The Oregon Health Authority (OHA), Health and Policy Analytics Division(HPA), Office of Health Analytics section in Portland/Salem, Oregon is recruiting for a Waiver Monitoring Research Analyst to coordinate, administer and monitor the data needs for the Oregon Health Plan 1115 Demonstration Waiver(s) with respect to qualitative and quantitative data, including but not limited to: data collection, data sources, data analyses, allowable data uses, data interpretation and data visualizations. This position will work closely with the Quality Improvement Coordinator and other departments within HPA to develop systems for monitoring the waiver related data as required by CMS (elaborate).
We are also looking for an Evaluation Research Analyst to coordinate, administer and manage the data needs between HPA and the independent evaluator(s) of the Oregon Health Plan 1115 Demonstration Waiver(s) with respect to qualitative and quantitative data, including but not limited to: data collection, data sources, data analyses, allowable data uses, data interpretation and data visualizations. This position will also provide the guidance and subject matter expertise for other HPA evaluation priorities of varying levels of complexity.
Working conditions: This work may be conducted remotely with full access to needed operating systems and technology. On occasion, in state and out of state travel may be required. Work location can be changed at any time at the discretion of the hiring manager .

What will you do?
Primary person providing guidance and subject matter expertise regarding qualitative and quantitative data to the independent evaluators and internal staff for all HPA evaluation.
Oversee the work of lower -level research analysts and coordinate assigning and reviewing the work of others .
Oversee data quality and validation efforts, report generation and processing, fulfillment of data requests, and ad hoc analyses for internal and external interested parties.
Ensure equity principles related to research, data collection, data analysis and communication are fully integrated into analytic and evaluation work.
Communicate efficiently and effectively with OHA program staff and general leadership. Provide expertise needed to independently design, plan, and conduct research needed to evaluate and monitor the activities and goals of HPA programs and services.
Coordinate opportunities for internal and external interested parties (e.g., OHA and other agency staff, health plans, health service providers, etc.) to provide input for evaluations.
Working with the Evaluations Manager and the Program and Evaluation Policy Advisor, collaborate with staff across the Health Policy & Analytics Division (HPA) to provide data support and coordination for all evaluation work.

A Bachelor's Degree in any disciplines that included six-quarter units in statistics or quantitative analysis methods and procedures, and three years experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. Experience using a wide variety of evaluation methods.
Experience collecting, analyzing and disseminating granular data on race, ethnicity, language, disability, sexual orientation and/or gender identity.
Experience producing written reports, visualizing and presenting data effectively for diverse audiences, and synthesizing research findings into actionable information.
Experience working with independent evaluators and external interested parties.
Experience in project management.

QUALIFICATIONS
Education and Experience:
A Masters Degree in Library Science from a college or university accredited by the American Library Association is required.

QUALIFICATIONS
Education and Experience:
A Masters Degree in Library Science from a college or university accredited by the American Library Association is required.

What will you do?
You’ll contribute to our agency’s mission and to the Human Resources Office by providing entry level human resource recruitment services in order to ensure continuous operations and excellent customer service levels.

Consulting with Hiring Managers on where to post job announcements.
Working with the recruiting team to update our SharePoint log of recruiting sources in order to improve the search function so that hiring managers can find and request specific outreach sources for their positions.
Working with the Recruiting and Diversity team to integrate Diversity, Equity, Inclusion, and Respect (DEIR) principles into each specialty area.
Closing out filled positions in our Online Recruiting System and on other external websites.

Qualifications:
Required Qualifications
Four (4) years of experience and/or education.
Experience: in Human Resources or related field.

Your role as the Program Budget Manager is crucial in defining, requesting, and managing the financial resources necessary to meet the program’s mission.
What you will do:
Develop long range and strategic budget options and financial contingency plans, and identify multiple ways to fund program priorities so that we can continue to do our work towards a zero spill world.
Manage and monitor program budgets statewide. This includes recommending appropriate funding for staffing, training, travel, and equipment.
Serve as the fund manager for the Oil Spill Prevention, Oil Spill Response, and Coastal Protection accounts, as well as the program lead for fiscal notes.
Support the program’s work in managing revenue sources. One of our key goals is to manage our funding to ensure adequate resources to supply to a response.
Be proactive and strategic in your thinking. Have the ability to see the bigger picture of events or the cause and effect of things.
Design strategic budget plans, anticipate and identify financial concerns, seek solutions, develop strategies to minimize budget inefficiencies, make critical independent strategic financial decisions, and make recommendations to the Program Manager.
Prepare budget, decision packages, and allotment requests and justifications.
Plan, develop, and maintain budget allocation models and biennial spending plans.
Analyze statewide historical spending trends and various other data to prepare budgets and to justify funding requests.
As a Key Member of the Spill Prevention, Preparedness, and Response Management Leadership Team:
You will maintain the highest standards of personal, professional, and ethical conduct to support the state's commitment to efficient, effective, and accountable government. This is a highly visible role with other federal and state agencies, legislators, tribes, First Nations, Canadian Federal and Provincial governments, ports, local governments, industry, NGO's, and other interests involved in spill prevention and emergency response to accidents. Special Requirements/Conditions of Employment:

This position is part of the Spills Program Incident Management Team (IMT) and Crisis Management Team and is required to complete Incident Command System (ICS) training 100, 200, 300, 400, 700, and 800. This training can be obtained after hire.
Hold and maintain eligibility and certification to permit travel to and from Canada, including passport or Enhanced Driver’s License.
Hold and maintain a valid Washington driver’s license and be able to operate a motor vehicle.

