactively to establish strong trust and prevent potential conflicts/problems.
Internal Supervisor Responsibilities
Communicate pro-actively with Kiwi Team and client pertaining to any potential conflicts/problems.
Implement Kiwi standard working papers to be used at new clients on an on-going basis

We are seeking a seasoned Senior Business Systems Analyst to oversee the technical systems analysis and direction for IT projects within our Office of Information Services.