Special Requirements/Conditions of Employment:
The position normally works in a relatively sedentary open office environment, working with computers and other office equipment for long periods. However, this position also may require spill response in fieldwork, which could involve several hours of standing, walking, or squatting each day.
This position is part of the Spills Program Incident Management Team (IMT) and Crisis Management Team and is required to complete Incident Command System (ICS) training 100, 200, 300, 400, 700, and 800. This training can be obtained after hire.
Hold and maintain eligibility and certification to permit travel to and from Canada, including passport or Enhanced Driver’s License.
Hold and maintain a valid Washington driver’s license and be able to operate a motor vehicle.

Manage the collaborator publications process including organizing calls for publication proposals, managing and tracking submissions including coordinating review, informing collaborators of proposal decisions, and maintaining communication and tracking information throughout the publications process.
Contribute to improving the process for collaborator-led publications to ensure a mutually beneficial exchange between collaborators, IHME and high quality, high impact publications.
Coordinate aspects of GBD summative publications (capstones) on an annual basis.
Manage the paper production process for select publications from draft development to publication.
Become proficient with journal submission requirements and sequences for the leading scientific journals in which IHME frequently publishes. Collate, finalize, and upload manuscript files for submission through journal portals
Create and update production timelines, ensuring that all interrelated aspects of the schedule are being tracked and adapting timelines if milestones or deadlines shift.
Gain a clear understanding of the complex computational machinery behind IHME ’s work, and how these schedules relate to the paper production process.
Develop an understanding of roles and areas of expertise of IHME faculty and staff; be able to identify the appropriate team member to assign to paper tasks.
Maintain strong attention to detail while planning around contingencies.
Writing
Assist in writing sections of high-quality scientific articles for submission to peer-reviewed journals including drafting summaries, abstracts, or accompanying cover letters to journals and journal editors describing the research; may assist in developing comprehensive captions for tables and figures, drafting accurate descriptions of results from technical figures and tables, or contributing to other manuscript sections.
Ensure manuscript documents meet all formatting requirements for journal submission?

Research Learning
Develop a command of the intellectual material and analytic concepts that are central to IHME ’s work, which span epidemiology, biostatistics, survey methodology, health economics, demography, social determinants, and education.
Become familiar with the details of the GBD work and the complex interdisciplinary projects included in IHME ’s GBD portfolio, including their goals, objectives, and activities.
Become familiar with IHME ’s data visualization tools in order to access the high volume of data produced by IHME ; be able to extract key details from those data.

WHAT YOU WILL DO!
As a Research Analyst 4, you will support policy decision-making and strategic planning efforts. This includes data analysis for assessment, prioritization, and monitoring of health priorities. Together with the Analytics Manager, you will work collaboratively with staff across the Oregon Health Authority (OHA) to provide programmatic support and project coordination for various aspects of service transformation and integration.
In this role, you will work closely with research and program staff in the Health Policy & Analytics Division and other divisions within OHA, such as the Actuarial, Health Systems and Public Health. The Oregon Health Authority – the Office of Health Policy & Analytics Division (HPA) is currently recruiting for multiple Research Analysts in Salem, Oregon.
This position falls under the Classification Research Analyst 4.
Due to the COVID-19 Pandemic, these positions will start off fully remote with a possibility of returning to a physical office in the future.
WHAT YOU WILL DO!
As a Research Analyst 4, you will support policy decision-making and strategic planning efforts. This includes data analysis for assessment, prioritization, and monitoring of health priorities. Together with the Analytics Manager, you will work collaboratively with staff across the Oregon Health Authority (OHA) to provide programmatic support and project coordination for various aspects of service transformation and integration.
In this role, you will work closely with research and program staff in the Health Policy & Analytics Division and other divisions within OHA, such as the Actuarial, Health Systems and Public Health. You will need to demonstrate strong analytical and interpersonal skills, as well as the poise and professionalism to work directly with stakeholders, present information and defend findings and recommendations. Issues and recommendations within the purview of your role will be highly visible and potentially controversial to the affected health care constituents, state agencies, and Governor's office.
Additionally, you will handle policy issues that often have complex and interdependent technical, political, fiscal, administrative, and other aspects that must be considered and addressed. The scope of details to consider is numerous and often unidentified, requiring an ability to clarify and prioritize tasks in order to effectively navigate a challenging and fast-paced work environment with a broad array of stakeholders.
WHAT WE ARE LOOKING FOR:
(a) A Bachelor's Degree in any disciplines that included six-quarter units in statistics or quantitative analysis methods and procedures; AND Three (3) years of experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. Two (2) of the three years must have included coordinating complex research projects. OR (b) Five years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. Experience with health survey research, health outcomes research, health care delivery systems research.
Experience using health care expenditure, utilization and quality assurance data.
